Workshop This portion of the meeting is intended for informational purposes Topics of discussion for this workshop were the Master Transfer Agreement; Rate only. No action will be taken, but discussion will be encouraged. I Study, and Review of Financing Structure. A. Review of Master Transfer Agreement - Michael Minton/Ken Council stated several concerns they had with the documents and decided to have the Crooks (Dean, Mead & Minton) and Gerald Hartman Councilmember's discuss these items at their next Council Meeting June 6, 1995. The (Hartman & Associates, Inc.) majority of the Council felt the Utility Authority was headed in the right direction and making progress. B. Review of Rate Study - Gerald Hartman (Hartman & Associates, Inc.) County Commissioners and Okeechobee Beach Water Association Board (OBWA) also stated they had some concerns but felt they could be worked through. C. Review of Financing Structure - Nate Eckloff (Hanifen, Imhoff) 579 II. Workshop Discussion continued: Adjournment. Chairperson Coker then yielded the floor to citizens present who would like to address the boards. Mr. Germouth, a OBWA customer, addressed the boards stating he felt the master transfer agreement was a good document but thought the rate structure needed to be looked at closer. City Public Utilities Director Wayne Jones addressed the board's concerning the personnel manual and revisions that the City Public Utility Employees had requested. Attorney Ken Crooks advised that they had received the proposed revisions and would incorporate them into the proposed document as well as revisions from OBWA employees, and forward a copy of him as soon as possible.
