COUNCILMEMBERS/ACTION Mayor Kirk called the meeting to order a Invocation by Councilmember Watford; Mayor Kirk led the Pledge of Allegiance. Motion to appoint Mr. Karl Holtkamp as Councilmember Watford made a motion to appoint Mr. Karl Holtkamp a new firefighter - Fire Chief. as a new firefighter; seconded by Councilmember Collins. Motion to award a chemical bid to Bower Councilmember Watford made a motion to award the twelve month Ammonia in the amount of $5,200.00, contracts to Bower Ammonia in the amount of $5,200.00, Harcross Harcross Chemicals in the amount of Chemicals in the amount of $46,488.40, Apperson Chemicals in the $46,488.40, Apperson Chemicals in the amount of $150,854.20 and P.B.& S. Chemicals in the amount of amount of $150,854.20 and P.B.& S. $7,786.80; seconded by Councilmember Walker. Chemicals in the amount of $7,786.80 - Director of Public Utilities (Exhibit 1) Councilmember Collins asked Director Fortner if we have dealt with these companies before, and these are the best prices? Motion to award a�partial pay request to Councilmember Watford made a motion to award final payment request A.O.B. Underground in the amount of to A.O.B. Councilmember Collins questioned why the difference in the final payment? Director Fortner explained some equipment had been deleted and some added. (Remedial Work on Sewer Collection System - (Exhibit 3). Old Taddie Project) Councilmember Watford asked how far along the project was? Motion to read March 19, 1991 Ordinance 635 Comprehensive (Exhibit 4). by title only, and set as a public hearing date establishing the City's Plan - City Attorney 5 B. Motion to approve the first reading of Ordinance 635. MARCH 5, 1991 - REGULAR MEETING COUNCILMEMBERS/ACTION Councilmember Watford made a motion to read by title only, and set March 19, 1991 as a public hearing date, Ordinance 635 establishing the City's Comprehensive Plan; seconded by Councilmember Entry. Council briefly discussed sending a letter of protest along with the Comprehensive Plan to the State. Council agreed to get with the,County to see what they are doing to protest the mandating of the Comprehensive Plans. Kirk Collins Entry Walker Watford Motion Carried. Attorney Cook read Ordinance 635 by title only as follows: AN ORDINANCE OF THE CITY OF OKEECHOBEE, FLORIDA, AMENDING, REVISING AND REPLACING IN ITS ENTIRETY THE COMPREHENSIVE PLAN OF THE CITY OF OKEECHOBEE, FLORIDA, WHICH WILL CONTROL FUTURE LAND USE, GUIDE PUBLIC FACILITIES AND PROTECT NATURAL RESOURCES PURSUANT TO THE LOCAL GOVERNMENT COMPREHENSIVE PLANNING AND LAND DEVELOPMENT REGULATION ACT (CHAPTER 163, PART II, FLORIDA STATUTES), INCLUDING A FUTURE LAND USE ELEMENT; TRAFFIC CIRCULATION ELEMENT; HOUSING ELEMENT; SANITARY SEWER, SOLID WASTE, DRAINAGE, POTABLE WATER AND NATURAL GROUNDWATER AQUIFER RECHARGE ELEMENT; CONSERVATION ELEMENT; RECREATION AND OPEN SPACE ELEMENT; INTERGOVERNMENTAL COORDINATION ELEMENT; AND CAPITAL IMPROVEMENTS ELEMENT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE." Councilmember Collins made a motion to approve the first reading of Ordinance 635; seconded by Councilmember Watford. Hear from Ms. Susan Palmiotto concerning her water bill - Ms. Susan Palmiotto Discuss the notification of late water bills - Director of Public Utilities (Exhibit 5). COUNCILMEMBERS/ACTION VOTE YES I NO Mr. Paul Palmiotto of 810 S.E. 9th Court appeared before the Council. Mr. Palmiotto explained the public utilities department had installed a new water meter on February 14th, after the meter was installed a break was discovered and 24,000 gallons of water had run through his meter. Mr. Palmiotto continued that he has spoken with Director Fortner about this matter but there was nothing he felt he could do and did not feel the City was responsible for the break in the pipe and he_µ would have to pay for the 24,000 gallons of water. Mr. Palmiotto expressed he did not feel he should be responsible for the leakage and requested the Council delete the 24,000 gallons from his water bill. Discussion ensued among Council, Director Fortner and Mr. Palmiotto. Mr. Palmiotto furnished the Council with copies of readings from last years water bill, daily readings since the l� new water meter was installed and the pipe with the break in it. c*+ Councilmember Collins made a motion for Director Fortner, Administrator Drago and Mr. Palmiotto get together and come up with a compromise solution which would be fair to both sides. Motion died for lack of a second. Request was denied for lack of a motion. Mr. Palmiotto thanked the Council for their time and suggested a policy be adopted by the city that in the future there be more communication between the public utilities department employees and the residents when meters are changed because he felt if he had been notified of the meter change the break might have been detected earlier which might have prevented this problem. Following discussion among Council and Director Fortner concerning hiring part-time employees to call customers to notify them their water would be cut-off or mailing post cards as reminders, the Council agreed to instruct Director Fortner to enforce option number three offered by Director Fortner in exhibit five. COUNCIL REPORTS AND/OR REQUESTS: Councilmember Collins: Councilmember Watford: MARCH 5, 1991 - REGULAR MEETING PG 6 OF 7 VO E COUNCILMEMBERS/ACTION YES I W Al Review cut off list each month to determine which of the ccounts, if any, are not on the cut off list each month. If he account has been delinquent less than 2 months within the ast 12 months, then the meter reader would knock on the door, r someone in the office would call the accounts and notify them f the delinquent bill and the cut off date. This would apply o those accounts with at least 12 months of history on file. 11 others would be turned off as outlined in the Ordinance." This option in conjunction with the current method used by the public utilities department (which is if an account is over $50. it will have priority to be cut-off) will be the method used to handle delinquent accounts. Councilmember Collins gave an up -date of the trip he and Councilmembers Entry, Watford and Walker had taken to Virginia to visit a landfill by Chambers Development, Inc. Councilmember Watford stated he appreciated the time table report from Engineer Reese concerning the well system but was disappointed at the amount of time it is going to take until we will know if the system will work and when we can use the system. Because of the amount of time, Councilmember Watford suggested the City schedule a workshop with the County Commissioners and Beach Water Association as the County had requested earlier. Mayor instructed Administrator Drago to set up a workshop with the County Commissioners and Beach Water Association and notify the Council of the date and time.
