Drago Clerk Bonnie S. Thomas Deputy Clerk Lane Gamiotea Budget Discussion. Page 1 of 3 COUNCILMEMBERS DISCUSSION _]IL ]L Mayor Kirk called the workshop to order at 5:35 p.m. on August 10, 1993. Clerk Thomas called the roll. - Present Present Present Present Present Absent Present Present Present Mayor Kirk began discussion stating the purpose of this workshop is to discuss the millage rate as to how much the assessment amount is going to be for the coming fiscal year, and whether the Council wants to give raises to General Fund employees. He further stated he met with Administrator Drago and all the Department Heads and discussed each of their budgets. Right now, with no salary increases there is a balanced budget. He also stated, the Department Heads, after discussion and deliberations, have a realistic operating budget to present to the Council. Mayor Kirk commented that he felt we are in a unique position since we are dealing with the Public's money, but the cost of living has increased and we cannot continue to ask people to do a job and not give some type of a raise. He then opened the floor for recommendations and discussion. Council discussed briefly with Administrator Drago the positions of Supervisors and Department Heads and how their pay was considered regarding overtime. The Attorney is to give the Council an answer of what Supervisory positions in the City are considered management and what Supervisory positions are considered work force relative to the legal provisions of In -State and Federal Law concerninq compensation of these position levels: whether they are entitled to overtime pay or if their salary compensates for the time worked. There was a lengthy discussion among Council and Administrator Drago concerning the amount of funds that would be generated if the Council decided to raise the millage rate to 5.00 or 4.58 (current millage rate is 4.15). Council also discussed the Training Officer position that was presented to them at the July 20, 1993 meeting. Council instructed the Administrator to prepare four spreadsheets showing the amount of funds that could be generated from ad valorem taxes for the General Fund salaries calculated upon the following millage rates: 5.00 with Training Officer, 5.00 without Training Officer, 4.58 with Training Officer, 4.58 without Training Officer. The current salary schedule program will continue that has been in place for the past four years. Mayor Kirk suggested those employees who have been "red circled" and have not received a raise in the past seven years should also be looked at. 150 August 10, 1993 - Budget Workshop - Page 3 of 3 AGENDA COUNCILMEMBERS DISCUSSION ILY N A C. ADJOURNMENT Mayor Kirk: NOTICE IS HEREBY GIVEN THAT IS ANY PERSON SHOULD DECIDE TO APPEAL ANY DECISION MADE AT THIS MEETING OF THE CITY COUNCIL, SUCH PERSON WILL NEED TO INSURE THAT A VERBATIM RECORD OF THE PROCEED IS MADE WHICH INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS BASED,,--) Ja E. Kirk, MAYOR ATTEST: Councilmember O'Connor also suggested another alternative would be to transfer monies from the Public Utilities, which is an enterprise fund. Council discussed this issue at length and Mayor Kirk asked the Administrator to also give figures on the spread sheets showing the use of funds from Public Utilities as suggested by Councilmember O'Connor and discussed, ($219,000.00) Mayor Kirk also commented that if the City is moving into a direction to add the position of a Planner in the Utilities Department, Council also needs to keep in mind the City might have to take the Building and Zoning Department back. Council also discussed the positions of Director and Assistant Director of Public Utilities and where we stood on filling the Directors position. A meeting between the Mayor, Administrator and Personnel Director has not been called. Mayor Kirk suggested, one way to handle these positions is to bring in the Director as the Assistant Director, leaving Administrator Drago as the Director until the Council is satisfied the person (Assistant) can handle the job as Director. This might help prevent what happened last time from happening again. A total budget workshop will be scheduled later in August regarding the millage, operating budgets and salaries. There being no further items for discussion, Mayor Kirk adjourned the workshop at 6:35 p.m. Bonnie S.
