Motion to dispense with reading and approve the Summary of Council Action for the regular meeting for March 19, 1991. COUNCILMEMBERS/ACTION Councilmember Watford called the meeting to order at 7:00 P.M. Invocation by Pastor Dale Wolf (Rev. Lighty was out of town); Councilmember Watford led the Pledge of Allegiance. Motion to approve the Warrant Registers Councilmember Entry made a motion to approve the Warrant Registers for the month of February, 1991: for the month of February, 1991, General Fund $72,283.31 and Public Utilities $142,441.89; seconded by Councilmember Walker. Motion to appoint Mr. James Murphy as a Councilmember Walker made a motion to appoint Mr. James Murphy new maintenance operator assigned to as a new maintenance operator assigned to Public Utilities; Public Utilities - Interim Director of seconded by Councilmember Entry. Public Utilities. Interim Director Groover introduced Mr. Murphy to the Council. Councilmember Watford extended a welcome to Mr. Murphy. Motion to appoint Mr. Floyd Selph as a regular maintenance operator - Director of Public Works. 3. Motion to appoint Mr. Donnie Yates as a regular police officer - Police Chief. 4. Motion to pay a partial pay request to Sharp Construction in the amount of $47,200.03 - Interim Director of Public Utilities (Exhibit 1). COUNCILMEMBERS/ACTION Councilmember Entry made a motion to appoint Mr. Floyd Selph as a regular maintenance operator (Public Works); seconded by Councilmember Walker. KIRK COLLINS ENTRY WALKER WATFORD MOTION CARRIED. Councilmember Entry made a motion to appoint Mr. Donnie Yates as a regular police officer; seconded by Councilmember Walker. Councilmember Entry made a motion to pay a partial pay request to Sharp Construction in the amount of $47,200.03, upon the recommendation of Engineer Willard; seconded by Councilmember Walker. (Remedial Work) Councilmember Walker asked if the retaining percentage stayed the same or went down as the project progressed? Councilmember Collins: (Entered Council Chambers at 7:25 P.M.) Councilmember Collins questioned the Council vote of item number six under new business, minutes of the previous meeting (March 19, 1991). Deputy Clerk Earnest explained the vote was correct as verified by Council and recorded. 2. Councilmember Watford: a) Sewer Hook-up Pay Schedules Councilmember Watford explained he had asked for, and the minutes reflect, options of scheduling payments for customers who need to hook-up to the sewer system. Administrator Drago answered Interim Director Groover and Attorney Cook are still working on it. b) Employee Handbook Councilmember Watford asked for an up -date on the revised employee handbook. Administrator Drago answered Attorney Cook was comprising a memo to the Council and should have it for the Council to review soon. c) Road Paving List & Up -date of Remedial Work Councilmember Watford stated he knew there was a list comprised of all the streets that are to be paved and they are waiting until the remedial work is completed before paving, and asked what was the progress on that situation? Administrator Drago stated they ar waiting for the projected to be completed further before they start paving. Interim Director Groover answered the question concernin ) progress on the remedial work. "... the pipe was being laid a much as possible before the rains start, but as far as a tim table as to exactly where they were in the project I could call you at a later date..." d) Parking Problems Councilmember Watford pointed out the letter in the Council's packets from the Department of Transportation explaining a study has to be done before they take down the no parking signs along the block of the Daniels Building. G. COUNCIL REPORTS AND/OR REQUESTS: 2. Continued . . . COUNULMFMBBRS/ACTION e) Debt Service Councilmember Watford announced he wanted everyone to be aware that after talking with Director Parker, there will have to be an increase in the debt service fee. We do not know how much, but everyone should have knowledge of it coming. f)' General Employees Pension Board Councilmember Watford pointed out since the retirement of L.C. Fortner and the resignation of Roger Jones from the general employees pension board the board has two positions open and he would like to recommend Lola Parker be appointed to serve as the department head on that board in Mr. Fortner's place and appoint L.C. Fortner as the citizen appointed member of board to serve in Mr. Jones' place. Following a brief discussion, Councilmember Walker made a motion to appoint Director Parking to serve on the general employees pension board and Mr. L.C. Fortner to serve on the general employees pension board; seconded by Councilmember Entry for discussion. Councilmember Entry asked if they should wait until there are more members of the council present to continue this? Councilmember Watford stated he did not see they could. After a brief discussion, vote is as follows: KIRK COLLINS ENTRY WALKER WATFORD MOTION CARRIED. g) Councilmember Watford asked the item of discussion for ordinances and resolution that deal with check signing be placed on the agenda for the next Council meeting (May 7, 1991). Administrator Drago: ADJOURNMENT Mayor Kirk: NOTICE IS HEREBY GIVEN THAT IF ANY PERSON SHOULD DECIDE TO APPEAL ANY DECISION MADE AT THIS MEETING OF THE CITY COUNCIL, SUCH PERSON WILL NEED TO INSURE THAT A VERBATIM RECORD OF THE PROCEEDING IS MADE WHICH INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS BASED. Thomas, City Clerk, CMC COUNCILMEM$ERS/ACTION Administrator Drago announced he received in the mail this week a letter from the Department of Community Affairs (DCA), indicating that the City of Okeechobee was ranked number twelve in the Community Block Grant application process for neighborhood revitalization. There is a twenty-one day appeal period in which cities can appeal the decision of DCA. After twenty-one days then the decision stands so we will receive another up -dated list of ranking after twenty-one days, but, tentatively the City is eligible for a $575,000 grant for neighborhood revitalization which is basically to replace water lines in the southwest section. Councilmember Watford asked how far (on the list) are they (cities) funded? Administrator Drago answered its funded down to number thrity-five, so we are pretty good, our score was 770.17.
