C. DISCUSSION:
The purpose for this workshop is to allow the City Council to be
informed and updated on the remedial work, well system study,
water plant expansion, the clearwell repairs and the moving of
a water line at the intersection of 441 and 70 due to planned
construction by the Department of Transportation.
Mayor Kirk opened the floor for discussion among the Council,
staff and engineers.
Water Service: Councilmember Walker presented several questions
to Interim Director Groover concerning various ways to contract
new water customers without having to increase capacity.
Following discussion, Councilmember Walker' requested Engineer
Bill Reese to have a loss ratio for the Council concerning water
customers only (water pumped vs. water metered).

Clearwell: Attorney Cook requested information concerning the
status of the Clearwell. Interim Director Groover explained the
Clearwell had undergone maintenance and repairs and was now in
working order.
Wells & Water Plant Expansion: Engineer Bill Reese presented
the Council with a preliminary progress schedule of the existing
water treatment plant, wells including pilot study and a new
water treatment plant which indicated construction will begin on
the water plant expansion by July '1991 and should be completed
by January '1992. Wells should begin construction by June
11991, and end October '1991. Design for a new water treatment
plant should begin in July '1991, permitting to start in
November '1991 , bidding and award January '1992 and construction
February '1992 ending February '1993.
Councilmember Collins suggested the Council send a letter to
Beach Water Association signed by the Mayor to invite them to
meet with the City Council to discuss their plans for the future
as a water customer with the City's system.
Remedial Work: Engineer Dan Willard enlightened the Council of
an updated schedule for the remedial work; the Southeast section
testing should be completed by the end of this week, the
Southwest section construction should be completed by May 24th,
the Northwest section construction is scheduled to be completed
by June 7th. Each section must undergo testing and the final
certification from the Department of Environmental Regulation
before connection can be made.
Highway 441 & 70 Intersection Enlarged: The final item which
was discussed was brought before the Council by Interim Director
Groover. Interim Director Groover informed the Council the
Department of Transportation is planning to enlarge the
intersection at 441 and 70, there is one water line that has to
be moved. Interim Director Groover presented the Council with
a copy of the proposed construction. The construction on the
intersection by the Department of Transportation is scheduled to
begin August '1992.

Task Force Meeting Report: Administrator Drago informed the
Council that at the latest Utility Task Force meeting (May 13,
1991) they had interviewed one of three firms that will make
presentations to them to do a preliminary study just to look at
the financial feasibility of putting everybody to gather under
one entity -City, County and Beach Water. No cost determinations
have been settled at this point.
Mayor Kirk adjourned the meeting at 7:45 P.M.
