C. Discussion of City Employee Salaries.
Mayor Kirk began discussion by reading letter from Councilmember
Collins as follows:
To Mayor and City Council:
I am in Gainsville at Shands Hospital with my wife. I have
never missed a City meeting and hate to miss this one. Here are
some of my views on raises:
1. I am not in favor of raising ad valorem taxes;
2. We have just raised some franchise taxes to take care of
a $60,000.00 short fall in the budget;

3. If we have enough money to transfer from our utility

funds it would seem to me we are charging too much for
our water and sewer;
4. There are some employees who need a raise now but some
of the figures I have looked at are ridiculous and I
don't think the City can stand this amount at this time;
5. With all the talk during the campaign about merging the
two fire departments I hate to do anything about
salaries in that department at this time.
Council and staff discussed at length five options concerning
employee salaries. The five options are as follows:
1. Raises for positions that require certification;
2. Raises for the critical area of Public Utilities only;

3. No raises;
4. Raises across the board to everybody;
5. Cut services the City offers (including some positions) to
give raises to others.
Council also instructed Administrator Drago to prepare a
listing, before the next Council meeting, of City employees
(General Fund and Public Utilities) that hold positions that
require certification and the amount of employees in those
positions.
In closing Mayor Kirk cautioned we will have to choose one of
the options and do the best we can with it no matter what is
going on elsewhere. And I would certainly hope when we get to
the budget process again next year that we all keep this in mind
that we do not put ourselves in the position to where two months
after passing a budget that we have to re —address something that
should have been addressed then. That is not a good prescedent
to set, we could be working on budget all year. And for the
record, I do not disagree with the fact that they (Public
Utilities) brought this forward.

Council will make a decision on the salaries at the neat regular
meeting (November 17, 1992).
