C. Hear from Robert Fennigen of Genesis Group on the
Downtown Revitalization Grant.
Mayor Kirk called the workshop to order on December 3, 1996 at 8:03 p.m.

Mr. Fennigen of Genesis Group, the engineers for the Downtown Renovation Project
Grant, addressed the Council advising them of the progress made with the project to date
and presenting an outline and time frame for continuing the project.
Mr. Fennigen explained he met with the property owners on October 14, 1996 and
rendered drawings for them to look at and make any changes. The owners wanted more
color on the canopy's and he took the drawings back and the new color scheme was
agreed upon by all property owners present at the meeting held earlier tonight. They
have decided on a "village concept" with signage on the canopy's. Some can be lighted
depending on electrical availability. If an owner wants to add their electrical at their cost
they can.

Downtown Revitalization Grant. same time the street scape upgrades are done. There will be street lighting, banners for
the light poles, colorized pavers in the sidewalks, trees added and handicap access has
to be looked at closely.
Council Member O'Connor asked how many owners attended the meeting. Mr. Fennigen
responded twelve or thirteen, about the same ones that were at the October 14th
meeting. Council Member Oliver was at the meeting and also reiterated that he did not
hear anything negative from the owners present concerning the proposed plans.
Council Member Watford asked what was next phase and if the grant monies were there
to cover this plan. Mr. Fennigen advised the next phase is the Design Development
Phase, they will be able to get a handle of the cost. The next phase will then be the
Construction Document Phase. At this point they will know if there is enough grant
money and if there isn't they will scale back on some of the items. Approximately seven
months until construction can begin.
Council Member Watford was also concerned with the upkeep and maintenance. Mr.
Fennigen stated the owners understood it would be at their expense to keep the their
stores looking good and the maintenance. The main concern was the maintenance of the
canopy's and assured them he would research all materials and probably go with a mylar
material rather than canvass for the canopy's.
Council Member Watford then asked about company logo's. Mr. Fennigen responded
that he did not see that as a problem but the owners would be limited to the amount of
logo's they could put on the canopy. They could also have a separate sign from the
canopy as long as it was kept to a minimum. The owners also understand some of their
signs will have to come down at their expense.
Administrator Drago also suggested to the Council that a section be added in the
proposed Land Development Regulations concerning the downtown area so that future
development will have to have to same village concept. Council agreed.

Council also discussed briefly that this project does not address the parks. A master plar
is being done and property that will be best suited for parking will be identified. The City
will have to look at prices and either purchase vacant property in the area or lease it for
off street parking. Utilities were also discussed (electric, water and wastewater) and
making it look better in the alley's behind the businesses.
Council Member Watford commented he was glad to see the project get this far. Time
is of the essence more now than before. He thanked the property owners for their work
of what they have also put into this. He then stated he wanted to give his suggestion
again that they saw at the GLOTA workshop to obtain property between North Park
Street and the County Court House to make a °T Park" and include the Courthouse. And
using the land after the last park to the West, that he thought was part of the (FLAGLER
) Parks to make into a library which would tie everything together.
There being no further discussion, Mayor Kirk advised Mr. Fennigen to continue with the
project. Mr. Fennigen also advised that the drawings will be left at City Hall for any
property owners and business owners who could not attend to come up and look at them.
Mayor Kirk adjourned the workshop at 8:47 p.m.
