Mr. Richard T. Creech of Creech Engineering, Inc. was the first
to address the Council giving background information of his firm
and how it was started in Pahokee, Florida. He listed all the
areas where the firm is involved or represented in the Okeechobee
community. He handed out a packet to the Council listing facts
about the company; jobs they have performed; and what they would
do if given the continuing services contract.

Mr. Dan Willard, Mr. Terry Knepper and Miss Susan Groover of
Knepper and Willard, Inc. appeared before the Council explaining
all the projects they had successfully completed for the City and
any continuing projects. They also spoke of how their firm would
handle the continuing services contract, if awarded to them.
Mr. Tom Biggs and Mr. Bob Mock of Mock, Roos and Associates
addressed the Council giving a demonstration of how their firm
handles problems and solves them. They gave background
information and further explained how they would work under
continuing services contract.
Reese, Macon and Associates was the last firm to appear before
the Council. Mr. Bill Reese was the first to speak concerning
water and listed all the projects their firm has completed for
the City and continuing projects. Mr. Jim Macon spoke briefly on
wastewater projects their firm has completed for other
communities. Mr. Jim Ham was introduced to the Council, he is
the electrical designer for the firm. Mr Bill Bliski was
introduced to the Council, he is the field inspector for the
firm, and Robbie Hoover addressed the Council explaining his
partnership with RMA as their surveyor. Mr. Reese concluded
their presentation explaining their enjoyment of continuing
working with the City.
Councilmember Watford thanked all the firms that appeared and the
Council for allowing the presentations.
Mayor Kirk stressed to the Council the importance of reading as
much of the material provided to them by the firms before the
next meeting as possible in order to make a decision to rank the
firms for negotiation purposes for a continuing services contract
or keep the ranking as presented by staff and negotiate each
project.

INTRODUCTION
■ The City of Okeechobee is an important client to Knepper & Willard,
Inc.
■ We are a small business enterprise specializing in the field of
civil/environmental engineering.
■ The firm is well established, approximately 14 years old.
■ We have established an enviable record of performance with extensive
repeat business from clients, many using renewable contracts.
■ Statewide experience/involvement provides our firm with an awareness
of future requirements which will possibly face the City.
■ The three key individuals comprising KWI's project management staff
for Okeechobee, have a combined experience of over 65 years.
■ Senior firm members have previously served as utility and/or
governmental agency managers.
■ Firm Principals are actively involved in project work.
■ There are no actual or potential conflicts in working for the City as the
firm has no other clients in Okeechobee County.

EXPERIENCE WITH CITY OF OKEECHOBEE PROJECTS
Knepper & Willard, Inc. first became involved with the City's utilities system
in 1987, when Terry W. Knepper, P.E. was engaged to provide expert witness
assistance in the Taddy litigation.
After the litigation was completed, L. C. Fortner, Jr., then Public Utilities
Director, led the selection team which engaged the firm to conduct studies and
prepare recommendations for remedial work to the Phase I Collection System
('Taddy System").
Since then, we have been selected for other work by Mr. Fortner and various
other members of City staff, a fact of which we are quite proud, since, we believe,
this reflects confidence and support of many of the City's management personnel,
both past and present.
