1. Discuss City/County Comp Plan —
Attorney Cook began discussion by explaining to the Council and
City Attorney.
those present that the reason for this special meeting is the
City Council needed to be advised and make a decision as to
whether to file an Administrative Proceeding against the County
because it came to the City's attention this week, after meeting
with Attorney Mike Morell, that subsequent to the public hearing
the County had to adopt their Comprehensive Plan, and that there
were documents inserted or added to the County's Comprehensive
Plan in the Data and Analysis portion. These documents were not
presented at the public hearing. Also some collateral issues
need to be addressed in the County's Comprehensive Plan.

1. Discussion continued:
Attorney Morell joined the meeting by phone confirming the
reasons for the Administrative Proceeding as presented by
Attorney Cook; and further stated that the collateral issues,
would require an amendment to the County's Comprehensive Plan.
Further discussion was held by City Council and staff on the
matter.
Mayor Kirk stated, I hope this does not end up doing the
opposite of what we want it to do. I hope it does not end up
driving a wedge between the City and the County, but at the same
time understand if we feel like we are in danger of losing our
service area then we must do something to protect ourselves.
Councilmember Collins made a motion that we give our attorney,
Mike Morell the authority to file an administrative hearing on
behalf of the City; seconded by Councilmember Watford.
Councilmember Watford made an amended motion to the motion to
give Attorney Morell the authority to file an administrative
hearing on behalf of the City and that we contact the County on
Monday to ascertain if in fact there was some valid reason for
the changes, or were the changes made after the public hearings
and final adoption. Following discussion Councilmember Watford
withdrew his amendment to the motion.
Discussion ensued. Councilmember Watford made an amended motion
to the motion to give authority to Attorney Morell to file an
administrative hearing on behalf of the City; and that he
contact the County to ascertain when the changes were made to
the Data and Analysis; seconded by Councilmember Entry.
