Mayor Watford opened the floor for public comment on matters not on the agenda. One card was received from Mrs. Jennifer Tewksbury to discuss the progress on the Brantley property code violation since the November 14, 2017, Council meeting. Attorney Cook replied the documents have not been filed with the court to date. He will follow up this week. COUNCIL ACTION - DISCUSSION - VOTE This item was deferred until the February 6, 2018, meeting to allow Fire Chief Smith to be in attendance On behalf of the City, Council Member Chandler presented Mayor Dowling R. Watford, Jr. with a Longevity Service Award of $1,000.00 and a framed certificate which read, "in recognition of your35-years of service, hard work, and dedication to the citizens of the City of Okeechobee from January 1, 1981 to December 31, 1984, and from January 6, 1987 to January 6, 2018." Mayor Watford was very humbled and expressed his sincere appreciation to the citizens and staff of the City of Okeechobee. Council Member Clark moved to dispense with the reading and approve the Summary of Council Action for the Regular meeting of December 19, 2017; seconded by Council Member Ritter. Attorney Cook briefly provided an update on the issue stating while he needs to research this further, it is his understanding that the Department of Justice is requiring all Federal laws pertaining to marijuana be enforced, specifically that it is illegal to own a firearm and use marijuana in medical or recreational form. Mayor Watford added his appreciation for what medical marijuana can do for patients who need it but disagrees with how the State has regulated it, specifically the lack of local control given. Council Members Ritter and Clark echoed this. VOTE: WATFORD — NO CHANDLER — YEA CLARK — YEA O'CONNOR — NO RITTER — YEA MOTION CARRIED. MAYOR WATFORD CLOSED THE PUBLIC HEARING AT 6:21 P.M. COUNCIL ACTION - DISCUSSION - VOTE Okeechobee County Firefighter Jared Akins explained representatives of the MDA requested the date be changed to February due to safety concerns with Firefighters being in full bunker gear in September. He added the funds raised are used to send individuals with Muscular Dystrophy to camps and to help fund research for a cure. Motion and second by Council Members O'Connor and Clark to approve a Temporary Street Closing Application submitted by Okeechobee Christian Academy, closing a portion of Southeast 2nd Avenue, from Southeast 6tn to 7th Streets, [from 8:00 a.m. to 1:00 p.m. on Friday, February 9, 2018,] for a Field Day. Motion and second by Council Members Ritter and Clark to approve a Temporary Street Closing Application submitted by Okeechobee Main Street (OKMS), closing a portion of Southwest 31d and 4th Avenues between North and South Park Streets, and the 300 Block of South Park Street between Southwest 3rd and 4th Avenues, [from 5:00 P.M. on Friday, February 9, 2018, through 5:00 P.M. on Sunday, February 11, 20181, for the Top of the Lake Art Festival. Council Member Chandler moved to approve an Agreement to Piggyback a Contract for Services [Bid by Another Government Entity, City of Coral Springs, Eleventh Amendment to Agreement for Security System upgrades, installation, repair, and maintenance] with Security 101 for door security equipment and a badge printer in the amount of $16,220.59; seconded by Council Member Ritter. Chief Peterson provided the City Council with details on the proposed security system. The Police Department will be the central location for the equipment consisting of one badge printer, one desktop card punch, 100 blank access cards, and 50 key fobs. The Agreement includes furnish and install access control panels, associated software, and lock power supplies; furnish and install card readers and accessory equipment at the server room door, two exterior rear doors, and two interior lobby to hall doors; and furnish and install an Axis 1080P camera on the Northwest exterior corner of their facility. 1 1 JANUARY 16.2018 - REGULAR MEETING - PAGE 5 OF 7 265 1 1 1 AGENDA IX. Motion to approve an Agreement to Piggyback a Contract for Services with Security 101 for door security equipment and a badging printer in the amount of $16,220.59 continued. E. Consider two-year appointments to the Employee Grievance Committee - City Clerk (Exhibit 5). COUNCIL ACTION - DISCUSSION - VOTE All City employees will be issued an identification card; these will also function as an electronic key. The goal is to expand the security doors for all facilities and eliminate employees having multiple keys, as well as costs of changing locks as employees change. The program provides the City with the capabilities of limiting access to certain doors during certain times; it keeps a detailed activity log on each individual card to include doors accessed. The live feed camera will show the main intersection with the capability of linking to the new City website once it is online. Administrator MontesDeOca explained the amount is slightly more than was budgeted. Attorney Cook advised amendments are necessary to the proposed Agreement as any reference to the purchase requisition and the copy within the Exhibit to the Agreement need to be removed. Motion to amend the Agreement striking through the words "purchase requisition" and adding the words "set forth in the attached proposal number 74761.5 dated December 28, 2017," in paragraph 3 was made by Council Member Ritter; seconded by Council Member Clark. Exhibit six provided a list of 2018 proposed Bills compiled by Martin, St Lucie, and Indian River counties, which will have an adverse effect on Home Rule. The flyer included with Exhibit six is being distributed by the Treasure Coast Regional League of Cities with the purpose of providing this information to the public, with as much circulation as possible. There is also a video on www.tcric.com that can be shared through social media. The erosion of local government authority needs to be taken very seriously and will require action by the voters to their State Legislators. This message needs to be conveyed to Florida residents. The Chamber of Commerce and Okeechobee Main Street Boards have agreed to share this and future information to their members through an e-blast. No official action was required on this item. Motion and second by Council Members Chandler and Ritter to approve a request by OKMS to approve the installation of a butterfly sculpture display in [FLAGLER PARK, Block F] Park 6, the Butterfly Garden, Mrs. Bridgette Waldau, OKMS Arts and Culture Director, addressed the City Council providing a brief background on the $2,500.00 Grant OKMS received from the Florida Division of Cultural Affairs towards the purchase and installation of eight large metal butterfly sculptures. Sponsorships and donations will also assist with funding. The project will utilize a local metal works company, and local artists who will paint the sculptures. The artists will include professionals and students working with elderly groups from the nursing home and local assisted living facility. The sculptures will be on display at the 2018 Okeechobee Music Festival, who is a sponsor of the project, prior to installation, OKMS plans to have the project complete by April of 2018. Ms. Angie Griffin, OKMS President, accompanied Ms. Waldau during the presentation. The butterfly sculptures will be installed in coordination with Public Works. Watford, Jr., Mayor Mrs. Waldau explained this project was presented to OKMS approximately two weeks ago by the property owner, Mr. Sonny Elliott. The drawings presented were complete except the image of Chief Osceola, which needs the artist's acknowledgement listed on the painting. Local Artists, Ms. Harley Elliott and Ms. Stacy Sparks, will be drawing the Battle of Okeechobee scene on six 4-foot by 6-foot wide signabond panels. These panels will then be installed creating a 6-foot by 24-foot mural on the North wall of the building; the image of Chief Osceola will be a separate 4-foot by 6-foot panel installed beside the Battle of Okeechobee mural. A second mural will be installed on the South wall. This mural will include an 8-foot by 6-foot drawing of Osceola's Indignation on signabond panels along with a separate 4-foot by 6-foot panel of Chief Osceola. Mr. Elliott requested this project be completed by March of 2018. Mayor Watford asked whether the Seminole Tribe has been contacted for approval of the mural since Chief Osceola will be the focal point. Ms. Griffin and Waldau responded no. The Council stipulated authorization would be pending approval from the Seminole Tribe of Florida preferably in writing and provided to the City prior to commencement. The Mayor and Council expressed their gratitude to Mr. Elliott for this project. VOTE: WATFORD — YEA CHANDLER — YEA CLARK — YEA O'CONNOR — YEA RITTER — YEA MOTION CARRIED. Council Member Clark requested that the review process for amending sections of the Code of Ordinances be provided to the Mayor and Council for preliminary review and input. The current process, as she understands it, is generated by the Administrator only, then research and a draft ordinance is provided by the City Attorney. Discussion ensued. The Mayor and Council agreed with Council Member Clark's recommendation. There were specific areas of the Code Council Member Clark discussed with the Administrator which she would like to discuss with the Council. Council Member Clark will meet with the Administrator to create a schedule of items to be placed on future meeting agendas. There being no further discussion, nor items on the agenda, Mayor Watford adjourned the meeting at 7:23 P.M. Watford — many cities have done both, interesting when reading the planning board minutes, indicative of this subject, I really appreciate the medical marji contributions and what that can do for those who need it, disagree how the state set this up, local control and home rule have been an issue and we should have had more control on how this could have been handled. Ritter echo those same words. Clark totally agree. Ritter — discussed before it would have been better under pharma direction but the federal law prohibited that. Watford- but we know where this is headed. Chanlder — been doing a lot of research on that, at least we can have the city and county watching it. c) Vote on motion. Watford — asked to be on the agenda, exhibit is a packet of 2018 home rule issue bills, compiled by Martin, St Lucie and Indian River, many bilss that will have an adverse effect on home rule. We all get the updates from FLC legislative updates. Items that may be of importance personally and locally. Flyers being distributed by the TCRLC main reason is to get information out to the public as much as possible, The video as well to share through social media. Good points on the flyer. Have good relations with other local governmental agencies. May be times we can includes people on our email lists and social media to contact local state representatives. Asked the Chamber board and asked to share our information to go out in the eblast and they agreed to do that as well as OKMS Executive Director has agreed to send the information out to their membership to clue people in. Some of the items doen thave a direct impact on us. CRA for example they are under attack, we may not be able to have one if they continue with the way the bills are going. Most of the problems are being brought about by 1 house member not liking what they did in their hometown. Encourage you to share this with everyone. Ritter on the other end of the spectrum, Rep Lee HB and SIB 1570; enact laws that are already in state legislature, want to put additional requirements on farm land. Things like this happens up there and you really have to pay attention. Watford — other problem is we had some contacts no longer in the legislature. No official action required on this item. Applied for the grant, three judges, 28 applied, we came in second, 96.7 score. Judges liked it was good use of senior and children in the community. 8 butterflies, 4 to 5 foot wing spand. Local businesses doing the work. High school students designing 2. Nursing homes will be helping paint with the students. Music will have them on display. Sponsored by several. Chairperson Hoover yielded the floor to.Attorney Cook who briefly explained the City has two choices in regards to medical marijuana businesses within the City limits. Either they are banned altogether or based on State requirements, the permitted and special exception uses need to be considered the same as the City currently regulates pharmacies. Although the City Council noted concern in permitting these types of businesses within the City, it was staled the voters did approve this, so with that being said, the Council extended the moratorium for an additional 180 days giving him time to come before this Board and obtain a recommendation on establishing the zoning districts. They would be permitted within all the commercial zoning districts with the exception of Commercial Professional Office and also be permitted in the Industrial Zoning District. The medical marijuana dispensaries would be regulated and required to abide by all Stale Legislation. He also noted the County recently approved dispensaries within their jurisdiction. Chairperson Hoover asked whether there were any comments or questions from those in attendance. There were none. Limited Warranty: Exclusions and Disclaimers A. To the extent not otherwise warranted pursuant to an applicable manufacturers warranty, Security 101 warrants all equipment and installation labor rendered as part of the Work against defects in materials and labor, not inherent in the quality required or permitted by the Agreement, for a period of twelve (12) months (the "Warranty Period") from the date of substantial completion of the installation of the Work. Security 101 's warranty specifically excludes remedy for damage or defect to expendable supplies, equipment or parts or any portions of the Work caused by misuse, abuse, modifications not executed by Security 101, improper or insufficient maintenance, improper operation, Acts of God, alteration, modification, manipulation, tampering or vandalism by any other party, or normal wear and tear and normal usage. Any and all warranty claims must be made by written notice to Security 101 within the Warranty Period and any defect claimed will be repaired or replaced at the sole option of Security 101. Any shipping charges in connection with a repair or replacement shall be the responsibility of Customer. Notwithstanding anything contained herein to the contrary, Sequrity 101's sole liability for apy warranty claims hereunder shall be limited to the repair or replacement of the Work or any portion thereof. B. D. Customer acknowledges that no warranty, representation, or statement by any representative of Security 101 not expressly stated herein shall be binding. The Agreement and the document or documents attached hereto or to which this writing is a part, shall constitute the final expression of the parties' agreement and is a complete and exclusive statement of the terms of the Agreement. 2. Limitation of Liability A. To the extent of Security 101 's insurance coverage and subject to the limitations contained in Subsections 2B and 2C below, Security 101 agrees to indemnify, defend and hold harmless Customer for, from and against all claims, damages, losses, costs or injury to persons or property occurring during the Installation of the Work under the Agreement, except to the extent caused by the gross negligence or willfull misconduct of Security 101, its subcontractors or anyone employed by either of them. Customer and Security 101 agree that the indemnification given herein shall be limited to the amount specified in Subsection 2C, which amount is stipulated by the parties to bear a reasonable commercial relationship to this Agreement and is hereby incorporated into the specifications for the Work. B. The parties acknowledge and agree that: (a) the Work is intended to constitute or be a part of a security system designed to reduce risk of loss for the Customer, (b) Customer has selected, accepted and approved the Scope of the Work after considering and balancing the levels of protection afforded by various types of systems and services available to it and the related costs of them; (c) neither Security 101 nor any person engaged by Security 101 to perform any portion of the Work shall be construed to be an Insurer of the person or property of Customer, its employees, agents, contractors, assigns, customers, invitees or any other person at the location(s) where the Work is performed (the "Locations"); (d) the Price and Payment Terms are based solely on the cost am value of Security 101 providing the Work and are unrelated to the value of property of Customer or others located at the Locations; (e) the Price and Payment Terms do not contemplate any payment being made or consideration being given to Security 101 for any guarantee, warranty or insuring agreement by any one or more of them to Customer with respect to the person or property of anyone; andANDZQU PSecurMENT SUPPLIED AS PART OF THE WOR101 MAKES NO GUARANTEE OR K)) WI L AVERT OOF ANY R PREVENT OCCTHAT THE OURRENCES, CRIMINAL EVENRK (INCLUDING ANY TS, VANDALISM OR CONSEQUENCES THEREFROM WHICH THE WORK IS DESIGNED TO DETECT OR AVERT. Indemnification A. Customer acknowledges and agrees that Security 101 is not an insurance company and does not insure against loss, but rather Security 101 provides security products and services. Accordingly, Customer agrees to Indemnify Security 101 and hold Security 101 harmless from any and all claims by third parties related to the above services and/or products, other than claims arising from the gross negligence or willful, intentional misconduct of Security 101. In agreeing to indemnify Security 101, Customer agrees to indemnify Security 101 against all claims from third parties related to the above services and/or products including but not limited to subrogation claims, damages claims, and reasonable attorney's fees and costs claims. Design Development, Programming, Drawings, Ownership, and Software License(s) A. Design Development_ Customer and Security 101 have together developed or will develop the design and specifications for the Work. When Customer has accepted or approved the design and specifications, the sole and final responsibility for the design and specifications shall be Customer's. Security 101 shall have no liability to Customer for any loss or damage claimed against or incurred by Customer or any employee, agent, licensee or invitee of Customer because of any defect or alleged defect In the design or specifications or the failure of the equipment or the Work to perform as desired or anticipated by Customer. B. Programming. Security system programming is an essential element of the systems operation and performance. Customer acknowledges and agrees that security system programming is an ever -changing process, and in significant part subject to Customer's day -today and other business operations and parameters and the changes or modifications to them. To the extent required by the design and specifications of the Work, Security 101 shall: (1) Lioad a configuration program that will allow Customer's set:urity system to perform basib access control operation, d6or Umers, lock timers, and basic alarm functions; and (ii) Provide a total number of hours of personnel training regarding Customer's security system as specified in the Agreement; if a number of hours is not specified, the total number of hours of training shall not exceed twelve (12). Personnel training may include training of operators, administrators, or other personnel designated by Customer. Training subjects shall be dictated by Work specifications but may include password configuration, door identification, timers, alarms and reports. Additional training, programming or related consulting services provided by Security 101 at Customer's request shall be provided at an above contract cost. C. Drawings. i) To the extent required by the design and specifications of the Work, Security 101 shall provide reasonable descriptions of the unctional operation of the system(s) being provided by the Work. (ii) Unless otherwise stated in schedule of work, Security 101 may provide, at Customer's request and at an above contract cost detail drawings utilizing industry standard electronic floor plans. D. Ownership. Prior to completion of the Work, any drawings, specifications and equipment lists developed in connection with the design for the Work shall remain the property of Security 101 whether the Work for which they were made is executed or not. Drawings, specifications and equipment lists shall be returned to Security 101 on demand at any time prior to substantial completion of the Work. Prior to substantial completion of the Work, any drawings, specifications and equipment lists: (a) shall be considered confidential information and trade secrets of Security 101 unless they constitute information which is exempted or excluded by law from confidential and trade secret status; (b) shall not be used by Customer on other projects or extensions of a project included within the Work, or to obtain other bids, except by agreement in writing and with appropriate compensation to Security 101; and (c) are not to be reproduced in whole or in part without prior written consent of Security 101. Upon substantial completion of the Work and final payment in full by Customer, ownership of drawings, specifications and equipment lists shall become Customer's property. E. Software License(s). Software required to operate systems are governed by the License Agreement provided by the system manufacturer(s). Access Control A. All Door(s) and associated door hardware are not included, unless specifically identified in the scope of work and/or equipment list B. Coring of new or existing doors required for electrified locking hardware Is not included, unless specifically identified in the scope of work. C. Modification of any new or existing fire doors Is not included. Additional charges may apply If SECURITY 101 is requested to perform such work. D. Proper door alignment and mechanical operation Is the responsibility of others. E. Programming and configuration of your microprocessor and/or CPU is included, excluding loading the database. It shall be the responsibility of the Customer to load the data base which involves defining access levels, time zones, personnel data, programming maps, defining alarm messages and instructions, along with the input of any user defined data. Individual cardholder input and definition is also excluded. F. Access control cards are not included, unless specifically identified In the scope of work and/or equipment list. G. Access control system computer UPS is not included unless specifically identified in the scope of work and/or equipment list. H. FIRE ALARM RELEASE — It is the responsibility of the customer and the fire alarm service provider for this site. Any permits required in_accordance with the fire alarm system or release shall be obtained by the fire alarm service provider. Video System A. A dedicated circuit is recommended for the CCTV system, but not included. B. Current and future fighting requirements are the responsibility of others. C. E. This proposal includes travel to and from the site to perform our stated scope of work. Additional or duplicate site visits required due to factors beyond our control, will be invoiced at our current labor rates. F. Client to coordinate with local Security 101 staff to provide safe and timely right -of -passage in the work area during cable run and system installation. G. Client to provide and coordinate 110 VAC electrical service where needed. H. All I.ANMAN connections, addressing and network functionality are the responsibility of the Client. 1. Any telephone lines or LANIWAN connections must be installed and operational prior to Security 101 commencing work. The local Security 101 representative will verify the availability and functionality of all connections prior to starting work. 3. Changes in Scope of Work A. Any changes in the understood scope of work will be communicated and approved in writing (by an authorized Client representative), prior to commencing work. 4. PermitsBonding A. Unless otherwise stated in the schedule of work herein, all costs for or associated with Permits, Bonds, and other requirements by any government agency are the responsibility of the customer. Customer shall immediately reimburse and/or pay said costs upon written request or invoice from Secunty 101, 5. Sealed Engineered Drawings A. Sealed Engineered Drawings are not included, unless specifically identified in the scope of work, clarifications and/or equipment list. B. Customer is responsible to provide the unbound .DWG (AutoCAD) electronic files as required. 6. Miscellaneous A. The bold headings and numbered paragraphs are for convenience only, have no legal significance, and shall not be deemed to alter or effect any provision of this Agreement. B. Neither party shall be liable in damages or have the right to terminate this Agreement for any delay or default in performing hereunder If such delay or default is caused by conditions beyond its control including, but not limited to Acts of God, Government restrictions Oncluding the denial or cancellation of any export or other necessary license), wars, insurrections and/or any other cause beyond the reasonable control of the party whose performance Is affected. C. Neither party shall be liable for any failure or delay In performance under this Agreement (other than for delay in the payment of money due and payable hereunder) to the extent said failures or delays are proximately caused by causes beyond that party's reasonable control and occurring without its fault or negligence, including, without limitation, failure of suppliers, subcontractors, and carriers, or party to substantially meet its performance obligations under this Agreement, provided that, as a condition to the claim of non -liability, the party experiencing the difficulty shall give the other prompt written notice, with full details following the occurrence of the cause relied upon. Dates by which performance obligations are scheduled to be met will be extended for a period of Ume equal to the time lost due to any delay so caused. D. In the event that any one or more of the provisions contained herein shall, for any reason, be held to be Invalid, illegal or unenforceable in any respect, such invalidity, illegality or unenforceability shall not affect any other provisions of this agreement, but this agreement shall be construed as if such invalid, illegal or unenforceable provisions had never been contained herein, unless the deletion of such provision or provisions would result in such a material change so as to cause completion of the transactions contemplated herein to be unreasonable. In the event of a dispute arising under this Agreement, the parties expressly agree that this Agreement shall be deemed to have been made and shall be construed and enforced in accordance with the laws of the State of Florida, and hereby submit to the exclusive jurisdiction of the state or federal courts sitting in Broward County, Florida. ATTACHED DOCS: Butterfly Sculpture location & photos; OKMS Fast Track Grant Project Description SIGNED BY: Ql ��o�cJ DATE: January 4, 2018 Bridgette Waldau Okeechobee Main Street, Inc. 2018 Fast Track Grant Description In 2013 Okeechobee Main Street [OKMS] partnered with Waste Management [WM], University of Florida's Okeechobee Extension Office's Florida Yards & Neighborhood Program to take park 6 in Flagler Park from barren to beautiful. Through a grant awarded to OKMS from WM and the National non-profit Keep America Beautiful, the Master Gardeners of the University of Florida Okeechobee Extension Office designed a four -sectioned butterfly garden. This summer, OKMS again with support from WM, Okeechobee County Sheriffs Dept., City of Okeechobee and many volunteers, the "Hamrick Butterfly Garden" was updated with cleaning, painting, new plants and a new irrigation system. The National American Butterfly Assoc. has designated the garden a certified monarch garden. OKMS has established a schedule, with the City's help, of continued maintenance of the garden. Okeechobee is located in rural Central Florida and is a REDI county. The City has 6 beautiful parks in the downtown area known Flagler Park. The protected parks run along St. Rd. 70, a highway that is the gateway from the east and west of the State of Florida. The parks are beautiful in their natural state but at the same time a place that needs to become a destination where the community and visitors can enjoy, other than a few times a years when festivals are held. Okeechobee has very diverse cultural backgrounds, however the economic situation of the county does not allow the residents many opportunities to participate in the arts. For the past 13 years, OKMS's Arts & Culture Committee has dedicated to promote and bring the arts to the community. The Arts Committee plans and operates all arts programs and art exhibits with aide from the OKMS Promotion & Volunteer Committees and the OKMS's Executive Director. The Arts Committee have established a mural program; the Artists Series, featuring art exhibits at the Historical County Courthouse; acquired the first public work of art (a large horse sculpture located at the County Library); Art & Wine Walk in the downtown area and Top of the Lake Art Fest featuring the Taste of Okeechobee held in Flagler Park, Their future projects are to bring more sculptures to the Flagler Park area and establish an art museum. The Arts Committee current project is to bring sculpture into the Hamrick Butterfly Garden, the beginning stage of bringing more art into the Flagler Park area. This project is to install eight large metal butterfly sculptures in the butterfly garden park (#6). The project will utilize a local metal works company, which will make the metal butterfly templates and local artists who will paint the sculptures. The artists will include professionals and students working with elderly groups from two local assisted living facilities. The vision of the project to is bring into the Butterfly Garden colorful metal butterflies sculptures, positioned in and around the garden at various heights to give the illusion of flying. Each butterfly will have an approximate 4 ft. wingspan, mounted on poles of different heights and secured safely in the ground. The metal templates will be designed & made by the metalwork company, cut, cleaned and ready for paint. The templates will include a mounting piece that will later be secured to a 4" x 4" weather treated post. Once the templates are ready, they will be distributed to the artists to be painted and sealed. All butterflies will be different in styles and color. All designs by the artists will get a final approval from the committee before painting. Once painted and sealed, the butterflies will be mounted on the posts and secured within the Butterfly Garden. A community dedication ceremony will be held when completed. We plan to keep the installation up for a period of one year and if well received will approach the City of Okeechobee to continue the installation on a annual basis or make it permanent, Presenting the arts in a public area that is free to the community, students and visitors further art education, but also brings the community together. There will be a strong promotional effort to encourage and invite students, as well as adults, to the Hamrick Butterfly Garden featuring the butterfly sculptures. There will be a direct contact to all the schools and advertisement through print media, local radio, TDC and social media. This project will include participation from, not only local artists, but from many other community volunteers and leaders. Planning this, as a community effort, will have a positive effect on the project and in a small community such as Okeechobee, the community will respond. OKMS's Arts & Culture Committee has seen a positive growth in the arts and art education. With the aide from the Division of Cultural Affairs through this fast track grant, we will be able to create a large visible free public art venue, which will attract the locals and visitors to the beautiful Hamrick Butterfly Garden. "1 sincerely appreciate this and 1 am very humbled to get this," said Mayor Watford. "I was honored at the Treasure Coast Regional League of Cities December meeting for be- ing their longest, not the oldest, but being the longest -serving elected official on the Treasure Coast and I take that as quite an honor. I just will say it's been quite an honor to serve this city and the citizens. It's been a lot of responsibility and 1 appreciate that I would especially like to thank the staff of the city. The city staff is second to none. We all have our differences. I know Noel and I don't aways agree on everything and still don't, but we shake hands and walk out of here as friends. I think that is the way the whole city staff operates, along with the elected officials I have served with and the mayors that I have served under. I have just learned a tremen- dous amount from them and again 1 just re- alty appreciate this honor. Thank you. Fifth Ave., depicting "Chief Osceola's Indig- nation at Treaty Signing and The Battle of Okeechobee."
