A. Call recessed meeting to order on July 25, 1994 at 7:00 P.M.

Mayor Kirk called the recessed meeting to order at 7:00 p.m. on July 25, 1994.

Mayor Kirk explained the subject of the meeting is to complete action of the last
item of the July 19, 1994 agenda which is to hire a City Finance Director, and
called for discussion by Council of that item.
Motion was made by Councilman O'Connor to hire Mr. Robert Delorme;
seconded by Councilman Walker.

Further discussion was held by Mayor Kirk and Council; Mayor called for another
motion.
Motion was made by Councilman O'Connor to hire Mr. Robert Delorme;
seconded by Councilman Walker.

MOTION CARRIED.
Mr. Robert Delorme was hired as City Finance Director by majority vote of the
City Council as recorded.

Watford: I still, I could go with either one of the other two. But y first preference is Jeff
Fadley, and I could also vote for Mr. Moore. You know sometime its just a gut feeling you
get, up here, and sometimes I have gone against that gut feeling, sometimes I've, been, I
guess that's more of what I'm going on this time. I just, although there's nothing you could
really say, I just was not sufficiently impressed with his (Delorme') personal bearing and,
Lola even mentioned she was somewhat concerned if, with his demeanor, if or how he
would handle pressure and so forth, and I just thought that was odd, cause that's kinds the

strange that Lola kinda got that impression also. So that's I guess in;

Kirk: Okay, before I call for a vote, I will let anybody else respond
my intention to back up what I said when we recessed this meeting

polite, I would have been willing to make that motion, had Counc' Walker not been

Delorme, would make a good one, but the man being in service 22 years to me, he didn't
act very strong standing there. .. just talking to five or six of us..he acted awful weak to me
to be in service 22 years and being a Warrant Officer anyway, I know You've got to have
something on the ball to be a Warrant Officer -going through the Ranks..
O'Connor: Mr. Mayor, in answering and for giving an explanatic

individual, I just thing that that is an excellent sign of maintain
professionalism..I have talked to the man before and after and ona

Kirk: Well, my number one selection, as far as I was concerned
three of these guys are qualified, so I have no problem me

Kirk: ....I have an obligation to you gentlemen up here and to the city to get on with
business .. since all three of them are qualified -now if the top man here was not qualified,
then I wouldn't move -under any circumstances at all -but I am going to vote different than
I had previously, and I think you all maybe had expected that ... based on what I've said ... Any
other comment before I call for a vote?
Watford: I'd just like, the comment Councilman Entry made the other night ... you know
about everybody expects everybody else to change, there's two sides to everything -every
issue...
Kirk: Yeah..but we're still stuck with 2,2 and I ... and setting here for two hours wouldn't
solve it I don't think ... Watford:..but we have, it's not quite that simp e...we have two, I guess
like I said I was willing to change to one of the others, so you know ??? so..
Kirk: I am not sure I followed all of that.. Watford%.Well I was to, you know, I agree
that somewhere somebody has to (drawback), and I am willing to or was in fact the other
night, ready to vote for Mr. Moore, or Mr. Fadley...Kirk: You and I were locked on Mr.
Fadley the last time... Watford: Fadley was my number one choice but we had two choices
here ... Kirk: My answer there is that of course I was locked on Fadl y with you but if I move
my vote I will move it to Delorme... so..I think that's where were headed -this vote will
.. and I don't think stalling it's going to solve it..I as I said they are all three qualified and
if this passes we will hope this gentleman does us a good job.. gone else?? Okay ...If
not..All in favor of the motion let it be known by saying Aye..O' nnor and Walker...

Kirk: I vote yes. (Aye).
