RATE WHICH RATE IS SET ON ALL REAL AND PERSONAL PROPERTY; PROVIDING THAT 6.6890 PER
THOUSAND DOLLAR VALUATION SHALL NOT BE LEVIED ON HOMESTEAD PROPERTY; THAT 6.§890 PER
THOUSAND DOLLAR VALUATION SHALL BE USED FOR GENERAL CITY PURPOSES; THAT SAID MILLAGE
RATE IS 6.40% MORE THAN THE ROLL -BACK RATE COMPUTED IN ACCORDANCE WITH F.S. 200.065 (1);

Council Member Oliver moved to adopt proposed Ordinance No. 803; seconded by Council Member Chandl6r.
Mayor Kirk asked if there where any questions or comments from the public. There were none.
Council Member Watford noted that this is the same millage rate as last year and that approximately sixty -thousand
dollars will be used from reserves in orderto balance the budget. Mayor Kirk responded that was correct. Council then
briefly discussed how the roll back rate is structured.
Council MemberWatford made a request that for the next years budget Staff research whether or nqt it Would
be feasible to set the debt service fund out from the general fund since it is not subject to h9mestead
exemption. Council agreed.

Council Member Watford notedthatthe budget presented in Exhibit Two reflects what was discussed at the first budget
hearing including the 3 percent salary increase for all employees, adding one police officer position, adding one
firefighterposition, promoting the Administrator's Secretary to the title of Executive Secretarywith an increase in salary
of five hundred thirty dollars ($530.00) and using sixty-eight thousand, one hundred sixty-seven dollars ($68,167.00)
from reserves.

AN ORDINANCE LEVYING A MILLAGE RATE WHICH RATE IS
SET ON ALL REAL AND PERSONAL PROPERTY; PROVIDING
THAT 6.6899 PER THOUSAND DOLLAR VALUATION SHALLNOT
BE LEVIED ON HOMESTEAD PROPERTY; THAT 6.6899 PER
THOUSAND DOLLAR VALUATION SHALL BE USED FOR
GENERAL CITY PURPOSES; THAT SAID MILLAGE RATE IS
6.40% MORE THAN THE ROLL -BACK RATE COMPUTED IN
ACCORDANCE WITH f.s. 200.065 (1); PROVIDING AN EFFECTIVE
DATE.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OKEECHOBEE, FLORIDA AS FOLLOWS:
SECTION 1: The City Council of the City of Okeechobee. Florida hereby levies a tax of
6.6899 per thousand dollar valuation on all real and personal property within the
corporate limits of said City, provided however, that 6.6899 shall not be levied upon
property in the City of Okeechobee claimed and allowed as homestead on the general
laws of the State of Florida.
SECTION 2: That as designated in Section 1, hereof, 6.6899 per thousand dollar valuation
shall be used for general City purposes in carrying on and conducting the government
of said City.
SECTION 3: The millage rate adopted is 6.40 % over the roll -back rate as computed in
accordance with Florida Statutes Section 200.065 (1).
SECTION 4: That this ordinance was proposed, considered and adopted under the provisions
of Florida Statues Chapter 166 and Section 200.065.
SECTION 5: This ordinance shall take effect October 1, 2002.
