Ziegler and Karen Hanawalt, Coordinator for South Florida Child Passenger Safety Program: WHEREAS, disregarding traffic control devices is a leading cause of urban crashes representing 22 percent of the total number of crashes according to information from the Insurance Institute for Highway Safety and has an estimated economic impact of $7 billion based on data from the U.S. Department of Transportation; and WHEREAS, red light running costs in the State of Florida for 1998 are estimated at $442 million economic loss which include medical costs, time off work, insurance hikes, property damage, and so forth; and WHEREAS, red light running violations (FSS 316.074 or 316.075) in the state for 1998 resulted in 10,155 crashes causing 14,810 personal injuries; and WHEREAS, those 10,155 crashes were also responsible for 137 fatalities in the state; and JANUARY 4, 2000 -REGULAR MEETING PAGE 2 OF 10 - : 815 IV. Motion to dispense with the reading and approve the Summary of Council Action for the December 7, 1999 Regular Meeting. VI. WARRANT REGISTER - City Administrator. A. Motion to approve the NoverM* 1999 Warrant Register in the amounts, General Fund $319, 212.77 and Public Facility Improvement Fund $7,680.76. WHEREAS, stopping red light running and its economic and personal losses is totally within the control of drivers; and WHEREAS, the Florida Community Traffic Safety Team (CTST) Coalition declares its support of the national STOP RED LIGHT RUNNING campaign sponsored by the Federal Highway Administration; and WHEREAS, the Florida CTST Coalition will support a STOP! RED LIGHT RUNNING WEEK with statewide selective enforcement of red light running violation in an effort to create public awareness of the hazards of traffic crashes. NOW, THEREFORE, I, James E. Kirk, by virtue of the authority vested in me as Mayor of the City of Okeechobee, do hereby proclaim January 9-15, 2000 as "STOPI RED LIGHT RUNNING WEEK" in the City of Okeechobee and urge all residents to recognize this event pledging to approach intersections with due caution and to stop for red light signals. Corporal Ziegler and Ms. Hanawalt thanked the Council for their support in this program to create awareness of the danger of running red lights. C. 2. c) Vote on motion. CLOSE PUBLIC HEARING - Mayor. IX. NEW BUSINESS. ITEM ADDED TO THE AGENDA: Discuss the Public Works Director Position and conversations with Dennis Horton. There was a brief discussion among the Council, the vote was as follows: VOTE KIRK - YEA CHANDLER -YEA MARKHAM - YEA OLIVER - YEA WATFORD - YEA MOTION CARRIED. Mayor Kirk closed the Public Hearing at 6:20 p.m. City Clerk/Interim Administrator Thomas advised the Council of conversations she had with Mr. Dennis Horton regarding whether he would or would not accept the Council's offer to take the position of the City's Public Works Director. Mr. Horton requested a letter of guarantee from the Council stating they would not terminate his employment with the City if his house was not sold by the end of twelve months. Mrs. Thomas advised she explained to Mr. Horton that the Council was willing to work with him and that as long as he can show he was actively trying to sell his home through reports from Realtors showing that his house is listed for sale in Ft. Pierce there would not be any problems. Mr. Horton is reluctant to take the position unless the City's residency policy is left open ended. She recommended the Council re -advertise the position. Council Member Oliver moved to withdraw the employment offer to Dennis Horton for the Public Works Director position; seconded by Council Member Chandler. Attorney Cook advised the motion should also instruct Mrs. Thomas to re -advertise the position. Motion and second was withdrawn from the floor. Council Member Oliver moved to withdraw the employment offer to Dennis Horton for the Public Works Director position and authorize Clerk Thomas to re -advertise the position; seconded by Council Member Chandler. Discuss the new Police Department Building - Police Chief and Following a presentation by Mr. Gene Schriner, President of Craig A. Smith and Associates and discussion between Craig A. Smith and Associates (Architect). Council, Mr. Schriner and City Staff, Council Member Oliver moved to enter into the agreement with Craig A. Smith and Associates for Phase I - Preliminary Engineer/Architectuial Report for the Police and Fire Building Renovations in the amount of seventeen thousand, five hundred dollars ($17,500.00); seconded by Council Member Chandler. This phase will provide the City with preliminary drawings and renderings of the proposed renovations. A structural assessment will be conducted on both the existing buildings. The assessment will investigate structural integrity and visual signs of distress or deterioration, evaluate beams and columns for removal of 6" interior stud wall, wind analysis and provide costs of renovation. Proposed site plans will be developed indicating the proposed improvements. A final report will be prepared providing estimates of probable construction costs and all findings. Council Member Watford moved to amend the motion to delete the Colored Rendering decreasing the cost by eleven hundred dollars ($1,100.00); seconded by Council Member Markham. Motion to adopt proposed Resolution No. 00-1 adopting the Local Item was wit:idrawn from the agenda. Mitigation Strategy Report - Council Member Markham - (Exhibit 5). D. Discuss Okeechobee Main Street - Council Member Watford. Council Member Watford serve's as the City's representative to the Main Street Board. The organization hit a stumbling block regarding a historical district issue and subsequently the Executive Director took a leave of absence. The Board has met again and wanted to know the City Council's position regarding this organization. Mr. Watford stated he was still very much in favor of the Main Street concept and that it had tremendous potential. Mayor Kirk, Council Members Markham, Chandler and Oliver all voiced their support of the Main Street organization, and hoped they would start back up again, they also agreed that there was tremendous potential in the Okeechobee Community for this program to work. E. Discuss City Street Intersections, South Parrott Avenue - Council Council Member Watford explained it has come to his attention that there are at least two dangerous outlets feeding Member Watford. off the East side of Parrott Avenue. One is Southeast 17" Street, leading into the Farm Store and Video King. The other is the drive leading into the Town Center Apartments. He would like to find some way to cut angles at those places or look into what can be done to make them safer. Council agreed those were issues that needed to be taken care of and instructed Interim Administrator Thomas to contact the Department of Transportation and see what could be done. F. Discuss Grant Application Timetable - Council Member Chandler. Council Member Chandler advised that it is in the budget to hire Mr. Dale Milita to work for the City in obtaining grants, etc. Mr. Milita was present and responded to Council's questions after which Council requested Mr. Milita forward a copy of a proposed contract and they would consider it at the January 18, 2000 meeting. G. Discuss Interim City Administrator - Council Member Chandler. Council Member Chandler stated he wanted to thank Clerk Thomas for filling in as the City Administrator, she is doing a fantastic job, she has really dug in and accomplished issues. Mrs. Thomas thanked the Council and commented she was pleased to serve in this capacity for the Council. X. NEW BUSINESS CONTINUED. H. WHEREAS, disregarding traffic control devices is a leading cause of urban crashes representing 22 percent of the total number of crashes according to information from the Insurance Institute for Highway Safety and has ,an estimated economic impact of $7 billion based on data from the U.S. Department of Transportation; and iWHEREAS, red light running costs in the State of Florida for 1998 are estimated at $442 million economic loss ;which include medical costs, time off work, insurance hikes, property damage, and so forth; and WHEREAS, ,red light running violations (FSS 316.074 or 316.075) in the state for 1998 resulted in 10,155 crashes causing 14,810 personal injuries; and WHEREAS, those 10,155 crashes were also responsible for 137 fatalities in the !state; and WHEREAS, stopping red light running and its economic and personal losses is totally within the control of drivers; and WHEREAS, the Florida Community Traffic Safety Team (CTST) Coalition declares its support of the national STOP RED LIGHT RUNNING campaign sponsored by the Federal Highway :Administration; and WHEREAS, the Florida CTST Coalition will support a STOP! RED LIGHT RUNNING WEEK with statewide selective enforcement of red light running violation in an effort to create public awareness of the hazards of traffic crashes. NOW, THEREFORE, 1, James E. WHEREAS the City of Okeechobee Florida recognizes that changing community values and personal choice in conduct may require revision to the codes from time to time; and WHEREAS that section of Chapter 3 of the code of ordinances which prohibits dancing in bars has caused confusion, is regularly ignored by the public; and is virtually incapable of enforcement; and WHEREAS amending said ordinance can be accomplished to protect the moral values and standards which exist in this community, yet also provide for relief for local business owners; NOW THEREFORE be it ordained by the City of Okeechobee, Florida, as follows; Section One. (a) Any permitted business establishment located in the City of Okeechobee, Florida may promote, conduct or permit dancing in bars or places that are lawfully licensed to sell alcoholic beverages, by its patrons, invitee's or guests at the establishment; subject to compliance with all applicable codes, ordinances, or statutes, including those regarding capacity of the establishment, fire safety, hours of operation, or other requirement protecting the health , welfare or safety of the Citizens. (b) Nothing herein shall be construed to permit any dance or conduct by patrons, guest or invitee's that would violate the provisions of Ordinance No. 720, City of Okeechobee, Florida, which ordinance prohibits public nudity or nudity associated with establishments that possess licenses to sell or serve alcoholic beverage. (a) Any permitted business establishment located in the City of Okeechobee, Florida may promote, conduct or permit the placement of pool or billiard tables in business establishments that are lawfully licensed to sell alcoholic beverages, for use and enjoyment by its patrons, invitee's or guests at the establishment; subject to compliance with all applicable codes, ordinances, or statutes, including those regarding capacity of the establishment, fire safety, hours of operation, or other requirement protecting the health , welfare or safety of the Citizens. (b) If the use of pool or billiard tables is made in conjunction with another business on the same premises, such as, but not limited to, bar, restaurant or other business, the owner or operator of such establishment must obtain a separate license for such use, under the provisions of chapter 10, code of ordinances. I contacted George Long, County Administrator, and he had no knowledge of the program but requested a copy of the information we had so that he could distribute it to the County Commissioners for their information. This amount is somewhat less than last years donations, but we are in hopes to receive more donations before the season is over. CHRISTMAS 3. Thanks to Mayor and Mrs. Kirk for hosting the employee Christmas Party this year. A total of 63 employees and family members attended. By all accounts, everyone had a wonderful time and are looking forward to next years party 4. She brought me copies of several information sheets on GRANTS various grants, come by my office and see whether or not there are any you would be interested in applying for City. 3. The Police Department just applied for an Equipment Grant for new computers (this is a 10% matching grant). 4. The Police Department is waiting to hear from the State regarding a grant for 4 cameras to be mounted in the cars. 1. Successfully completed training classes on December 2, 3 and 4 for the new rescue tool. FIRE DEPARTMENT 2. The Santa Clause through the City on December 21, 22 and 23 was accomplished and well received by everyone. 3.
