A. Discuss the Streetscape portion of the Community
Development block Grant, Downtown Renovation with
Genesis Group - City Administrator.
Mayor Kirk called the March 3, 1998 City Council Workshop to order at 4:00 p.m,

Mr. Steve Soboraski with Genesis Group introduced himself to the Mayor and Council and stated the issues of the landscaping
plan will now be discussed. Costfactors are still notavailable butthey will be presented at a later date. The revised plan is to focus
primarily on South Park Street and some side street. The first thing that has to be addressed is bringing the store fronts into
compliance with the Americans Disability Act (ADA). There are five or six store fronts, an estimated cost of fifty thousand dollars
should cover the ramps to be installed. The next priority is to try to install lighting along the entire eight blocks of South Park Street.
The idea is that in the area where the concrete is torn up to install the electrical for the lights, just that area will be replaced with
the pavers. At a later date we can do the rest of the sidewalk. Then we will address the corner islands with landscaping. We may
then do the center islands if Council wants to. The idea is that by leaving the center islands until last, by the time they are installed,
additional off-street parking areas will be purchased and in use and the alleyways utilized better.
In that basic order, the contractor will do as much as possible with available funds. The City can then apply for additional grants
until the entire downtown area is completed. Following a brief discussion between the Council, Bill Isle (downtown business
owner), Economic Council Director Jim Smith and City Staff, Council instructed Mr. Soboraski to continue with the plans discussed
today and that his presentation was what the Council was looking for. Once the cost factors are in, the revised plans are to be
brought back to the Council by Mr. Soboraski for final approval.
