Mr. Jere Northrup of Bion Technologies, appeared before the Council with a revised
(Exhibit 5).
proposal for an expansion of the wastewater treatment plant.
The $2.6 million project to expand to a 1.3 million gallons per day proposal is split in
four phases.
A lengthy discussion was held among Council, Engineer Dan Willard and Mr. Northrup.
Councilmember O'Connor moved to have Bion complete a formal application with plans
to see if DER will approve, at their (Bion's) expense; and have Knepper and Willard
begin to design the wastewater treatment plant expansion based on permittable
technology; seconded by Councilmember Watford for discussion.
Councilmember O'Connor explained his reason for the dual approach is the City cannot
fall further behind on our time table and Bion's approach is untested.
Discussion ensued. Councilmember Watford withdrew his second to the motion.

6. Bion continued.
Mayor Kirk commented he had no idea which way is best, (Bion or Knepper and Willard).
His concerns with Bion are when they presented their first proposal it appeared to be a
"new concept" and now it seems to be the same approach as Knepper and Willard's.
We want the cheapest route possible.
Councilmember Watford stated he felt the burden is on Bion to make us change our
minds.
Also appearing for Bion was Engineer Gene Shriner. Upon Council's instruction,
Attorney Cook is to research whether their is a conflict concerning Mr. Shrinner
representing Bion and the County.
Council instructed Administrator Drago, Engineer Bill Reese and/or Engineer Terry
Knepper attend the DER meeting with Bion.
Council also requested the Agricultural Use Permit Application be on the next agenda.

any additional expense incurred in long distance phor a charges; certified mail expense, recording
charge, or any such other reasonable administrative a pense incurred in processing the complaint,
which excludes the salary of the Code Enforcement Officer or City employees, regardless of whether
the violator should come into compliance with the cited ordinance or code prior to the public hearing
on the violation.
Sec. 2-20. Effect of no Violation.
In the event any alleged violator should appear or contest the violation through the Code
Enforcement Officer, or before the Code Enforcement Board, and the board finds as a matter of fact

Dear Mr. Drago:
We have reviewed the bid tabulation for the bidders on the

project. Also, enclosed is a copy of
Overall, the references were positive. Two negative items entioned were the lack of public relations with
residents in areas of construction and a need for more supervision. Even with these items, each of the
references stated that they would accept this Contractor for other work. We will address these concerns at
the Pre -Construction Conference.
In summary, we find no justification for not awarding the
amount of $50,163.10.
If you have any questions, please do not hesitate to call.

13. OTHER REMARKS
A. They have been in business quite a while.
B. Very professional. Palm Beach County has an annual contract with them which the Cities can
use to get work performed (a mutual aid program), Greenacres uses them from this contract.
They follow the technical spec fications and don't short change.
C. Good to work with. They were slow to provide the safety requirements for the job; however, they
found a subcontractor to do this and safety was no longer a concern. ( FDOT roadway traffic
requirements would have been necessary. )
D. Pretty much on schedule, except when Owner held them up. They responded to the one-year
maintenance inspection on the landscaping with no problem. They are not a real big company.
Their concrete work is good, high quality. Their finish work is excellent. Final clean-up took a
little prodding to get completed,

WASTEWATER TRE7 PLANT UPGRADE
This proposal supersceeds and eplaces the proposal Bion
Technologies, Inc. submitted to t e Okeechobee City Council on
January 5, 1993.
After detailed review of the existi g plant and surrounding site,
and consultation with various regulatory agencies, Bion submitts
that the best"course for the City t present is to do a limited
upgrade of the existing system to.0 9 MGD.
The best available technical informs ion which is acceptable to the
regulatory agencies indicates that here are severe problems with
extra water storage at the existin site, and what will happen
during prolonged and unusual wet eather conditions. Finding
additional off site users to dispo a of reclaimed water through
~4titr irrigation probably will not adequately address these concerns for
treatment capacities over 0.9 MGD.

Process Operation
By running the conventional active ed sludge system with a high
MLSS concentration, excess air, a d good mixing throughout the
aeration basin a mixed liquor bi mass with a low SVI can be
maintained. This will provide a dense biological floc with a
preponderance of zoogleal forms nd a minimum of filamentous
structures. The result will be a r pidly settling sludge, even at
high hydraulic loadings in relative y small clarifiers.
The classical problem with this ty a of operational made is that
it tends to produce pin floc in the clarifier effluent, making it
difficult to consistently meet suspended solids effluent
requirements. This problem is reso ved in the proposed system by
adding a polishing ecoreactor which ill effectively filter out the
pin floc and provide additional nut ient removal.

The cells in the solids ecoreactor will be operated with very
shallow water depths and the vegetation will be managed to prevent
species with root systems which might reach the liner. By
40) continually flowing oxygenated water over the cells odor should be
prevented. Also the shallow water depth, short dense vegetation,
and the absence of pools will make this an unattractive habitat for
alligators, thus eliminating the concern that they might damage
the liner.
Phase III: Resolving the Effluent Disposal Question
One of the principal regulatory -'concerns involving the expansion
of the wastewater treatment plant at the current site is the
question of effluent disposal`thro0h reclaimed water reuse. The
critical issue here is not:the..,ulti ate :fate of the water. There
are a number of likely .users'alo .to the plant, and so it is
reasonable to assume that ;someone'o n'be found who is willing to
take the required quantities . =- ..Ins,tad,. `the most important -' factor
is the on site storage during wet.wee then when the likely off site
users will not be able to take"``the. ater. =
Based on the technical informationi'e ailable to FDER they estimate
that the amount of water which.can, a lost from the site through
evapotranspiration is about 55''lino es per year. Since average
annual rainfall is about `48 inches per' year this leaves about 7
inches for effluent disposal. :vE$ imating the existing unlined
storage pond and the sprayfield at: 20 acres, this would dispose
of 166,000 gpd of effluent. No':sig ificant help can be obtained
f from percolation into the .grouni3 since the perimeter ditch
surrounding the site must be maintali. ed at a high water level, and
this in turn maintains a -high Ovate table under the site
