Mayor and Council attendance: Mayor James E. Kirk Councilmember Danny P. Entry Councilmember Michael G. O'Connor Councilmember Jerry E. Walker Councilmember Dowling R. Watford, Jr. Staff attendance: Attorney John R. Cook Administrator John J. Drago City Clerk Bonnie S. Thomas Deputy Clerk S. Lane Gamiotea C. Discuss the Finance Director position. Mayor Kirk called the recessed meeting to order at 7:00 p.m. on July 25, 1994. Clerk Thomas called the roll: Present Present Present Present Present Absent Absent Present Absent Mayor Kirk explained the subject of the meeting is to complete action of the last item of the July 19, 1994 agenda which is to hire a City Finance Director, and called for discussion by Council of that item. Discuss the Finance Director position. 11 Vote on motion is as follows: KIRK X ENTRY X O'CONNOR X WALKER X WATFORD X MOTION DENIED. Further discussion was held by Mayor Kirk and Council; Mayor called for another motion. Motion was made by Councilman O'Connor to hire Mr. Robert Delorme; seconded by Councilman Walker. KIRK X ENTRY X O'CONNOR X WALKER X WATFORD X MOTION CARRIED. Mr. Robert Delorme was hired as City Finance Director by majority vote of the City Council as recorded. ADJOURNMENT Mayor Kirk Notice is hereby given that if any person should decide to appeal any decision made at this meeting of the City Council, such person will need to insure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which the appeal is based. After Motion & Second by O'Connor and Walker (first motion) Discussion: C. Watford: During contacted by a couple and were in support this interim while we've been thinking a ut this I've had, been of different citizens. Both of them had read the articles in the paper of the local candidate. So I will have to still lean in that direction. M. Kirk: I would have liked to have got some kind of an idea a I made my final decision as to how I am going to cast my vote, bu a second on the floor so well go ahead and act on that and see w any further discussion on the matter? None. Okay - if not, all i it be known by saying Aye - O'Connor and Walker -Aye; Opposed Watford - No; Okay for the time being I'll still say No. I have a question, are we all still locked? As we were before? ask that or not, but we definitely have at this time two what I w for Mr. Delorme. I don't if we have any for the other two, I do to spread out for the other two candidates. D. Entry: Mayor I have had several calls about this Jeffery, and I contacted the Administrator down there at the GG Hospital f don't seem to have any problem with him. Which they said to n any trouble hiring him back. to where we set before we've got a motion and I happens. Do we have favor of the motion let by like sign? Entry and o I don't know if it's fair to d consider strong votes n' know how this is going Mayor: So you're still standing firm? Entry - I am still standing Anyone else have a comment? None? It appears that we are exactly where we left. If there is no on the floor at this time, for the other two candidates, so we are i So once again I will entertain a motion if anybody's got one so v Walker: Do we need to re -make the motion that Mike made to again or..? Kirk: Unless somebody wants to nominate one of tl O'Connor: Once again I nominate Robert Delorme. Walker: I have a motion and a second for Robert Delorme. Discussion? could support him; and out Mr. Moore and they that they wouldn't have firm right now. Mayor - other motions, being put still setting on 2, 2 and 1. e can get this done. t with? And vote on it other two. I guess. that. Kirk: Okay I Watford: I still, I could go with either one of the other two. But y first preference is Jeff Fadley, and I could also vote for Mr. Moore. You know sometime its just a gut feeling you get, up here, and sometimes I have gone against that gut feeling, sometimes I've, been, I guess that's more of what I'm going on this time. I just, although there's nothing you could really say, I just was not sufficiently impressed with his (Delorme') personal bearing and, Lola even mentioned she was somewhat concerned if, with his demeanor, if or how he would handle pressure and so forth, and I just thought that was odd, cause that's kinds the z�3 Watford... impression I got, kind of not a real strong type person, whereas thq like a, as maybe more confident, or a little more outgoing and strange that Lola kinda got that impression also. So that's I guess in; applicant. Kirk: Okay, before I call for a vote, I will let anybody else respond my intention to back up what I said when we recessed this meeting we want, and this may be a poor thing to say but so we want set her But we're still set at 2, 2 and 1. other two came across just thought that was main hangup.. on that if they want to, so, It's and I am doing this so for another two hours. Watford: The problem is we are voting on the same motion we firlst voted on and I, to be polite, I would have been willing to make that motion, had Counc' Walker not been asking a question and so I would have made the same motion I de the other night on Mr. Mr. Fadley. I was beat to the punch there so we've got the a motion we had so. Entry: I think Mr. Moore would make a good Finance Direct o , and I think Robert Delorme, would make a good one, but the man being in service 22 years to me, he didn't act very strong standing there. .. just talking to five or six of us..he acted awful weak to me to be in service 22 years and being a Warrant Officer anyway, I know You've got to have something on the ball to be a Warrant Officer -going through the Ranks.. O'Connor: Mr. Mayor, in answering and for giving an explanatic appearance) is, I think that's just a, for him not having to be a n individual, I just thing that that is an excellent sign of maintain professionalism..I have talked to the man before and after and ona the without question, the fitness report, that he got -and there's c paramount, or should be paramount, on our minds...when we sit and you're looking down to someone, talking to them, some peol bit different... when you're looking down at them, it's "Looking having, looking for a job, and you're having to sit (stand) up here and you're wondering you know, which tact should I take, shoulc boisterous, should I be outgoing, should I do my normal thing wh tone of voice, and that is what professionalism is all about and s for what that (Weak re loudly or outspoken ig his " cool" -and his again I would point out to other thing I think is up here on this Council may take that a little Down"...but when your nd look at all five of us, I be loud, should I be :h is to talk in a normal u get his point accross. O'Connor: There..I just think this man has all the qualities, d there's definitely the qualifications, but I think definitely the qualities to take us forwar in our ventures for the City. He is definitely, definitely, a professional. And his mother still lives in Lake Worth, Florida -that question I believe might have come up the other night and they do still live in Lake Worth -except his father has died. He is ready to make root ..that is not a problem.. Kirk: Well, my number one selection, as far as I was concerned three of these guys are qualified, so I have no problem me Councilman Watford I would vote against this motion if I thoug the tie, but I think we are all pretty well set ... in the way we've changed for a week..so I think dragging it on would not accompl was Jeff Fadley. But all ig to end the tie .. I, it would possibly undo ,ed and It's obvious, not i anything ... so I think I 3�3 Kirk: ....I have an obligation to you gentlemen up here and to the city to get on with business .. since all three of them are qualified -now if the top man here was not qualified, then I wouldn't move -under any circumstances at all -but I am going to vote different than I had previously, and I think you all maybe had expected that ... based on what I've said ... Any other comment before I call for a vote? Watford: I'd just like, the comment Councilman Entry made the other night ... you know about everybody expects everybody else to change, there's two sides to everything -every issue... Kirk: Yeah..but we're still stuck with 2,2 and I ... and setting here for two hours wouldn't solve it I don't think ... Watford:..but we have, it's not quite that simp e...we have two, I guess like I said I was willing to change to one of the others, so you know ??? so.. Kirk: I am not sure I followed all of that.. Watford%.Well I was to, you know, I agree that somewhere somebody has to (drawback), and I am willing to or was in fact the other night, ready to vote for Mr. Moore, or Mr. Fadley...Kirk: You and I were locked on Mr. Fadley the last time... Watford: Fadley was my number one choice but we had two choices here ... Kirk: My answer there is that of course I was locked on Fadl y with you but if I move my vote I will move it to Delorme... so..I think that's where were headed -this vote will .. and I don't think stalling it's going to solve it..I as I said they are all three qualified and if this passes we will hope this gentleman does us a good job.. gone else?? Okay ...If not..All in favor of the motion let it be known by saying Aye..O' nnor and Walker... Those Opposed - a like sign - Watford and Entry No... Kirk: I vote yes. (Aye).
