Motion to approve Terry Russell as a Councilmember O'Connor made a motion to approve Terry Russell as regular police officer - Police Chief. a regular police officer; seconded by Councilmember Watford. _.. Mayor Kirk noted corrections on the memorandum in exhibit one, the second grouping of streets, Southwest 7th Street estimated cost of $9,600.00 needs to be removed, it is included in the one above. And in that same section of the memorandum, Southeast 5th Avenue should read Southeast 5th Street between 4th Avenue and 6th Avenue. January 19. 1993 - Regular Meetinq - Page 3 of 5 F. VOTE VES NO COUNCILMEMBERS ACTION NEW BUSINESS 2. Continued: There was a lengthy discussion among Council and staff whereby Administrator Drago recommended the Council extend Better Roads contract for the 1993 Paving Program and extend Knepper and Willard's contract for engineering services. Council also discussed at length and instructed Public Works Director Elders to ask Blue Heron Developer, Jim Baughman, if he would like to contribute to the expense of widening the entrance to the development. Administrator Drago further explained on September 6, 1988, the Council approved a change order for the $1.3 million Paving Program and extended contracts to Dickerson and Broome Engineering, which allows for this paving without seeking new bids. Mayor Kirk asked Attorney Cook if the Council had legal authority to do a change order and extend the contracts. Attorney Cook advised the change order was within the Council's authority. Councilmember Watford moved that we instruct the City staff to execute a change with Better Roads to pave the 1993 Paving _order Program with the addition of Southwest 6th Avenue, between 9th Street and the dead—end; and Southeast 5th Street, between_4th Avenue and 6th Avenue; and that the Blue Heron Entrance project be included if the amount will equal no more than the $100,000;_ seconded by Councilmember O'Connor. Continued: Councilmember Watford moved that we enter into an agreement with Knepper and Willard for the additional engineering and surveying for the 1993 Street Paving Program as amended for a maximum amount of twenty—seven thousand six hundred fifty dollars ($27,650.00); seconded by Councilmembers Entry and Walker. Drago, City Administrator The City is currently paving streets from it's 1992 program. The Council budgeted funds to pave streets in 1993. While the contractor is still in the City paving, it would benefit the City to allow the contractor to perform the work for the 1993 program. Below are the list of streets that the Council approved for 1993. The budget for the streets in public works is $100,000. The streets selected needs to total $100,000. The •� cat a� ry. +�.�. �.v ,.� • street paving program for 1993 also includes paving the driveway into the City Barn (both public works and public utilities), median strips, driveway and parking area at the water plant, and SW loth Avenue, between 6th Street and 7th Street that was omitted in 1992, but part of the Taddie Project. Those funds have been budgeted and is not included in the $100,000 figure for Streets. The additional engineering and surveying cost for the 1993 paving program is $27,650.00. In 1988 the Council approved extending the contractor's and engineer's contracts to complete a new paving program. I'm recommending that the City extend Better Roads contract for paving and Knepper and Willard's contract for engineering services to complete the 1993 paving programs.
