The property is located immediately across Northwest 6th Street from the Okeechobee County Jail and County Annex Building. The property is completely vacant and is suitable for development. This application should not be considered to be a map error. Item before the Council: The matter for consideration by the City Council, acting as the Land Planning Agency for the City of Okeechobee, is an application by DICK WARD submission number 95-CI-001, with address being 4251 Hwy. 441 South, Okeechobee, Florida, 23972, for an amendment to the City Future Land Use Map (FLUM), previously adopted by this board in conjunction with the adoption of the Comprehensive Plan. This application qualifies under Florida Statutes 163 as a "Small scale amendment" to the Plan, and the fast -track review for such applications by the Department of Community Affairs (DCA). II. Background: The applicant owns, or is agent for, a parcel of property located at the corner of N.W. 6th Street and N.W. 6th Avenue, consisting of Lots 1-12, Block 71, City of Okeechobee, with a total of approximately 2.066 acres. The property is located immediately across N.W. 6th Street from the Okeechobee County Jail and old Hospital. The property is completely vacant, and open. Physically located on the property are small shrubs, and it is suitable for development. To the rear, or North of the parcel, is the Railroad line, and certain industrial land uses. Immediately to the South is the jail property, which is a large open field, then the jail facility. Due East of the parcel across N.W. 6th Avenue is a single family residence, and a duplex. Due West of the parcel is another undeveloped open field, just East of the Railroad line that runs North\South behind United Telephone page 2 Immediately to the SouthEast is the old hospital facility, and the group home. Approximately one block to the North on N.W. 6th Avenue, the road dead -ends at the ditch, and turns East as N.W. 7th Street. III. Application Description• The property is presently zoned as RG2, or Residential General II, but is designated at Single Family Residence on the Future Land Use Map (FLUM). The applicant desires to make use of the Property for Multi - Family, and an amendment to the FLUM to reflect, such use. The RG2 zoning would be appropriate for such use, and the applicant seeks to amend the map to match the zoning. If granted, the Multi -Family designation would permit apartments, duplexes, condominiums, and public facilities, in addition to single family homes. The density could be ten units per acre, or eleven units under an affordable housing designation. The initial designation of this parcel as Single Family Residence on the FLUM by the Central Florida Regional Planning Council (CFRPC), would be consistent with then surrounding uses, and such designation should not be considered to be a map error. IV. Comprehensive Plan analysis• As a land planning agency, the board is required to address certain areas in conjunction with the Comprehensive Plan, which may be categorized as follows: a. Consistency with the land use categories and plan policies. The surrounding land uses immediately to the East of the LJ page 3 subject parcel are residential in nature, including a multi -family use. The North and West properties are vacant, and to the South are public facilities, also consistent with this category. b. Concurrency of adequate public facilities. The parcel has available to it City water and wastewater service, and is located on a typical paved city street, with adequate land space for entrance and exit on both N.W. 6th Avenue and N.W. 6th Street. The level of service are typical for city streets, and the streets are adequate for residential and light commercial traffic. c. Compatibility with adjacent and nearby land uses. As mentioned, the property is vacant, and all uses to the immediate East are residential in nature; also, the roadway to the North is a dead-end street, and N.W. 7th Street is not paved or in use on the North boundary of this parcel. Multi -Family uses are traditionally employed in a mixed -use area such as this, and as a buffer between residential and more intense land uses. • page 4 d. Compliance with the specific standards of the Plan. The current zoning, although not the FLUN designation, would support multi -family residential, with up to ten units per acre, as mentioned. A single family residence use, and public facilities, such as to the South, would also be currently permitted. The Comprehensive Plan, in its goals, policies and objectives requires a determination of appropriate land use designations within the City for each land use category, such as single family, commercial, multi -family, and industrial. Notice of proposed action: This application and its appearance before the LPA were duly noticed for the public, and were the board to make a finding that this application is consistent with the comprehensive plan, the matter will be set for two public readings for the passage of an ordinance amending the comprehensive plan, with two separate public n tices, under F.S. 163, and 166. VI. Approximately one block to the West, N.W. 2nd Street terminates at the City ditch, and the road dead ends. III. Application Description: The property 's presently zoned as R2, or Residential II, but is designated as Residential Single Family (RSF) on the FLUM. While a residential use of the property would be consistent with the FLUM land use designation, the applicant desires to make use of the property fo parking, loading and storage, with a Commercial designatio on the FLUM. Accordingly, the applicant will also require a zoning change as well, if this application is granted. If granted, the Commercial designation would permit all business uses, including retail activities, wholesaling, warehousing and offices, as well as public faci ities.
