PROCLAMATIONS AND PRESENTATIONS - Mayor A. Present a Five -Year Longevity Service Award to Firefighter Les McGee. B. Present a Ten -Year Longevity Service Award to Fire Captain Lalo Rodriguez. VI. MINUTES - City Clerk A. Motion to dispense with the reading and approve the Summary of Council Action for the January 16, 2018, Regular Meeting and amend the June 20, 2017, Regular Meeting minutes. VII. NEW BUSINESS A. Consider appointments to the Code Enforcement Board - City Clerk (Exhibit 1). COUNCIL ACTION - DISCUSSION -VOTE On behalf of the City, Mayor Watford and Fire Chief Smith presented Mr. Les McGee with an engraved cross pen and a framed certificate which read, "In recognition of your 5-Years of Service, Hard Work, and Dedication to the City, its citizens, and your fellow employees from January 14, 2013 to January 14, 2018." He also received his Department 5-Year lapel pin. Chief Smith gave a brief biography of Firefighter McGee's tenure with the City, noting this is his second term with the Department (previously employed from 2005 to 2010). He served in Iraq training Firefighters after the Gulf War from 2010 to 2013. He is known to be innovative having built the Department's golf cart and the bunker gear dryer, resulting in substantial savings to the Fire Department's Budget. On behalf of the City, Mayor Watford and Fire Chief Smith presented Mr. Lalo Rodriguez with an embossed portfolio and a framed certificate which read, "In recognition of your 10-Years of Service, Hard Work, and Dedication to the City, its citizens, and your fellow employees from November 27, 2007 to November 27, 2017." He was accompanied by his wife, Carla. Chief Smith presented Captain Rodriguez with his Department 10-Year lapel pin and noted the outstanding job he has been doing while being trained as second in command. Council Member O'Connor moved to dispense with the reading and approve the Summary of Council Action for the Regular Meeting of January 16, 2018, and amend the June 20, 2017, Regular Meeting minutes as presented; seconded by Council Member Chandler. Clerk Gamiotea explained in a memorandum distributed prior to the meeting, it was discovered that the contents of item B under the Proclamations and Presentations section of the June 20, 2017, minutes was inadvertently left out when presented for approval. To keep from having to renumber the majority of Minute Book No. 20, she requested the City Council approve amending the minutes by adding an official minute book Page 156a. This will also be reflected as Page 2a of 13 and the meeting pages will be renumbered to reflect there are a total of 13 pages instead of 12 pages for this meeting. Motion and second by Council Members Ritter and Chandler to move Code Enforcement Board Alternate Member Mrs. Beverly Bernst to Regular Member, term being February 7, 2018 to April 30, 2019 (replacing Mrs. Lynn Boak), and appoint Ms. Megan Wilt as an Alternate Member, term being February 7, 2018 to April 30, 2019 (replacing Mrs. Rennae Sweda). There was a brief discussion on this item. NEW BUSINESS CONTINUED B. Motion to approve a purchase through the Florida Sheriff's Association Council Member Chandler moved to approve a purchase [to AutoNation Chrysler Dodge Jeep Ram of Pembroke Vehicle Bid process in the amount of $17,932.00 for a 2018 Dodge Pines] through the Florida Sheriff's Association (FSA) Vehicle Bid process in the amount of $17,932.00 for a 2018 Journey - Fire Chief (Exhibit 2). Dodge Journey; seconded by Council Member Clark. C. Motion to approve a purchase through the Florida Sheriff's Association Vehicle Bid process in the amount of $28,641.00 for a 2018 Dodge Durango - Fire Chief (Exhibit 3). D. Motion to approve the purchase and installation of equipment in the amount of $3,829.00 for the new 2018 Dodge Durango - Fire Chief (Exhibit 4). ITEM ADDED TO AGENDA: E. Motion to amend Resolution No. 2017-09, specifically Section 1, Paragraph 3, and FDOT Memorandum of Agreement Contract No. BE391 Section 2, Paragraph 1, changing the initial term from 3 years to 1 year at the request of FDOT - City Clerk (Exhibit 5). Administrator MontesDeOca distributed additional information explaining the FSA is honoring the price given to municipalities located in the Central Region although the City is in the Southern Region, which is a savings of $50.00. The local vendor bid was $23,590.00. He added the Code Enforcement vehicle being replaced will be classified as surplus and listed on govdeals.com at a future date. Clerk Gamiotea distributed a memorandum explaining the executed Florida Department of Transportation (FDOT) Memorandum of Agreement Contract No. BE391 was returned to her office and was found to have changes made to Paragraph 1 of Section 2 on Page 2, changing the initial term of the Contract from 3 years to 1 year. The original Contract was approved on July 18, 2017, with an initial term of 3 years. This was the only change and FDOT did not provide a reason to Public Works Director Allen. Attorney Cook reviewed all documents and recommended the amendment be presented to the City Council. Motion and second by Council Members Clark and Chandler to amend Resolution No. 2017-09, specifically Section 1, Paragraph 3, and FDOT Memorandum of Agreement Contract No. BE391 Section 2, Paragraph 1, changing the initial term from 3 years to 1 year at the request of FDOT. Clerk Gamiotea explained in a memorandum distributed at the meeting, when FDOT Contract #BE391 was returned executed to her office, it was found to have changes made to Paragraph 1 of Section 2 on Page 2, changing the initial term Page 2 of 3 of the Contract from 3 years to 1 year. The original Contract was adopted July 18, 2017, with an initial term of 3 years. Attorney Cook reviewed all documents and recommended the amendment be presented to the City Council. Present a Certificate of Retirement to Cleveland Lamb. Mayor Watford presented a Certificate of Retirement to Cleveland Lamb, who was in attendance accompanied by his wife Cheryl and family members. The plaque was read into the record as follows: "Whereas, Mr. Palmer Cleveland Lamb, one of the longest serving City employees ever, began his public service career with the City of Okeechobee in the Street Division of the Public Works Department under the guidance of Director L.C. Fortner on June 26, 1973; and Whereas, after only one year he was promoted from Laborer to Motor Equipment Operator 111 where he served until April 10, 1986, when Crew Leader was added to his job title and responsibilities. Beginning October 1, 1988, the City Council officially changed his position to Maintenance Foreman, where he has exceptionally performed his duties ever since, always demonstrating a deep concern for the well-being and quality of life of the citizens of the City of Okeechobee; and Whereas, the City Council appointed Cleveland to serve as the Interim Public Works Director from April 21, 1999, through May 15, 2000; and Whereas, being admired by his co-workers as impartial and fair, was elected to represent the Public Works Department on the Employee Grievance Committee for eleven years, serving from 1993 to 1999 and 2001 to 2004; and Whereas, Cleveland's expertise has been key to providing important guidance and leadership in the training of new employees, especially in the area of equipment operation, and imparting his extensive knowledge of the City's infrastructure; and Whereas, in honor of his hard work and meritorious performance, he was presented with accolades for the City Hall Park development and for assisting with the Huey installation in the Veteran's Memorial Park, and Whereas, during his tenure, Cleveland has served with five Mayors, twenty-five City Council Members, five City Clerks, six City Administrators, six Police Chiefs, three Fire Chiefs, three Public Works Directors, four Public Utilities Directors, and numerous employees. Furthermore, he has witnessed many changes within the City's form of government; the creation of several departments; the adoption of a City Retirement System; and the formation of the Okeechobee Utility Authority from the City Public Utilities department. Chief noted a strength she brings is that she is a certified Paramedic and has been working in the medical field for several years. Ms. Boeckler expressed her appreciation for the opportunity to become a member of the the City family. Chief Peterson then introduced Police Dispatcher Ms. Ericka Smith, accompanied by her son Cameron, parents Judy and Dennis Smith, and Mr. Steven Runyon. Ms. Smith was previously employed at the Okeechobee County Sheriffs Office for one year and is fully trained. Chief Peterson pointed out although she loved working for Sheriffs Office, the City's benefit package, especially the health care coverage, is what convinced her to make the move. Mayor Watford and Council extended a warm welcome to Mary and Ericka from the City family.
