Mayor Watford called a Special City Council meeting to order on August 1, 2017, at 6:00 P.M.

This Special Meeting was called by Mayor Watford in order to handle unforeseen urgent matters requiring City
Council action prior to the next regular meeting (August 15). Administrator MontesDeOca explained during the
demolition phase of the City Hail General Services Office Renovation, Project No. PW-05-00-04-17, the contractor,
Green Design Construction & Development, LLC (GDCD) discovered the existing air conditioning duct system was
completely saturated with mold and mildew. This air conditioning system services both the General Services and
City Clerk's department offices. Upon discussion with City Officials it was determined that the existing duct work
must be removed and replaced immediately.
Additionally, while performing the electrical demolition, GDCD discovered the existing electrical sub -panel was
overloaded, not grounded, and the bus -bar had been arch -welded to the breaker panel. The main electrical supply
service for both departments was filled with water which corroded the piping and service wires. City Officials and
GDCD have agreed that a new electrical panel, sub -panel with proper grounding, and a new panel power supply
needs to be installed to meet the current building code.

COUNCIL ACTION - DISCUSSION - VOTE
GDCD has proposed the following required scope of services per City Officials (within the City Clerk's Department
where there are three offices): Remove existing acoustical tile drop ceiling and light fixtures; Completely remove all
existing duct work; Provide and install new duct board duct work; Provide and install new 2x2-foot architectural
acoustical ceiling tile; Provide and install 13 new 2x2-foot LED light fixtures; (within the General Services
Department where two offices and the city-wide mail/copier/fax room are being remodeled to three offices with an
open area for the mail/copier/fax and walk -throughway to the City's Clerk's department): Completely remove all
existing duct work; Saw -cut through existing brick wall between the two departments to accommodate new duct
work: Provide and install new sheet metal duct work, including new supply and return vents Provide and install new
30-Lug Electrical Panel; install ground for new electrical panel; Construct and install new light weight soffit/bulkhead
system to encapsulate new sheet metal duct work from existing air handler unit; Provide and install 9 new 2x4-foot
ceiling mounted recessed 50-watt 5000K LED light fixtures; Complete maintenance of existing air conditioning unit
and air handling unit (services both departments). The cost for these items, including waste removal/disposal and a
10 percent contractor fee, totaled $13,939.00, with a request for 14-days to be added to the original contract.
At the request of City Officials, GDCD provided additional pricing for two optional scopes of services for work to be
performed in conjunction with the above required services. The first option, listed in Exhibit One, known as "Option
A," lists the following additions to the scope of services: Provide additional demolition as needed to remove existing
wall assemblies at ceiling locations; Completely remove all non -code compliant electrical components within
General Services front office area to include all existing ceiling mounted electrical systems; Construct new 2-hour
rated structural steel ceiling (horizontal fire assembly) that will be supported by existing exterior load bearing walls
and existing structural concrete beam assembly (new ceiling system shall not impose any additional loads to
existing ceiling system below the existing Council Chambers) in preparation for a new type "X" textured gypsum
board ceiling; Provide new electrical wiring to structural ceiling assembly in preparation for new LED Lights and
ceiling fan installations; Provide and install new R-19 thermal batt insulation to bottom of new metal ceiling
assembly; Provide and install new 5/8-inch type "X" gypsum to new metal ceiling assembly; Provide and install new
pressure treated wall furring to existing brick/plaster walls as needed to return drywall to the new ceiling system;
Provide and install new %4-inch lightweight thermal insulation board (R-Max) to existing non -insulated exterior wall
assemblies in front office area; Provide and install additional light weight steel wall framing at new wall locations to
terminate at new ceiling system; Paint additional wall and ceiling surfaces that are to be added to transition to the
new ceiling assembly. The cost for Option A including a $1,685.00 credit for removal of new acoustical ceiling
system within the original Bid and a 10 percent contractor fee totaled $9,766.00, with a request for 7-days to be
added to the original contract.
City Officials requested an "Option B" proposed quote to install a matching set of tinted, impact rated, commercial
windows in previously utilized wall openings adjacent to the main entry breezeway on the North and South Walls,
one in General Services and one in Finance.

Option B provides for the following: Remove existing stucco at exterior opening locations; Provide and install all
pressure treated window framing to accommodate new window installation; Provide and install two new 3040
commercial impact, energy star rated window assemblies; Provide and install stucco returns as needed to match
existing stucco walls; Provide and install new exterior paint to match existing. Total for Option B is $2,860.00.
Council Member O'Connor inquired where the additional funds would come from to complete the renovations.
Administrator MontesDeOca replied from the capital improvement reserves. Council Member Clark suggested the
installation of new windows durina this remodel would be fiscally responsible instead of installing at a later date.
Council Member Chandler agreed. Mayor Watford added the location of these windows Is not historically accurate.
Mayor Watford then offered time for the Council Members to walk through the renovation area, individually, with the
Administrator and Mr. Shaun Kogut of GDCD; but the offer was declined.
Council Member Chandler moved to approve a Change of Scope Amendment No. 1 for additional services at a cost
of $26, 565.00, which includes the Required Services, Option A, and Option B, for City Hall General Services Office
Renovation, Project No. PW-05-00-04-17; seconded by Council Member O'Connor.
Council Member Clark noted for the record she has a conflict of interest and will be abstaining from voting on this
matter as the company she owns, Glades Gas Company of Okeechobee Inc., is the air conditioning subcontractor
for this project.

Based on our conversation(s) and coordinated effort by both parties and due to existing conditions beyond the
control of the City of Okeechobee and GDCD we have prepared the following additional services proposal for your
consideration.
Required Services:

GDCD has been asked to provide additional pricing for optional work to be done in conjunction with the above
referenced work. It is our understanding that the City of Okeechobee would like to renovate the Building Department
Offices so they will look and feel like they did when the Building was originally constructed in the early part of the
1900's.
Our scope of Optional services as we understand shall be:
1. Provide additional demolition as needed to remove existing wall assemblies at ceiling locations.
2. Completely remove all non -code compliant electrical components within General Services front office area
to include all existing ceiling mounted electrical systems.
3. Construct new 2-Hour Rated Structural Steel Ceiling (Horizontal Fire Assembly) that will be supported by
existing exterior load bearing walls and existing Structural Concrete beam assembly (new ceiling system
shall not impose any additional loads to existing ceiling system below the existing council room chamber) in
preparation for a new Type "X" Textured Gypsum Board Ceiling.
4. Provide new Electrical Wiring to Structural Ceiling Assembly in preparation for new LED Lights and Ceiling
Fan Installations.
5. Provide and Install new R-19 Thermal Batt Insulation to bottom of new metal ceiling assembly.
6. Provide and install new 5/8" Type "X" Gypsum to new metal ceiling assembly.
7. Provide and Install new PT Wall furring to existing Brick/Plaster walls as needed to return drywall to the new
ceiling system.
8. Provide and install new %" lightweight thermal insulation board (R-Max) to existing non -insulated exterior
wall assemblies in front office area.
9. Provide and Install additional light weight steel wall framing at new wall locations to terminate at new
ceiling system.
10. Paint additional wall and ceiling surfaces that are to be added to transition to the new ceiling assembly.
