C. Discuss Fire Service.
County Administrator Long began by stating the purpose of this workshop is to discuss
areas of mutual concern for a Fire District Service; the costs to establish a Fire District
Service; and whether or not the City wants to participate in a study to establish a Fire
District Service; and if so to what extent.
Mr. Long continued by answering various questions from both the Council and
Commission. The purpose of this study will be to determine the feasibility of having a
county -wide Fire District Service paid for with a fire assessment from the tax payers
county -wide. The County is eight hundred square miles with two manned fire stations
and one unmanned fire station. The City is four square miles with one manned fire
station. The level of service can be increased for the citizens of Okeechobee (City and
County alike). The taxpayers are unhappy with the present fire service tax. A study of this
nature cost an estimated forty thousand dollars ($40,000.00) and will take approximately
six months to complete. By establishing a Fire District the County and City each could
service more square miles of Okeechobee County. The revenue to fund the service
would come from a fire assessment paid for by the taxpayers county -wide.
The City Council advised the County Commission that they would be interested in
participating in the Fire District Service study and looking at the options that could be
used to establish a Fire District with the County. However, they questioned whether the
gas tax revenue sharing issue is being resolved between the two parities. Council
indicated that problem should be resolved before trying to enter into an agreement with
the County for the Fire District Service. The Council also wanted to make sure it was
clear that they were not interested in consolidating the fire departments but will consider
expanding its services through a Fire District as discussed. Administrator Long advised
the County Staff will calculate the total cost of the Fire District Service Study and will
break out separately figures showing the estimated share of that cost to each entity.
