Mayor proclaims notice of City Elections - Mayor Chapman read the proclamation in its entirety to announce Mayor (Exhibit 1). the City's Election as follows: "PROCLAMATION, NOTICE OF GENERAL CITY ELECTIONS, CITY OF OKEECHOBEE, FLORIDA, NOVEMBER 6, 1990. WHEREAS, under and by virtue of the provisions of the Charter of the City of Okeechobee, Florida, it is the duty of the Mayor to proclaim and call General City Elections at the time and the manner provided by said City i7 Charter. NOW, THEREFORE, I, OAKLAND R. CHAPNAN, NAYOR of the City of Okeechobee, Florida, do hereby PROCLAIM AND DECLARE that a GENERAL CITY ELECTION by the duly qualified electors of the City of Okeechobee, Florida, be held on Tuesday, November 6, 1990, during the regular hours of voting, to wit: from 7:00 A.M. to 7:00 P.M., for the purpose of electing the following officers to serve as such for four (4) years beginning January 1, 1991 and ending December 31, 1994, following such election and until their successors are elected and qualified: TERRE (3) COUNCILMEN AND CITY CLERK Said election shall be held in the normal polling or voting places within the normal precincts of the duly qualified City electors, which precincts have been established by the Okeechobee County Board of County Commissioners and Supervisor of Elections for the general election of said County. IN TESTIMONY AND WITNESS of the foregoing Notice of Election, I have hereunto set my hand as Mayor of the City of Okeechobee Florida, and caused the corporate seal of said City to be affixed hereto, and the same attested by the City Clerk, the 2nd day of October, 1990.11 E. Motion to adopt Resolution 90-11 authorizing the execution of an agreement between the City and Florida D.O.T. for utilities adjust- ment in right-of-ways - Director of Public Utilities (Exhibit 2). 7. Motion to adopt Resolution 90-12 establishing a complaint and grievance procedure for the Community Development Block Grant Program - City Administrator (Exhibit 3). Octoben 2, 1990 COUNCILMBMBBRS/ACTION Director Fortner explained to the Council the Department of Transportation is planning to widen the part of State Road 710 by Everglades school. This resolution is the "paper work" stating we will make the minor adjustments because the road will cover some sewer lines. Councilman Thomas made a motion to adopt Resolution 90-11 authorizing the execution of an agreement between the City and Florida D.O.T. for utilities adjustment in right-of-ways; seconded by Councilman Watford. Resolution #90-11 title reads as follows: "A RESOLUTION AUTHORIZING EXECUTION OF AN UTILITIES AGREEMENT FOR THE ADJUSTMENT, CHANGE OR RELOCATION OF CERTAIN UTILITIES WITHIN THE RIGHT-OF-WAY LIMITS HEREAFTER DESCRIBED, AND PROVIDING FOR AN EFFECTIVE DATE." Councilman Collins made a motion to adopt Resolution 90-12 establishing a complaint and grievance procedure for the Community Development Block Grant Program; seconded by Councilman Watford. Motion to adopt Resolution 90-13 establishing Councilman Kirk made a motion to adopt Resolution 90-13 a general displacement plan for the Community establishing a general displacement plan for the Community Development Block Grant Program - City Development Block Grant Program; seconded by Councilman Thomas. NEW BUSINESS CONTINUED• 10A. Motion to read by title only, and set October 16, 1990 as the public hearing date, Ordinance 633 establishing a policy for fair housing - City Attorney (Exhibit 6). 10B. Motion to approve the first reading of Ordinance 633. October 2, 1990 COUNCILMEMBFRS/ACTION Councilman Kirk made a motion to read by title only and set October 16, 1990 as the public hearing date, Ordinance #633 establishing a policy for fair housing; seconded by Councilman Thomas. Attorney Cook read Ordinance 633 by title only as follows: "AN ORDINANCE DECLARING IT TO BE THE POLICY OF THE CITY OF OKEECHOBEE, FLORIDA, TO ELIMINATE DISCRIMINATION IN HOUSING BASED UPON RACE, COLOR, RELIGION, SEX, AGE, FAMILIAL STATUS, HANDICAP, OR NATIONAL ORIGIN: PROVIDING DEFINITIONS; SPECIFYING EXEMPTIONS; SPECIFYING UNLAWFUL ACTS OF DISCRIMINATION IN THE SALE OR RENTAL OF BROKERAGE SERVICE; PROVIDING FOR THE ADMINISTRATION OF THIS ORDINANCE; PROVIDING FOR PROCEDURES FOR INITIATION AND ACTING UPON COMPLAINTS; PROVIDING FOR HEARINGS; PROVIDING FOR OTHER REMEDIES; PROVIDING PROCEDURES FOR FLING REPORTS WITH THE REAL ESTATE COMMISSION OF THE STATE OF FLORIDA; REPEALING CONFLICTING ORDINANCES; AND PROVIDING FOR LIMITED INVALIDATION." Councilman Collins made a motion to approve the first reading of Ordinance ##633; seconded by Councilman Thomas. Councilman Watford asked if an ordinance like this had been passed previously? Administrator Drago explained in the early 80's an ordinance was passed concerning some of the information that is in this ordinance and in the mid 80's another ordinance was passed containing additional information. Motion to appoint the City's Code Enforcement Councilman Thomas made a motion to appoint the City's Code Board as the Citizen's Advisory Task Force for Enforcement Board as the Citizen's Advisory Task Force for the the Community Development Block Grant Program Community Development Block Grant Program, seconded by Councilman - City Administrator. County Commissioner Williamson was not present. COUNCIL REPORTS AND/OR REQUESTS: 1. Councilman Thomas: Parking Signs on 441 South: Councilman Thomas asked if the parking sign problems on 441 South (Daniels Building) had been solved? Administrator Drago explained he had met with representatives of D.O.T. and they are working on the situation of the No Parking Signs being replaced back with 1 Hour Parking ,Signs. F. COUNCIL REPORTS AND/OR REQUESTS CONTINUED: 2. 3. Councilman Watford: Administrator Drago: Octabe�t 2. 1990 COUNC H MEMBERS/ACTION a) Well Water Study Update: Councilman Watford stated he understood Mr. Reese, Engineer was to be at this meeting with an update. Administrator Drago explained he understood Mr. Reese was going have up a workshop this month with the Council to discuss the latest test results. b) Street Sweeping Problems: After discussion of the complaints from merchants on Park Streets and 5th Avenue Councilman Watford suggested Administrator Drago get in touch with L.P. Sanitation and request that area be swept weekly rather than bi-weekly and inform the Council of their response. c) County Pool: Councilman Watford stated he heard a rumor the County was going to abandon the pool located in front of the Municipal Centre and suggested Administrator Drago find out if that is the County's intentions. d) Skateboarder's Barricades: After discussion concerning the skate board club leaving the street barricades and finding a new location for the club, Administrator Drago informed the Council he requested information from Tallahassee concerning grants for recreation parks and he would report back to the Council concerning the City applying for a grant to build a park for the skateboarders. Boat Ramps: Administrator Drago stated the Game and Fresh Water Commission started repairs on the boat ramp. Administrator Drago also stated the Commission wants to close the boat ramp on the South end, fill it and sod over. The Council instructed Administrator Drago to inform the Commission they had no objection to the South boat ramp being closed.
