Proclaim the month of March 2018 as "American Red Cross Month." March was proclaimed as American Red Cross Month. Mayor Watford presented the proclamation to Ms. Cindy Thompson, Mr. John DuBose, Ms. Sarah Rowe, Ms. Mary Edison and Ms. Peggy DuBose. The proclamation was read into the record as follows: "Whereas, the American Red Cross Month is a special time to recognize and thank our everyday Heroes — those who reach out to help people in need; and Whereas, American Red Cross heroes help disaster victims recover. They bring comfort to families who have lost their homes to fire; they brighten the day of an injured service member, they step forward to help someone having a heart attack; and Whereas, we would like to remember our heroes in our community who help people in need. They work tirelessly to assist their neighbors when they need a helping hand; and Whereas, across the country and around the word, the American Red Cross responded to disasters. When a family was displaced due to a fire, the Red Cross provided shelter, when an injured service member ended up in a hosp ital far from home, the American Red Cross offered comfort; when a lifeguard 'um p 9 jumped in to save a p drowning child or someone stepped up to help a heart attack victim, the American Red Cross was there; and Whereas, we dedicate the month of March to all those who support the American Red Cross mission to prevent and alleviate human suffering in the face of emergencies. Consider a Temporary Street Closing Application submitted by Okeechobee Main Street to temporarily close Southwest 3rd Avenue and Southwest 4th Avenue between North and South Park Streets from Friday, March 9, 2018 at 5:00 P.M. through Sunday, March 11, 2018 at 5:00 P.M. for the Speckled Perch Festival - City Administrator (Exhibit 1). Council Member O'Connor moved to dispense with the reading and approve the Summary of Council Action for the Regular Meeting of February 20, 2018; seconded by Council Member Ritter. Fire Chief Smith explained the Waterous fire pump on Engine 7 recently failed its annual pump certification. The Engine was taken to Ten-8 Fire Equipment, Inc. for evaluation. The pump was broken down and it was determined the problems are extensive and major repairs are required. The City has currently incurred $1,380.00 in labor for the evaluation of the pump. Administrator MontesDeOca added this was not a budgeted item and will be addressed in a future budget amendment as it is necessary to repair the Engine and put it back in service as soon as possible. Chief Smith explained this purchase is a budgeted item and the two new radios will bring the Department radio total to 12, which provides each Firefighter with a radio. Attended 60 events, one being the Okeechobee Expo serving over 1900 participants. Distribute water safety book "Stewie the Duck". Swim Safety is taught in all the schools. We provide the pillowcase project. We also provide military assistance. DAT: Disaster Aide Training. Office is now in the United Way House along with Big Brothers/Big Sisters and Castle. Discussion: Engine 7's fire pump (Waterous) has recently required repairs due to multiple items (pump cannot pass annual pump certification). The truck was taken to Ten-8 for evaluation which required the pump to be "broken down." The problems are extensive and required major repairs. The city has currently incurred $1,380.00 in labor to break down the evaluate the pump. The fire department is recommending council to approve repairs to Engine 7 pump as soon as possible by Tennn-8 fire equipment in Brandenton where the vehicle is presently located. This will have a one year manufactorers warrenty. MO will that fill that big hose you all use? Yes. MC where does the money come from when there are emergency expenditures? Reserves. Watford Jr. declared March as "Red Cross Month" in the city at the Tuesday, March 6, meeting of the Okeechobee City Council. Present to accept the proclamation were Executive Director Sarah Ruwe, who heads the South Florida region for Florida's Coast to Heartland Chapter of the American Red Cross, along with volunteers Cynthia Thompson, Mary Edison, and Peggy and John DuBose. Ms. Ruwe and the volunteers informed the council that the local Red Cross has served 143 people during the course of 60 events that occurred in Okeechobee and has provided over $25,000 worth of aid to Okeechobee County. They also highlighted three of the most recent projects the Red Cross has been involved in: • Volunteers have given out a water safe- ty book called "Swim Time with Stewie the Duck" to the Douglas Brown School House, East Coast Migrant Head Start Project and Big Brothers Big Sisters of America. • The organization also is delivering The Pillowcase Project to North Elementary students in third through fifth grades. The project is sponsored by Disney and is a free, interactive preparedness program designed for youth ages 8 to 11. The program aims to increase awareness and understanding of natural hazards and teaches children safety, emotional coping skills and personal pre- paredness. Through instructor -led presen- tations, students learn the best ways to stay safe and how to create their own emergency supply kits by packing essential items in a pillowcase for easy transport during a disas- ter. Students also have the opportunity to decorate and personalize their pillowcases and share what they've learned with friends and family. " Red Cross workers also certify all of the physical education instructors employed by the Okeechobee County School Board as water safety instructors. The school district has been teaching swimming lessons and safety to students since 1990. All of the el- ementary and middle schools take their stu- dents to the Okeechobee Sports Complex pool each year, where they receive about three weeks of basic swimming lessons, of 30-40 minutes each. The schools decide which grades of students they will send to the pool each year. Most of the schools usu- ally teach Level 1 or 2 to their students; how- ever, North Elementary has been bringing its entire student body to the pool, with some 5, which is very intense. Some of the schools bring an aide or a volunteer to assist in the lessons and/or help students. The mayor's Proclamation Certificate said that "the American Red Cross Month is a special time to recognize and thank our ev- eryday heroes — those who reach out to help people in need." It lists many of the ways In which American Red Cross heroes help disaster victims recover — bring comfort to families who have lost their homes to fie; brighten the day of an injured service mem- ber; step forward to help someone having a heart attack; ... work tirelessly to assist their neighbors when they need a helping hand; provide shelter; and offer comfort." The certificate concludes, "We dedicate the month of March to all those who sup- port the American Red Cross mission to prevent and alleviate human suffering in the face of emergencies. Our community de- pends on the American Red Cross, which re- lies on donations of time and money to fulfill its humanitarian mission." And it urges the community to continue helping to support the Red Cross. In other actions at the Tuesday meeting, the council: • Approved a temporary street dosing application submitted by Okeechobee Main Street to temporarily close Southwest Third Avenue and Southwest Fourth Avenue be- tween North and South Park Streets from 5 p.m. Friday, March 9, through 5 p.m. Sunday, March 11, for the Speckled Perch Festival. • Approved spending $16,457 for parts and repairs to Fire Engine 7. In a written request, dated Feb.23, addressed to Mayor Watford, the council members and city ad- ministrator, Okeechobee Fire Department Fire Chief Herb Smith stated: "Engine Ts fire pump has recently required repairs. The truck was taken to Ten-8 for evaluation, which required the pump to be 'broken down.' The problems are extensive and re- quired major repairs. The city has currently incurred $1,380 in labor costs to break down and evaluate the pump. The fire department is recommending the council approve re- pairs to Engine Ts pump as soon as pos- sible by Ten-8 Fire Equipment in Bradenton, where the vehicle is presently located." Chief Smith said, "The repair will ultimately be the most cost-effective and practical option, as a new replacement pump would cost any- where from $30,000 to $40,000." • Approved the purchase of radio equip- ment for the Okeechobee Fire Department from Communications International in the Summer activity guide planned Special to the Okeechobee News The Okeechobee CountyShared Services Network will once again publish a summer activity guide listing programs available to Okeechobee County children. The guide will be published in May. There is no charge for listings in the guide, which is sent home with all Okeechobee County schoolchildren. Business, organizations and clubs with summer activities for children are welcome to submit them. Categories include arts and crafts, pre -kindergarten, summer day camps, library/reading programs, educational/tutoring, family activities, child care, health promotion/medical, performing arts, open recreation, overnight camps, special events, sports/fitness and Vacation Bible School.
