WHICH RATE IS SET ON ALL REAL AND PERSONAL PROPERTY; PROVIDING THAT 7.1899 PER THOUSAND
DOLLAR VALUATION SHALL NOT BE LEVIED ON HOMESTEAD PROPERTY; THAT 7.1899 PER THOUSAND
DOLLAR VALUATION SHALL BE USED FOR GENERAL CITY PURPOSES; THAT SAID MILLAGE RATE IS 12.62
% MORE THAN THE ROLL -BACK RATE COMPUTED IN ACCORDANCE WITH F.S. 200.065 (1); PROVIDING AN

Council Member Chandler moved to approve the first reading of proposed Ordinance No. 836; seconded by Council
Member Markham.
Mayor Kirk asked whether there were any questions or comments from the public. Mr. Kevin Brewer asked the Council
not to increase the millage rate, but keep it where it is. Council thanked Mr. Brewer for his comments, Mayor Kirk also
clarified that the tax notice shows a proposed one (1) mill increase, but that the Council is only considering a one-half
(1/2) mill increase. Council Member Watford noted that at this point he did not see an alternative to balance the budget.
Re -computation of the millage rate was not required at this time.

Council then discussed that the proposed budget consists of taking the remaining balance and distributing it among
the employees for a 1.25 percent salary increase.

D. 2. b) Public discussion and comments continued. Council Member Watford suggested that implementing the new pay plan and providing for the next step with
satisfactory evaluations was sufficient for this budget year in regards to salaries. Council Member Watford moved to
amend proposed Ordinance No. 837 to delete the across the board 1.25 percent sala!y increase, leaving a reserve
balance of $28,250.00-, seconded by Council Member Markham.

Council Member Williams moved to amend proposed Ordinance No. 837 to delete the health insurance premium in
the legal counsel budget-, seconded by Council Member Watford for discussion. There was a brief discussion on this
motion to amend, Council Member Williams continued his case that the City Attorney is an independent contractor and
therefore should not be given employee benefits.

Council Member Markham brought to the Council's attention the new materials presented by Chief Davis as a request
to change the Police Department Administrative Secretary title to Police Services Coordinator. This position has
evolved and is now responsible for training new dispatchers, records clerk, and basically being their direct Supervisor
in addition to her duties as secretary to the Chief and Major. Council Member Markham moved to amend proposed
Ordinance No. 837 to create a new position title, Police Services Coordinator and increase the base AgIaM
three hundred dollars ($300.00): seconded by Council Member Chandler.

Mayor Kirk took a moment to caution everyone regarding making changes to the Step Pay Plan. He wanted the Council
and Staff to understand that once the Step Pay Plan is in place, everyone will have to live with it. There will be
opportunities in the future to add job descriptions as long term employee's reach the maximum allowed for their
position. However, the Council cannot continue to change titles and increase base pay to justify one position's salary
increase.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
OKEECHOBEE, FLORIDA AS FOLLOWS:
Section 1: The City Council of the City of Okeechobee. Florida hereby levies a tax of
7.1899 per thousand dollar valuation on all realand personal propertywithin
the corporate limits of said City, provided however, that 7.1899 shall not be
levied upon property in the City of Okeechobee claimed and allowed as
homestead on the general laws of the State of Florida.
Section 2: That as designated in Section 1, hereof, 7.1899 per thousand dollar
valuation shall be used for general City purposes in carrying on and
conducting the government of said City.
Section 3: The millage rate adopted is 12.62 % over the roll -back rate as computed in
accordance with Florida Statutes Section 200.065 (1).
Section 4: That this ordinance was proposed, considered and adopted under the
provisions of Florida Statues Chapter 166 and Section 200.065.
Section 5: This ordinance shall take effect October 1, 2003.

Mr. Veach,
The Administrative Secretary's position is responsible for secretarial duties relating to
myself and Major Raulerson, including dictation, letter/memo typing, screening and
handling of business calls. In addition, this position also acts as the purchasing/personnel
clerk in that she is responsible for ordering supplies, completing vouchers, keeping up
with time and leave, overtime and other personnel matters. This position also acts as a
records clerk and dispatcher when those positions are short, in fact, the Administrative
Secretary trains and supervisors those positions. See the attached JOB SUMMARY for a
complete list of duties and responsibilities.
Clearly the Administrative Secretary's position is miss -labeled. This position coordinates
all the civilian functions within my department. As such I request that we ro-opsignatp the
Administrative Secretary position to POLICE SERVICES CORDINATOR, a title that
more appropriately describes the functions of that position.

POLICE SERVICES CORDINATOR
JOB SUMMARY
This job is a non-swom position in the Police Department. It bridges the gap between the
Administrative Staff, the Records Clerk, and the Dispatcher positions. This position's
primary responsibility is the care and maintenance of Departmental records including, but
not limited to personnel, time and leave, and financial records. This position also serves
as secretary to the Chief of Police, and as such is responsible for any tasks as may be set
forth by the Chief. The incumbent is also required to fill in as Records Clerk and as
Dispatcher as necessary .
I . Maintenance of files
2. Reporting and documentation
3. Typing
4. Bookkeeping
5. Report and information dissemination
6. Computer storage
And as a Dispatcher, duties that include:
1. Reporting and documentation
2. Communication
In addition, the incumbent has additional duties of supervision and training of the
Dispatchers.
This position holds the responsibility of supervision of the dispatchers and the efficient
operation of Communications, the 911 system, regular phone, etc.
I . Control of leaves of absence, making sure the position of Dispatcher is covered at
all times even to the extent of personally filling the position if necessary
2. Liaison between the Dispatch and Records section
3. Discipline
4. Procedure
5. Enforcement of policy, rules and regulations
The remainder of the position, duties and responsibilities, job requirements, occupational
characteristics and hiring prerequisites are the same as those described in the job
description of Records Clerk and Dispatcher.
