Since Zollie Aldridge (Case #7) did not appear, motio was made by Lloyd Jeffers and
seconded by Michael McArthur to renotice and reset hearing for Zollie Aldridge. Motion
carried.
Dr. Amadio sent a message that he was unable to atten tonights meeting and he asked to
be excused. Therefore, motion was made by Herb Nix . Amadio be excused from attending
tonights meeting, motion seconded by Lloyd Jeffers. carried.
It was then explained by the City Attorney that Members missing two out of three
meetings would not be excused.
Chairman Leggett stated that he would advise Blair Ku lewind of the regulation.
There being no further business, upon motion of Lloyd Jeffers, seconded by Herb Nix,
the meeting was adjourned at 7:35 P.M.

MINUTES OF THE OKEECHOBEE CITY MUNICIPAL CODE NFORCEMENT BOARD
Hearings on Municipal Code violations were held on Mon ay, July 27, 1981 , at 7:00 P.M.
The hearing was opened by Chairman Leggett who asked for a 011 call of Board members by the
Clerk with results as follows:

Lloyd Jeffers - Present
Dr. Alex Amadio - Absent
Others present were: J. M. Westbrook, Building and Zo Inspector; Richard C. Fellows,
Administrative Assistant; David Conlon, City Attorney; and Thomas, City Clerk.
Chairman Leggett asked the Clerk to read a letter for absence from Dr. Alex
Amadio as follows:

Dear Mr. Leggett, t
On the 23rd of this month (next week) I will be t king my wife to the
University of Pennsylvania Hospital in Philadelphia wh re she will be admitted
for a 7 to 10 day period. She will be undergoing studies and possibly further
surgery.
I explained this to Mr. Westbrook yesterday and h told me that I had better
write you a letter because there is a meeting schedule on the 27th of this month.
I wish to request an official excused absence for this one meeting.
Unless something totally unforseen happens, we sh uld be back in town on
e Saturday, the 2nd of August.
I assure you that I will quickly get in touch wit Mr. Westbrook on my return,
and have him bring me up to date concerning the meeting that I will be missing, plus
anything else I should be expected to know or do in pr paration for the next meeting.
Please express my deepest apologies to the other oard Members for being unable
to attend this meeting.

Chairman Leggett granted the request for Dr. Amadio's absence.
At this time, Chairman Leggett also discussed with the Board the continuing absence
of Member Blair Kuhlwind and asked the Board for their input concerning the situation. It
was explained that Mr. Kuhlewind was a pharmacist and that resently his job was requiring
him to work until 8:00 P.M., therefore, not allowing him to attend the Code Board meetings.
It was decided that Chairman Leggett would see Mr. Kuhlwin personally to discuss the matter
in regards to a solution.
Chairman Leggett called for action on the minutes of 15, 1981 . Therefore, upon
motion of Lloyd Jeffers and second by Herb Nix the Board voted to approve the minutes and
dispense with the reading thereof.
Chairman Leggett requested Code Enforcement Officer J. M. Westbrook to call the roll
of cases to be heard. Westbrook called the following cases making the recommendations as
set out:

City Attorney, David Conlon, asked for the roll to be again with regard to those
cases still not present. Inspector Westbrook called the ro 1 again, these cases still not

Chairman Leggett asked Inspector Westbrook to proceed ith the hearings, making his
recommendations to the Board for their action on each case.
- Inspector Westbrook proceeded with the following cases and action of the Board as
follows:
Case 1-81: Joe Perry's Body Shop - Inspector Westbroo stated the area was cleaned up
and his recommendation was for Case No.1-81 to be dismissed. Herb Nix moved to dismiss Case
1-81 as recommended by Code Enforcement Officer J. M. Westb ook, seconded by Lloyd Jeffers,
motion carried--Case dismissed.

Case 4-81: Donald King - Abandoned vehicle and junk. Case continued from 7/13/81.
Donald King not present. Abandoned vehicle has been but junk is still not cleaned
up. Problem has not been solved. Chairman Leggett asked r discussion by the Code Board
as to the disposition of this case.
After discussion by members and the City Attorney, Lloyd Jeffers made a motion that a t
fine of $25.00 be imposed on Donald King since there is su icient evidence, presented by
Inspector Westbrook, to warrant such a fine, motion seconde by Michael McArthur. Motion
carried. Board instructed Inspector Westbrook to notify Mr. King of its decision.
At this time (7:26 P.M.) the roll was called a third t'me, Case No. 7-81 still not
present.
Case 7-81: Inspector Westbrook presented Case No. 7-8 of Zollie Aldridge - Junk and
trash -- Case continued from 7/13/81. Westbrook distribute pictures of the property to the
Board showing the violations as presented.
Attorney Conlon asked Westbrook whether or not he kne in fact that Notice of the Viola-
tions had been served on Mr. Aldridge? Westbrook responded yes.
Westbrook explained proper procedures had been followe in the case and that he had been
there daily to check progress and had taken pictures.
Pictures of the property at 904 S. W. 6th Avenue, 243, Lots 7, 8, 9, 10, 11, & 12
and Block 247, Lots 1, 2, 3, 4, 5, were marked as exhibits with letters A through C.
Therefore, with evidence examined by the Board by Inspector Westbrook, and
after discussion, member Jeffers made a motion that the photos to be authentic they
should be admitted as evidence". The Board agreed there evidence of a wanton violation
with no cooperation or appearance of the violator made. refore, member McArthur seconded
the motion of Jeffers. Motion carred. Pictures, exhibits arked A through C were entered
as evidence.
Member McArthur made a motion that a $50.00 fine be im osed on Zollie Aldridge for
the code violations as specified in Case No. 7-81. Motion econded by Jeffers, Board agreed,
vote carried. Inspector Westbrook agrees fine should be im osed.
Case No. 13-81 : Mary T. Serianni - Weeds Block 160-- Cleaned up.
Inspector Westbrook recommended to the Board the case be di Motion was made by Lloyd
Jeffers, seconded by Herb Nix that Case No. 13-81 be dismis ed. Board agreed. Motion carried.
Case No. 16-81: Florida Ultra Flo, Inc. - Trash and weds on Lot 7 and Lot 10 of Block
17 -- Inspector Westbrook recommended case be continued unt'l 8/17/81. Motion was made by
Herb Nix that Case No. 16-81 be continued until 8/17/81, se onded by Lloyd Jeffers. Motion
carried.
Case No. 18-81: Domer Wilson - Abandoned vehicle on L t 13, Block 233. Not present,
recommended by Inspector Westbrook Case No. 18-81 be contin ed. A motion was made by Lloyd
Jeffers seconded by Michael McArthur that Case No. 18-81 be continued until 8/3/81. Board
agreed. Motion carried.
Case No. 21-81 : Pam Chambers - Illegal Sign. r Westbrook informed the Board
the violation has been corrected. He recommended dismissal No. 21-81. Motion was
made by Lloyd Jeffers that Case No. 21-81 as presented spector Westbrook be dismissed.
Seconded by Michael McArthur. Motion carried.
Case No. 22-81: Army Surplus Store - Illegal Sign. spector Westbrook inòrmed the
Board the violation has been corrected. He recommended dis issal of Case No. 22-81. Motion
was made by Herb Nix that Case No. 22-81 as presented by In pector Westbrook be dismissed.
Seconded by Lloyd Jeffers. Motion carried. t
Case No. 23-81: Arthur Davis - Junk in yard and carpo t; not present. Recommended
by Inspector Westbrook Case No. 23-81 be continued. A moti n was made by Herb Nix, seconded
by Michael McArthur that Case No. 23-81 be continued until /3/81. Board agreed. Motion
carried.
Case No. 24-81 : Nancy Jean Morgan - Garbage, trash, d bris and junked vehicle.
Inspector Westbrook informed the Board the violation has bee corrected. He recommended
dismissal of Case No. 24-81. Motion was made by Lloyd Jeff rs that Case No. 24-81 as
presented by Inspector Westbrook be dismissed. Seconded by Michael McArthur. Motion
e carried.
Case No. 25-81: El' Floral Design and Gifts - Illegal sign. Inspector Westbrook
informed the Board the violation has been corrected. He re ommended dismissal of Case
No. 25-81. Motion mas made by Lloyd Jeffers that Case No. 5-81 as presented by Inspector
Westbrook be dismissed. Seconded by Herb Nix. Motion carr·ed.
Case No. 26-81 : Charles Hill - Junk vehicle, garbage nd other debris. Inspector
Westbrook informed the Board the violation has been correct d. He recommended dismissal
of Case No. 26-81. Motion was made by Michael McArthur tha Case No. 26-81 as presented
by Inspector Westbrook be dismissed. Seconded by Lloyd Jef ers. Motion carried.
Case No. 27-81 : Kath Snipes - Junk vehicle, garbage a d other debris. Inspector West-
brook informed the Board the violation has been corrected. He recommended dismissal of Case
No. 27-81. Motion was made by Herb Nix that Case No. 27-81 as presented by Inspector Westbroo
be dismissed. Seconded by Lloyd Jeffers. Motion carried.
Case No. 29-81 : Village Square - Derelict sign. Insp ctor Westbrook informed the Board
the violation has been corrected. He recommended dismissal of Case No. 29-81. Motion was
made by Lloyd Jeffers that Case No. 29-81 as presented by I spector Westbrook be dismissed.
Seconded by Herb Nix. Motion carried.
Case No. 30-81: Elizabeth Tewksbury - Junk vehicle. nspector Westbrook informed the
Board the violation has been corrected. He recommended dis issal of Case No. 30-81. Motion
was made by Herb Nix that Case No. 30-81 as presented by In pector Westbrook be dismissed.
Seconded by Lloyd Jeffers. Motion carried.
Case No. 32-81: Anna Jane Breland - Septic tank (brok n lines). Inspector Westbrook
informed the Board the violation has been corrected. He re ommended dismissal of Case No.
32-81. Motion was made by Herb Nix that Case No. 32-81 as resented by Inspector Westbrook be
dismissed. Seconded by Lloyd Jeffers. Motion Carried.
There being no further cases to be heard, Member Jeffe s moved to adjourn the meeting,
seconded by Member Nix. Code Enforcement Board adjourned a 7:50 P.M.
