NEW BUSINESS >Q 1. Motion appoint Mr. Karl Holtkamp as a a regular fire fighter - Fire Chief. 2. Motion to approve a partial pay request to Sharp Construction in the amount of $61,106.85 - Interim Director of Public Utilities Groover (Exhibit 1). VOFE COUNCILMEMBERS/ACTIONS Councilmember Entry ma3e a motion to approve the Warrant Registers for May, '1991, General Fund $32,614.69 and Public Utilities $63,154.00; seconded by Councilmember Collins. Councilmember Watford expressed concerns for spending $400.00 on an airplane ticket, noting he was sure the trip was necessary but in the future department heads try to always find a more economical way to travel. Councilmember Collins made a motion to appoint Mr. Karl Holtkamp as a regular fire fighter (assigned to the Fire Department); seconded by Councilmember Watford. Motion to award a Potable Water Well Councilmember Entry made a motion to award a Potable Water Well Drilling Contract to Youngquist Brothers Drilling Contract to Youngquist Brothers in the amount of in the amount of $228,000.00 - Mr. Bill $228,000.00 upon the recommendation of the engineer; seconded by Reese (Exhibit 4). NEW BUSINESS COUNCILMEMBERS/ACTION AB -TNT YES NO Councilmember Watford made a motion to adopt Resolution No. 91-3 6. Motion to adoption Resolution 91-3 amending the Public Utilities rate amending the Public Utilities Rate Resolution No. 89-5; seconded Resolution 89-5 - City Administrator by Councilmember Collins. (Exhibit 5). Citizens Marvin Wheeler and James Rou expressed their concerns to the Council on the increase to the rates without the quality of the water being improved. Mayor Kirk read Resolution No. 91-3 by title only as follows: "A RESOLUTION OF THE CITY OF OKEECHOBEE, FLORIDA AMENDING SECTION C OF THE PUBLIC UTILITIES RATE RESOLUTION 89-5; ^1 PROVIDING AN EFFECTIVE DATE." (EFFECTIVE DATE IS JULY 1, 1991) v� 7. Discuss sewer connections and water The Council discussed its memo from PUID Groover concerning a shut-off methods - Interim Director of letter to Mrs. Edna Harrell of 1003 S.E. 8th Avenue, Okeechobee, Public Utilities (Exhibit 6 & 7). Florida 34974, from Stephen Figley, Assistant Director of Public Utilities dated February 27, 1985 concerning the tap location for her sewer connection. NOTE: THE FOLLOWING IS AN EXCERPT OF THE LETTER: "Some time ago, I inspected the location of the new sewer tap to your property in response to your concern that it was placed on the northern edge of your property rather that on the southern edge which would have shortened the distance to the septic tank for your future connection to the City's system. I made a decision at that time that it would be less expensive to the City to provide the labor and materials to extend your line - south along the western boundary of your property to the point where you desired your tap than to recross the road with a new tap. This letter confirms that decision..." F. NEW BUSINESS 7. Continued . . . 8a. Motion to read by title only, and set July 2, 1991 as a Public Hearing date, Ordinance 637 amending the Occupational License - City Attorney (Exhibit 8). COUNCILMEMBERS/ACTION IYES Following much discussion among Council and staff; Councilmember Collins made a motion to honor the letter since he (Figley) was acting on behalf of the City; seconded by Councilmember Walker. KIRK X COLLINS X ENTRY X WALKER X WATFORD X MOTION CARRIED. Councilmember Collins suggested that in the future Department Heads should confer with the Council before committing the City. PUID Groover also requested (in her memo as in exhibit six and seven) guidance as to how to handle future situations of this type. Council instructed PUID Groover that only customers with "physical proof", such as Mrs. Harrels' letter committing the City would be considered by the Council. PUID Groover reported to the Council pby exhibit seven memo, that the current water shut-off method they chose to try on March 5, 1991 is working well, however, the amount of $50.00 as an unofficial amount to set these customers in priority for cut-off should be lowered to $40.00; Council agreed. Councilmember Entry made a motion to read by title only, and set August 6, 1991 as a Public Hearing date, Ordinance 637 amending the Occupational License Ordinance; seconded by Councilmember Watford. Continued Attorney Cook read Ordinance No. 637 by title only as follows: "AN ORDINANCE OF THE CITY OF OKEECHOBEE WHICH RESCINDS ARTICLES I AND II OF CHAPTER 10 OF THE EXISTING CODE OF ORDINANCES, "LICENSES AND BUSINESS REGULATIONS", AND WHICH ENACTS REVISED ARTICLES I, II, AND II; OF CHAPTER 10; AND RECLASSIFIES EXISTING ARTICLE III AS ARTICLE IV; WHICH ORDINANCE CONTAINS ALL GENERAL LICENSING PROVISIONS OF THE CITY; REQUIRES COMPLIANCE BY PERSONS REQUIRED TO OBTAIN LICENSES; ESTABLISHES A UNIFORM SYSTEM FOR THE ISSUANCE OF OCCUPATIONS LICENSES; AND CREATES REGULATORY LICENSES AND REQUIREMENTS; WHICH REVISES AND CREATES ADDITIONAL CATEGORIES SUBJECT TO LICENSE PROVISIONS; ESTABLISHING THE AUTHORITY OF THE CITY; PROSCRIBES PENALTIES FOR VIOLATION OF ITS PROVISIONS; AND ESTABLISHES AN EFFECTIVE DATE." 8b. Motion to approve the first reading of Councilmember Collins made a motion to approve the first reading Ordinance 637. of Ordinance No. 637; seconded by Councilmember Entry. Councilmember Watford: a) Councilmember Watford requested the city send a proclamation to Tallahassee supporting the "4th of July Military Welcome Home" as requested by Florida League of Cities. COUNCIL REPORTS AND/OR REQUEST: 2. Mayor Kirk: a) Mayor Kirk requested Administrator Drago, Engineer Reese and PUID Groover research the situation concerning items discussed in a memo to Timer Powers, from Jim Harvey regarding the proposed infrastructure fund project in Okeechobee County. ADJOURNMENT Mayor Kirk: Mayor Kirk adjourned the meeting at 9:00 P.M.
