Mayor Kirk explained the procedures of workshops. They are for informational purposes, allowing an opportunity for
both Boards to ask questions or discuss areas of concern. He asked whether future planning and annexation issues
were the main topics to be covered or whether anyone else had specific items as well? Vice Chairperson Hoover
requested that follow-ups to special conditions, placed on Special Exceptions and Variances be discussed. Member
Maxwell had emailed a few questions or concerns to the Mayor and Council and he requested to briefly review those
items.

III. NEW BUSINESS - Mayor.
A. Discuss Future Planning and Annexation Issues continued. Various topics were discussed. The first item was whether the City would pursue annexations of surrounding
properties. There are two methods of annexation. One is by voluntary annexation, which is the only method the City
has used to date. This is where the property owner petitions the City to have their property annexed into the City. The
other is involuntary annexation, which the City has not had to do. Mayor Kirk commented that at some point and time
the City may have to initiate involuntary annexations just as a necessity of staying in business.
Commercial encroachment into the residential areas was discussed. The Board wanted direction as to how far the
Council was considering the encroachment from the main corridors? Council Members responded mostly within the
first two blocks only, after 3" Avenue there would be too much encroachment. The Board was also interested in how
much multi -family designation should be in the City. These are issues that can be addressed when the City completes
its Evaluation and Appraisal Report (EAR) for the Comprehensive Plan which is due to begin the next Fiscal Year.
Special Conditions can be placed on applications for Special Exceptions and Variances. The Board questioned
whether the City had a method in place to be sure the conditions were carried out and stayed in place. The consensus
of the Council was to instruct staff to send Code Enforcement to investigate all special conditions that should be in
place and follow up with any that are out of compliance. This will become routine from this point forward.
Member Maxwell had asked, via his email, whether the Council thought a Planning Board Member should be present
at the City Council meetings to present their reasoning for their recommendations? The consensus of the Council was,
no, they did not think that it was necessary. The minutes from the meetings articulate their discussion very well. A point
noted was that should the minutes not depict the discussion or the issue thoroughly to the Board Member's
satisfaction, that needs to be pointed out when they approve their minutes.
The final items covered were educational workshops or courses offered for planning boards. Mayor Kirk stated he
thought the Board was doing a great job and pointed out that Okeechobee is unique and we do not want to copy the
larger cities. Each Council Member noted their confidence in the Board Members stating their appreciation for the job
that they do for the City, realizing it is not always an easy task. While the City Council usually agrees with their
recommendations, it is very rare for them to vote against the Board's recommendations. They also noted that when
it is done, it is carried out with great care and not taken lightly.
Chairperson Ledferd thanked the Mayor and Council Members for meeting with the Board. Mayor Kirk stated he
appreciated their time, questions and concerns. It is important that we "stay on the same page," having these joint
workshops will help make that happen. No official action was taken at the workshop.

with annexing businesses in, area next to commerce center is hamrick, unless someone purchased, also water
and sewer availability is an issue.

would see the request, don't know if there are any advantages to being annexed if I was a property owner,

Please consider this my input for the workshop:
Does the Council find some benefit in the Planning Board having discussion about the items prior to
voting, and stating the thoughts or opinions of the members for the record?
Is the Council pleased with the level of involvement of the Planning Board? (The county Planning
Board seems more active, attending meeting, following through on decisions, etc.)
Would the Council consider some type of periodic training for the citizen boards to better inform them
on the area of land use? (There are continuing education classes and seminars that address these areas).
