MINUTES OF THE ORGANIZATIONAL MEETING OF THE OKEECHOBEE ITY CODE ENFORCEMENT BOARD
The organizational meeting of the Okeechobee City Code enforcement Board was held in
e City Council Chambers at 4:00 P.M. on Monday, May 4th, 1981. Those present included the
members Gordon V. Leggett, Dr. Alex Amadio, Blair Kuhlewind, Herb Nix, Lloyd Jeffers and
Michael T. McArthur. Also present was Richard Fellows, Ass 'stant to the Mayor of Okee-
chobee; Rosemary Lear, Secretary to the Mayor; David Conlon, City Attorney and Councilman
Oakland Chapman. Also present was J. M. Westbrook.
The meeting was opened at 4:00 o'clock by Richard Fell ws who gave a brief overview
of the legislation authorizing the establishment of the Mun"cipal Code Enforcement Boards
and a brief history of the problems municipalities have rienced since the abolishment
of the municipal court system. Follo~ng the overview, Attor ey David Conlon spoke on the
Sunshine Law and cautioned members to refrain from with each other matters
which could come before the Board for deliberation.
Richard Fellows then introduced J. M. Westbrook, Administrator and Building
Inspector, and it was pointed out to the members of the Cod Enforcement Board that West-
brook would be the Code Inspector and would be the person t present cases to the Board
for consideration. The Board was informed that David Conlo , City Attorney, would be
counsel to the Board contingent upon approval by the City uncil.
At this time, Richard Fellows announced he would temporary chairman of the Board
and would accept nominations for permanent chairman. Herb Nix nominated Gordon Leggett
Lloyd Jeffers moved that nominations cease. Dr. Alex Amadi seconded the motion of Lloyd
Jeffers and on unanimous vote, the motion was approved and ominations were closed. The
temporary Chairman Fellows indicated since there were no ot er nominations, that Gordon V.
Leggett had been elected Chairman of the Municipal Code Enf rcement Board by acclamation.
The new Chairman then assumed the chair and announced the oor was open for nominations for
Vice Chairman. Michael T. McArthur nominated member Herb Blair Kuhlewind seconded the
nomination. The Chairman called for further nominations, being none, a vote was taken
on the nomination of Herb Nix and Herb Nix was elected unan"mously as Vice Chairman of the
Code Enforcement Board.
The Chairman then briefly congratulated the members of the City Council for their fore-
sight in selecting a Board to address many of the minor ord'nance violations and neighborhood
problems which arise within the community and p,ledged his f 11 effort and support to the on-
going activities of the Board and the City.
There were brief discussions held in regards to the required meetings, meeting
nights and times and it was finally decided by the Board t they would meet on call of the
Chairman as cases arose for discussion. J. M. Westbrook sed out a flow chart which had
been designed to show the flow of action and procedures as lleged violations occur and the
manner in which they proceed through the hearing process.
There being no further discussion, the organizational eeting of the Municipal Code
Enforcement Board was adjourned at 4:35 P.M.
