Mayor Kirk commented, Councilmember Walker and his wife are celebrating their
42nd Wedding Anniversary tonight and extended a congratulations to them both.

'AN ORDINANCE OF THE CITY OF OKEECHOBEE, FLORIDA, AMENDING THE CITY OF
OKEECHOBEE COMPREHENSIVE PLAN, ORDINANCE 635, AS AMENDED, BY REVISING
THE FUTURE LAND USE MAP; PROVIDING FOR INCLUSION OF ORDINANCE AND REVISED
FUTURE LAND USE MAP IN THE COMPREHENSIVE PLAN; PROVIDING FOR SEVERABILITY;
PROVIDING FOR AN EFFECTIVE DATE'
Councilmember Entry made a motion to approve the first reading of Ordinance
No. 661; seconded by Councilmember O'Connor.
Administrator Drago explained the next meeting on July 6th is the Public Hearing
for this ordinance. Attorney Morrell has broken down the applications into two
groups. The first group covers applications one through twenty-four and will be
classified as errors in the Future Land Use Map; and will be bundled together.
However, there are six applications that the Council will have to deal with
individually one by one. The applicant will be able to address the Council at that
time to explain why they want the Future Land Use changed.
The agenda will be structured as stated so, at that time the Council then can
either vote to accept the change on an individual basis or deny it. If the Council
denies an application, Council will then move to amend the ordinance to delete
that application.

2. Motion to appoint Mr. David Stuart as a new Water
Plant Operator - City Administrator.
Councilmember O'Connor made a motion to appoint Mr. David Stuart as a new Water
Plant Operator; seconded by Councilmember Entry.
Councilmember Entry asked if Mr. Stuart had a "Class C" operators license? Water Plant
Supervisor Clyde Long answered no, he did not. Mr. Long continued further answering
Councils questions that it will be fourteen months before Mr. Stuart can take the test for
his license; the same as is required for the wastewater treatment plant operators.

3. Motion to approve a partial pay request to Butler Councilmember Entry made a motion to approve a partial pay request to Butler
Construction Company in the amount of Construction Company in the amount of one hundred thirty-one thousand, two hundred
$131,243.80 - City Administrator (Exhibit 2). 1 forty-three dollars, eighty cents ($131,243.80); seconded by Councilmember O'Connor.
Administrator Drago answered Council's questions, that yes they are on schedule, this is
their first draw and we are holding back the customary ten percent.

4. Motion to approve a Continuing Professional
Councilmember O'Connor made a motion to approve a Continuing Professional Services
Services Contract between the City and Lawson,
Contract between the City and Lawson, Noble and Associates, Inc.; seconded by
Noble and Associates, Inc. - City Administrator
Councilmember Entry.
(Exhibit 3).
Administrator Drago answered Council's questions, that the differences in this contract
compared to the other continuing services contracts is, one the rate structure, they did
not charge for reimbursable expenses and the compensation is only based on their
hourly rate; and also in the sub -consultant section, they do not receive the customary
five percent increase for administrative handling. The sub -consultant section concerning
the City approving any sub -consultant is the same as in the other contracts. This was
the number one ranked firm. And they will start as soon as the Council passes the
contract.

5. Discuss the Church Welcome Sign - City
Administrator Drago explained to the Council that across from the library is a large fence
Administrator,
and on the fence is Church names and addresses. It was brought to his attention by
Public Works Director Elders, that the sign is starting to fall apart, is leaning and
becoming more top heavy. There are more churches that want to get on the sign, but
we do not have the room for anymore names and addresses.
After looking at the sign and the general area; we recommend to the Council that that
Church sign be relocated and a new sign erected right opposite City Hall at the corner
where the swimming pool sits. There is a vacant rectangular piece of property that the
City owns.

5. Church Welcome Sign continued.
The sign would basically be six feet high, fourteen feet long. It would be a decal
system, so that as Churches come and go we can peel the decal off and put new ones
on. And there would also be a separate "wing" sign in the area for the Service Clubs
and the City would landscape around it.
Councilmember Entry asked if the money was in the budget to do this?
Administrator Drago explained the money would come from the beautification fund. He
continued answering Councils' questions that it would not cost the taxpayers any money.
Should the Council ever decide to do something with the parks, the sign would not have
to be relocated again. The service clubs he mentioned would be types like the Elks,
Moose, American Legion, Real Life Children's Ranch, Eagles, Lions, Rotary and Kiwanis.
The estimate for the main sign for the Churches will cost approximately $4,000.00 and
the wing sign $900.00. The plywood will be the marine grade density, the same
plywood that is use on the entrance signs that say "Welcome to Okeechobee", it is
suppose to be the best you can get to withstand the weather.
Councilmember O'Connor made a motion to approve Administrator Drago's
recommendation on both signs • seconded by Councilmember Entrv.

6. Discuss cabinets for the Lab at the Surface Water
Treatment Plant - City Administrator.
Administrator Drago informed the Council that back in August or September of last year
we were going through some modification work at the Surface Water Treatment Plant,
adding some offices and doing some expansion of the lab. At that time the Council
indicated that any time City Staff wanted to buy furniture that the City Council wanted to
approve it. The upstairs of the building now is nearing completion and it is time to have
cabinets built with counter tops for the one lab space. And then the existing lab space,
the cabinets will be spray painted and new counter tops installed. Also four lab chairs
are needed. The estimated cost of all that together is about $7,000.00. The money is in
the budget. With the Councils approval we will proceed with the completion of the
modification work.
Council held a brief discussion concerning the City Administrator's authority to spend up
to $7,500.00 without the Council approval and past discussions concerning purchases of
furniture.
Councilmember O'Connor made a motion to approve the City Administrator's
recommendation to continue with the modification work for cabinets at the Surface Water
Treatment Plant: seconded by Councilmember Entry.

WHEREAS, the City Council of the City of Okeechobee recognizes
the need to plan for orderly growth and development, and
WHEREAS, the City Council ad.cpted the City of Okeechobee
Comprehensive Plan, Ordinance 635 on March 19, 1991, and subsequent
amendments, and
WHEREAS, Chapter 163, Florida Statutes, and Chapter 9J-5,
Florida Administrative Code, provide for the amendment of the
Comprehensive Plan.
