Mayor Watford called the April 18, 2017, Regular City Council Meeting to order at 6:00 P.M.
The invocation was offered by Reverend Jim Dawson, Associate Pastor of the First United Methodist Church; the
Pledge of Allegiance was led by Mayor Watford.

COUNCIL. ACTION - DISCUSSION - VOTE
Prior to the Special Weapons and Tactics (S.W.A.T.) presentations, Chief Peterson, accompanied with Detectives
Saum and Pickering, and Sergeant Eddings, addressed the Mayor and Council by giving a brief summary of an
ongoing investigation which started as a missing person report and unfortunately ended as a homicide. Due to the
timely response of these men, doing their jobs and going beyond, arrests were made within a few days. He
applauded the cooperative effort with the Okeechobee County Sheriff's Office on the case. Mayor Watford, Council
Members Ritter and O'Connor individually thanked the Sergeant and Detectives on their outstanding hard work as it
eased the minds of the citizens, and provided closure for the Joiner family.
Chief Peterson then explained he and Sheriff Stephen devised a joint effort, as a cost saving endeavor, to add two
City Officers to the existing County S.W.A.T. Team. Three Officers applied with two officially making the final cut.
They recently completed the very rigorous Florida Department of Law Enforcement S.W.A.T. training. He introduced
Okeechobee County Sheriff's Office S.W.A.T. Team Leaders Bryan Lowe and Matthew Hurst who were in
attendance. Mayor Watford conveyed the City's appreciation to the Sheriff's Office for agreeing to this joint effort.
Chief Peterson and Lieutenant Bernst then presented Sergeant Aurelio Almazan with his S.W.A.T. pin.
Chief Peterson and Lieutenant Bernst presented Officer Cesar Romero with his S.W.A.T. pin. Additionally, in
attendance to show support to their fellow Officers were Detectives Saum and Pickering, Sergeants Eddings and
Wendt, Officers Holroyd and Jordan.
The Certificate of Recognition to Shelby Kirton was deferred to the May 2, 2017, meeting.
Mayor Watford proclaimed April 2017, as Child Abuse Prevention Month, presenting the document to Ms. Rhonda
Blakely, Annual Funds Manager of CASTLE and reading into the record as follows: "Whereas, for more than three
decades, CASTLE has upheld their legacy of protecting the lives of abused children and families; and
Whereas, CASTLE works diligently with Devereux and the Florida Department of Children and Families to
ensure that every child suffering from abuse has a brighter future and hope for a safe life; and Whereas,
children who have suffered abuse or neglect are at least 25 percent more likely to experience problems
such as delinquency, teen pregnancy, low academic achievement, drug use, and mental health problems;
and Whereas, CASTLE, along with its community partners, embraces opportunities that can potentially
change the way society cares for children and youth. NOW, THEREFORE, I, Dowling R. Watford, Jr., by
virtue of the authority vested in me as Mayor of the City of Okeechobee, Florida, do hereby proclaim the
month of April, 2017 as `Child Abuse Prevention Month' and I commit this observance to the people of our
community."
Mayor Watford proclaimed April 2017, as Guardian Ad Litem Month, presenting the document to Mr. Vern Melvin,
Circuit Director for the 19th Judicial Circuit Guardian Ad Litem Program, and reading into the record as follows:
"Whereas, the City of Okeechobee prides itself on giving back to the community and contributing to the
quality of life among our citizens; and Whereas, the Guardian Ad Litem Program speaks for the (continued)

COUNCIL ACTION - DISCUSSION - VOTE
best interests of abused, abandoned, and neglected children who are involved in the court system; and
Whereas, 148 children in the community are currently in danger of suffering from some form of abuse or
neglect; and Whereas, Okeechobee community members are encouraged to join together throughout the
month of April to raise awareness for those children fallen victim to abuse, neglect, and abandonment; and
Whereas, this effort will give abused, neglected, and abandoned children in our community an improved
chance for a safe permanent home and positive future. Now, Therefore, 1, Dowling R. Watford, Jr., by virtue
of the authority vested in me as Mayor of the City of Okeechobee, Florida, do hereby proclaim the month of
April, 2017 as `Guardian Ad Litem Month' and urge all citizens to give of their time to make a difference in
the lives of our most vulnerable children by volunteering with the Guardian Ad Litem Program."
Mayor Watford proclaimed April 2017, as Water Conservation Month, presenting the document to Mrs. Libby
Pigman of the South Florida Water Management District, and reading into the record as follows: "Whereas, water is
a basic and essential need of every living creature; and Whereas, the State of Florida, Water Management
Districts, and the City of Okeechobee are working together to increase awareness about the importance of
water conservation; and Whereas, the Florida section of the American Water Works Association has
designated April, typically a dry month when water demands are most acute, as Water Conservation Month
to educate citizens about how they can help save Florida's precious water resources; and Whereas, the City
of Okeechobee has always encouraged and supported water conservation through various educational
programs and special events; and Whereas, every business, industry, school, and citizen can make a
difference when it comes to conserving water; and Whereas, every business, industry, school, and citizen
can help by saving water and thus promote a healthy economy and community. Now, Therefore, 1, Dowling
R. Watford, Jr., by virtue of the authority vested in me as Mayor of the City of Okeechobee, Florida, do
hereby proclaim the month of April, 2017 as `Water Conservation Month' in the City of Okeechobee."
Mayor Watford proclaimed May 14 through 20, 2017, as Water Reuse Week, presenting the document to Mrs. Libby
Pigman of the South Florida Water Management District, and read the following into the record: "Whereas, safe,
clean, and sustainable water resources are essential to Florida's environment, economy, citizens, and visitors;
and Whereas, although Florida's water supplies are finite, the state's population and need for water resources
continue to increase; and Whereas, Florida has established the encouragement and promotion of water reuse as
state objectives in Chapters 373 and 403, Florida Statutes; and Whereas, Florida's permitted reuse capacity
exceeds 1.7 billion gallons per day (more than 65 percent of Florida's total permitted capacity for all domestic
wastewater treatment facilities); and Whereas, the City of Okeechobee has joined with the Water Reuse Florida,
the Florida Department of Environmental Protection, and the South Florida Water Management District in
encouraging and promoting water reuse and conservation; and WHEREAS, the City of Okeechobee has
implemented a water reuse program and encourages efficient and effective use of reclaimed water. Now,
Therefore, I, Dowling R. Watford, Jr., by virtue of the authority vested in me as Mayor of the City of Okeechobee,

Improvement Projects Fund, thirty-eight thousand, six hundred eighty-seven dollars and six cents ($38,687.06);
Public Facilities Improvement Fund, seven thousand, one hundred fifty-five dollars and seventy-nine cents
($7,155,79); and Law Enforcement Special Fund, fifty dollars and zero cents ($50.00); seconded by Council Member
O'Connor. There was no discussion on this item.

Council Member Chandler moved to adopt proposed Resolution No. 2017-02 regarding the 45th Anniversary of the
Florida Association of City Clerks; seconded by Council Member O'Connor.
Mayor Watford read proposed Resolution No. 2017-02 by title only as follows: "A RESOLUTION OF THE CITY OF
OKEECHOBEE COMMENDING THE FLORIDA ASSOCIA TION OF CITY CLERKS FOR ITS 45TH ANNIVERSARY;
PROVIDING FOR CONFLICT, PROVIDING FOR SEVERADILITY; AND PROVIDING FOR AN EFFECTIVE DATE."
Clerk Gamiotea expressed her gratitude to the Mayor and Council on behalf of the FACC for adopting the
resolution, and advised all 411 municipalities were asked to adopt the same, and they will be displayed at the
Annual Conference and Summer Academy being held in June. Mayor Watford noted the City Clerk's participation in
the association over the years, commending her hard work and dedication to her profession.

COUNCIL ACTION - DISCUSSION - VOTE
Based on direction agreed upon at the March 30, 2017, County -City -Okeechobee Utility Authority (OUA) Joint
Workshop, the City Council needs to appoint two individuals to serve on a sub -committee to review and provide
recommended amendments to the creation of the OUA Interlocal Agreement. Administrator MontesDeOca advised
the Board of County Commissioners appointed Commissioners Burroughs and Hazellief.
Council Member O'Connor moved to appoint Mayor Watford and Council Member Chandler to serve on the
QUA Interlocal Agreement Review Sub -Committee, seconded by Council Member Clark.

V. PROCLAMATIONS AND PRESENTATIONS
Chief Peterson requested Det Saum, Pickering and Sgt Eddings step forward and preceded to give a brief summary of
an ongoing investigation regarding a recent mispersons report that turned into a homicide. Due to the timely response
of these men doing their jobs above and beyond the body was recovered and arrests were made within a few days.
Cooperative effort with the SO deputies and we are very appreciative of them.
Watford thank you for your work, ease the citizens minds and helps bring closure to the Joiner Family.
Ritter cant say how much I appreciate the entire dept, not surprised by the effort by these 3 and glad I live in the city
and have these folks that look after us like you do, my hats are off to you.
Mike O'Connor, theres only 1 word I can think of is damn outstanding.

Peterson a year ago met with Stephens to join with the SO SWAT team. We have two officers on that team. Sheriff
thought it was a great idea, the city's budget are limited and SWAT teams are expensive. Two SO Team leaders
tonight, Bryan Low and Matt Hurst. Try outs, Romero & Amadeo made the team, yearned it. Presented SWAT pins.
Watford appreciate the Sheriff forworkign with us on them team effort. Appreciate the extra efforts on their parts.

WHEREAS, the Florida Association of City Clerks (FACC) was established in 1972 to promote
and develop the educational and professional status of Florida City Clerks; and
WHEREAS, the primary objective of the FACC is to educate the City Clerks in the State of
Florida; and
WHEREAS, the FACC works in conjunction with the International Institute of Municipal Clerks
to provide Certified Municipal Clerk (CIVIC) and Master Municipal Clerk (MMC)
certification for City Clerks; and
WHEREAS, the FACC strives to help increase the efficiency of City Clerk functions, increase
cooperation and assistance with City Administrators, gather and disseminate
information to improve procedures, and improve the efficiency of the administration of
municipal government; and
WHEREAS, the FACC currently has more than 575 members in seven districts throughout the
State; and
WHEREAS, the FACC is proud to have one of the largest certification programs in the country
with more than 200 Certified Municipal Clerks and more than 100 Master Municipal
Clerks among its members; and
WHEREAS, the FACC provides educational opportunities for Clerks through its annual
summer conference and academy and fall academy, webinars, district mini -academies,
and Athenian Dialogues; and

- Safety Meetings - Topics for staff, with reconstituted meeting schedule, include general
safety, CPR training / certification, Fire safety / extinguisher usage, workers
compensation procedures and active shooter training. (Trainings done in house by staff
for the benefit of staff and community)
- Mid Year budget — Mid year items are in final stages and we will be meeting with you
individually to go over entire mid year budget
- Centennial Park —Bids obtained approximately $1 OOk over engineer's estimate,
working to reduce scope to move project forward.
- FDOT signalization North 9th —ONGOING —Continuing to work with lobbyist and
FDOT and HRTPO to gather additional information on projected traffic at the
intersection. County and City are aligned on subject legislatively as well.
- Brantley's- UNDER enforcement letter to clean up by April 24"'. As of date of memo,
no extension is warranted to be granted.
- Commerce Park — Awaiting meeting with project representative, to be scheduled at their
convenience.
- CRA designation and/or TIF — Speakers are pending for Continued discussions for
both, speakers sought in presentation for potential establishment of CRA. TIF workshop
upcoming, working with John Gurney for details on workshop.
- County/OUA interlocal — Sub -committee appointments by County / City and OUA
underway or completed.
- Phone System — DONE!
- Website — RFQ to go out by May, scope has been revised.
- Landscaping in Park — RFP for Oak trees to plant Flager Parks — replacements for
removed and dead trees — pending completion of fire station door and sidewalk bids to
progress.

- City Hall Downstairs Remodel — Plans finalized as of today, pending bid to go out,
currently awaiting sidewalk and fire station bids to be completed
- Annexation — Underway with items to be completed by August, additional details to
follow. Meeting with planners this week on avenues and scope for study of report,
pending Proposal. Due to administration this week.
