Acting Chairman Watford called the July 30, 1998 Workshop to order at 6:00 p.m.

A. Discuss the Proposed Land Development Regulations - Mayor. Acting Chairman Watford explained the purpose of this workshop was to review the proposed Land Development
Regulations with City Staff. Others present and invited to participate in the discussion included: Ken Badke and Phil
Caruana, City Building Officials; Keith Tomey, Fire Chief; Jim Weeks, City Code Enforcement Officer; Bea Castorina,
Building Department Secretary; Citizen Advisory Committee Members Hazellief, Wherrell, Nelson and Culbreth.
Items discussed are as follows:
Section 105 Application of Regulations, 2. Define "development activity" and add to definitions.
Section 131 Codes and Standards Incorporated by Reference,1, a. Delete "as adopted by Florida as the State Minimum
Building Code", this additional language is not necessary.
Section 151 City Council, 2, a, Add Design and Review Board".

IV. DISCUSSION CONTINUED.
A. Discuss the Proposed Land Development Regulations continued Section 152 Administrative Responsibility for Land Development Regulations, 1, a. Everywhere it reads "Planning
and Zoning Director" add "/Building Official. These regulations adopt the Standard Building Codes and those
Codes state the term "Building Official".
Section 155 Citizen Boards, 2. Attorney Cook needs to check the number of votes required for the Boards and
make sure there is enough voting members even if a member is present and abstains since an alternate cannot
vote except when the Chairperson has declared the alternate to be a voting member for that meeting.
Section 157 Planning Board, 1. Everywhere there are "5 members" should be changed to 7 members and 2
alternates".
Section 159 Code Enforcement Board, 1. The list of types of professional for the Membership of the Code Board is
inserted and should also be the same listing in the other citizen boards.
Section 229 Underground Utilities. Attorney Cook to research the new telecommunication laws regarding
underground utilities to assure this section is in compliance with those new laws.
Section 302 Zoning Map Established, 1. Add after Regulations, "maintained by the City Clerk's Office."
Section 307 Maximum Redevelopment Area Dwelling Unity Densities. Attorney Cook to define "substandard". The
committee was concerned about some existing structures that do not meet current codes and added this section.
Section 322 Special Exception Uses. At some point migrant housing needs addressing by stating home many per
square feet and will it be allowed on main streets, would it fall under temporary or permanent and should be
addressed in multi -family.
Section 344 Mobile Home Lot and Structure Requirements. There are only mobile home park and subdivision lot
and structure requirements here. There are not any Recreational vehicle park requirements except under the
minimum area. The committee did not want Recreational vehicles allowed unless a park/subdivision had a specific
area designated area for them. There are separate requirements for recreational vehicles lots in Section 709.
Section 354 Multi -Family Lot and Structure Requirements, 1, c. Area should be 4,356 since in Section 305, 4 allow
10 density du/ac for multi -family

A. Discuss the Proposed Land Development Regulations continued. Section 372 Light Commercial Special Exception Uses, 8.Outdoor vehicles sales lot, needs stronger requirements
to mandate whether shell or asphalt is required where the vehicles are displayed. A separate City Ordinance will be
required for these requirements. Also discussed is a Special Exception is tied to the applicant or the land. This
needs to be addressed again and determined.
Section 381 Heavy Commercial Permitted Uses. Move 12, Outdoor vehicle sales lot to special exception uses.
Section 390 Central Business Zoning District Regulations. Attorney Cook to research the Zoning Overlay for the
Central Business Zoning District Regulations
Section 391 Central Business Permitted uses, 2, Retail service, /retail store including outdoor display of
merchandise. Attorney Cook to check this against the new beautification ordinance.
Section 391 Central Business Permitted uses, 9 Outdoor vehicle sales lot moved to special exception uses.
Section 292 Central Business Special Exception Uses, 10 One dwelling unit per commercial building, not exceeding
2 bedrooms or 800 square feet Chief Tomey to research codes to make sure it does not stated only the only can
be a resident. The Committee wanted to also allow an employee or relative for security reasons.
Section 401 Industrial Permitted Uses, 8 Outdoor vehicle sales lot moved to special exception uses.
Section 452 Modification of Parking and Loading Space Requirements,1, add "d" Central Business District.
Section 462 Parking Space Size. Delete sized and insert "as defined by State Handicap Code" since it changes
frequently.
Section 514 Prohibited Plants. A letter to amendments was discussed from Florida Power and Light, decision was
not to implement the request since it was to stringent.
Section 655 Antenna,1. Additional conditions may be imposed for this and addressed again.
Section 825 Structures,1. Add "minimum crown of road or 100 year 3 day event, which ever is highest."
Section 902 Utility Design Standards. Moved 3 a up as "F under 2. Define "development".

made by the City Council with respect to any matter considered at this proceeding, such interested
person will need a record of the proceedings, and for such purpose may need to ensure a verbatim
record of the proceedings is made, which record includes the testimony and evidence upon which
the appeal is to be based. City Clerk tapes are for the sole purpose of backup for official records of
the Clerk.

Section 921 Stormwater Management Requirements, 2 Add "e " Minimum crown of road or 100 year, 3 day event which
ever is highest.
Schedule of Land Development Regulation Fees and Charges. Plug in the current fees and Council can modify from
there. Make sure Special Exception and Variance Fees are reviewed closely.
Council asked what the next step was, Attorney Cook advised to make the changes requested tonight, he also had other
areas to review on it and hold the public hearings for adoption. Council asked if all could be done and ready for the next
Council Meeting, Attorney Cook advised he could have it ready for them.
