4. Discuss Employee Benefits - Councilman O'Connor (Exhibit
After discussion by Councilmember O'Connor with the Council in which he stated he

has always been in favor of helping the city employees especially when we cannot give
pay raises; and further informing Council of calculations he had obtained from the
Finance Director regarding the one day cost involved for providing an additional
employee holiday, which cost is already available in the budget; and that the County
Commissioners recently allowed an eleventh holiday for its employees; and the Board
of Public Instruction allows Good Friday off for their employees; Councilmember
O'Connor recommended to Council that an additional holiday; -Good Friday, be given
to the cWs employees beginning with this Good Friday April 14 1995. This will allow
for a total benefit to the employees of eleven (11) paid holidays.
Further discussion ensued regarding the number of holidays allowed for employees and
the observation in some areas of the Martin Luther King Day. Councilmember O'Connor
informed that Good Friday was more of a family time and is around the Spring Break
period also.

The City's Public Works Director, Chuck Elders, informed the Council that by the end
of the next budget year, ninety-eight percent (98%) of the City's roads will have been
paved. He then gave a video presentation to the council indicating to them the locations
of trees along street right-of-ways that were causing concerns regarding whether to
remove the trees and pave the roads in those areas, or leave the trees, pave around
some of them and/or continue to shell some of the roads because of the trees. It was
pointed out that in some instances because of the trees, the roadway is narrowed to
thirteen feet only. Director Elders asked Council for direction as to their preference
regarding the disposition of the trees.
Discussion ensued with Attorney Cook reminding Council that by Ordinance the Director
of Public Works has the authority to remove the trees discussed. Council agreed that
as suggested the oak tree on South east 9th Avenue and'6th Street should not be
removed: and Director Elders will discuss with the property owners the removal of the
three pine trees on Southeast 11th Avenue and 5th Street; all other trees will be
removed as shown on the video and discussed.

AT COUNCIL MEETINGS AND WORKSHOP ; AND
PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED by the City Council of the City of

THE AGENDA
The Agenda is a printed document available to you as you enter
It lists the order of business for the Council meetings.
HOW TO GET ON THE AGENDA
Florida as
Council meetings.
There are times that certain organizations, other political sub -divisions or citizens have
business to conduct with the City Council that is out of the realm of matters that can be
handled administratively. Your agenda request must be submitted to the Office of the City
Administrator, each Thursday before the Tuesday Council MeetingF. You are encouraged
to first consult with the City to ascertain if your matter can be h dled administratively.
When you present your request to be placed on the agenda t the Office of the City
Administrator, you must specifically state what official action y u would like the City
Council to take. Also, you must provide the City with all ner7essary documents or
explanatory material to support your request. The agenda and explanatory material is
delivered to each Council member several days before each rreeting. This gives the
Council members time to study the items before they have to make a decision about them
at the Council meeting. You must also be present at the meeting to present you request.
Failure to appear will result in no official action being taken and Kou must resubmit your
request following the above procedures.
WHEN CAN YOU SPEAK AT CITY COUNCIL MEETINGS
1. When a portion of a City Council meeting contains a public-, hearing, the public will
have the opportunity to address the Council on the specific: issue contained in the
public hearing. The Mayor will ask for public comment and, at that time, anyone
from the public can address the City Council.
2. If an item on the Agenda is one that you specifically req jested using the above
procedures, you can address the Council after being re ognized by the Mayor.

3. If you would like to address the City Council on a specific it m on the Agenda that
you have not requested, or is not part of a public hearing, Simply raise your hand
at the appropriate time for the Mayor to recognize you.
