SUMMARY OF COUNCIL DISCUSSION Paae 7 of 3 COUNCILMEMBERS/ACTION VOTE AB-Th VES NO A. Call workshop to order. Mayor Kirk called the workshop to order at 7:00 P.M. B. Lane Earnest Present X C. Discussion: The purpose for this workshop is review certain sections of the Occupational License Ordinance number 637. Mayor Kirk explained to those present that the discussion would be between the Council unless a specific person was called upon by the Council to answer questions. Councilmember Watford opened discussion by asking Attorney Cook if the Council lowered the variable rate charge on retail sales and trailer parks, condo and apartment rentals would they be able to increase it in the future without re-classifying again? Attorney Cook answered, yes, as long as the final amount (base rate plus variable rate) does not exceed what the Florida Statutes sets. September 25, 1991 - Wo zk shoa - C. Discussion Continued . . . COUNCILMEMBBRS/ACTION Councilmember Collins suggested the variable rate was not the correct way to charge for licenses and that a flat fee for everyone regardless of their classification could be charged and it would make it fair for everyone. Councilmembers Entry and Watford and Mayor Kirk did feel that the base rate plus a variable rate for retail sales and trailer parks, condo and apartment rentals was a fair way to charge for license. Councilmember Entry pointed out if the variable rates for retail sales was lowered to $0.02 per square footage, two- thirds of the license fees would lower. Attorney Cook also pointed out that the variable rate charge for restaurants was going to have to be reviewed and brought back to the Council for changes because using the present rate structure in Ordinance 637 some businesses were being charged over the Florida Statue limit. Following further discussion, Mayor Kirk commented he was not hearing anything different from the first time the Council began discussing the ordinance. It is our duty to come back at the next meeting and handle this. It is up to each one of you to go through the material provided and decide for yourselves what you think would be the best way to solve the problems. We are not accomplishing anything by coming each time and saying the same thing, making the same motions and each one dying for lack of a second. We have looked at this long enough, we at least owe it to the people who have come to each meeting time and time again. Trailer Parks, Condo and Apartment Rentals do need to be looked at, to either stay like they are or change the variable rate to $1.00 or $2.00 per unit. Attorney Cook is going to have suggestions for us on how to handle the restaurant fees. And, it seems it would solve our problems if we lowered the variable rate for retail sales to $0.02 per square foot. Decide for yourselves, but let's get this done and move on.
