P.M.
Mayor Kirk announced the purpose of the hearing is to considerthe firstreading of ordinances forthe proposed millage
rate levy and the proposed budget for the fiscal year 2002-2003.
Mayor Kirk announced the proposed millage rate levy represents 6.40% more than the roll back rate computed
pursuant to Florida Statute Section 200-0650).
Council Member Watford moved to read by title only and set September 17, 2002 at 5:01 p.m. as the final public
hearing date for proposed Ordinance No. 803 levying a millage rate forthe General Fund Budget; seconded by Council
Member Oliver.

THOUSAND DOLLAR VALUATION SHALL NOT BE LEVIED ON HOMESTEAD PROPERTY; THAT 6.6899 PER
THOUSAND DOLLAR VALUATION SHALL BE USED FOR GENERAL CITY PURPOSES; THAT SAID MILLAGE

Council Member Chandler moved to approve the first reading of proposed Ordinance No. 803; seconded by Council
Member Williams.
Mayor Kirk asked if there where any questions or comments from the public. There were none.
Council Member Watford asked the Council if the millage rate would be the same as the previous year 2001-2002.
Mayor Kirk answered yes. Council Member Watford also asked if the money needed to fund the budget would be
taken out of the reserves: Mayor Kirk stated yes that was what was discussed at the workshop, but it could change
at the final public hearing.
There was no re -computation of millage rate needed.

b) Public discussion and comments. 111 Mayor Kirk asked if there were any questions or comments from the public. There were none.
There was discussion between the Council and the Staff regarding the proposed change of title and salary of the
Administrator's secretary, and the proposed change in the City Attorney's insurance. Council Member Watford

b) Public discussion and comments continued. suggested that the City leave the title of the City Administrators secretary at the same level, Council Member Oliver
stated that City Administrator was an excellent administrator and he wanted to support the recommendation of the
change of title. Council Member Chandler supported the administrators request. Mayor Kirk also noted that he had
no problem with the suggested $530.00 increase in salary to bring it in line (with the other positions discussed), and
felt that was the best Council could do and anymore than that this time would not be prudent. Mayor Kirk also
suggested the Council go back and address the salary schedule of the City's employees at a workshop later in the
new year,
Council Member Oliver stated that he did not agree with the new line item in the City's budget for the City Attorney.
Council Member Chandler stated that he supported Attorney Cook's request, and thatAttorney Cook had done a good
job forthe City. There was a short discussion between the Council and the staff regarding insurance policy provisions
and the taxable income for the City Attorney.
Council Member Oliver moved to remove the health insurance benefit from the Legal Council line item in the amount
of three thousand five hundred sixty five dollars ($3,565,00); seconded by Council Member Watford.

Mayor Kirk instructed Administrator Veach to move the money from the Legal Council Line item for the insurance and

ACCORDANCE WITH f.s. 200.065 (1); PROVIDING AN EFFECTIVE
DATE.
NOW, THEREFORE9 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OKEECHOBEE, FLORIDA AS FOLLOWS:
SECTION 1: The City Council of the City of Okeechobee. Florida hereby levies a tax of
6.6899 per thousand dollar valuation on all real and personal property within the
corporate limits of said City, provided however, that 6.6899 shall not be levied upon
property in the City of Okeechobee claimed and allowed as homestead on the general
laws of the State of Florida.
SECTION 2: That as designated in Section 1, hereof, 6.6899 per thousand dollar valuation
shall be used for general City purposes in carrying on and conducting the government
of said City.
SECTION 3: The millage rate adopted is 6.40 % over the roll -back rate as computed in
accordance with Florida Statutes Section 200.065 (1).
SECTION 4: That this ordinance was proposed, considered and adopted under the provisions
of Florida Statues Chapter 166 and Section 200.065.
SECTJON 5: This ordinance shall take effect October 1, 2002.
