NEW BUSINESS. H. Discuss Cellular Tower Ordinance - Council Member Watford. Council Member Watford addressed the Council regarding an application for variance that is scheduled before the Board of Adjustment on Tuesday, November 23, 1999. This variance is to increase the height of a cellular tower that is being proposed for 319 B Northwest 8`h Street (Block 58, East Y2 of Lots 15 and 16, City of Okeechobee). At the October 5, 1999 City Council Meeting the Council voted unanimously to deny a request from Nextell to construct a cellular tower on City property. The Council has instructed Staff to begin the process of obtaining information to draft an ordinance for the City to adopt regulations on cellular and telephone towers within the City. Council Member Watford wanted to know what could be done to put this variance application on hold until the City Land Development Regulations could be amended to specifically address these types of towers. Attorney Cook advised the Council could enact a moratorium on granting any permits of this type. He also added that by allowing any applications regarding towers to be approved until regulations were adopted by the City, would set a precedence of how the city ordinance would have to be written. Discussion ensued. Council instructed Attorney Cook to draft an emergency ordinance imposing a moratorium on cellular tower applications and hold the meeting on November 17, 1999 at 12 o'clock noon. Discuss Firefighter Ropee Sanders Sick Leave Request - Fire Firefighter Ropee Sanders was in a off -duty accident and has used all of his accrued Sick and Annual Leave. Council Member Chandler commended the Fire Department employees for helping. Council discussed this issue briefly and decided to handle these request on a case by case basis. Council Member Chandler moved to allow Keith Tomey, Billy Douglas, Jeff Baugh, Herb Smith, Phil Conroy, Glen Hodges, Alan Clark and Brian Stokes to donate one twenty-four hour shift of sick time to Ropee Sanders, if a ninth shift is necessary Keith Tomey will donate two shifts; seconded by Council Member Markham. Both in the city and in the county, the recent long spell of hot weather and bountiful raln- fall have resulted in an explosion of aquatic growth In the many finger canals that dot the landscape In Okeechobee. Lowry Homeown- ers, who live on the canals and no longer can get their boats safely in and out of the water- ways, are asking their city and county officials to solve the problem. On Oct. 12, Okeechobee City Councilman Lowry Markham and Okeechobee County Engi- neer Tom Masterson met with representatives from the U.S. Army Corps of Engineers In the first step toward finding a solu- Uon. However, their expla- nation of their role in the scheme of things was not a satis- factory one for Councll- m a n Markham. Jon Lane, Markham a biologist with the Corps' office In Clewiston, told the representatives the purpose of the Corps' aquatic plant management program in South Florida is to maintain noxious aquatic plants at lev- els to assure navigation of clogged through the federal water- the ways. The only plants that pose a threat to navigation are the floating plants such as water hyacinth, water lettuce and tussocks. By law, theyare not permit- ted to treat other rooted types of aquatic vegetation, Mr. Lane told Councilman Markham. Their primary responsibility covers the Okeechobee Water- way, running through Lake Okeechobee from St. Lucie to Ft. Myers and the Taylor Creek project, from the lake to the State Road 70 East bridge. Al one time, the Corps had a contract with the South Florida Water Management District, who did the actual spraying In the canals, which are offshoots of those main navigable waterways. Now, the Corps contracts with Applied Aquatic Manage- ment, Inc. and Roger Beard, canals Ir superintendent also accompanied the group on Its tour of some of the most criti- cal canals Inside the city where aquatic vegetation has all but closed off canals to boat traffic. The group looked at the canal between Southeast Sev- enth and Eighth Streets, some In the Okeechobee Estates area and the Taylor Creek sec- tion adjacent to River Bend Mobile Home Park. The also looked at a portion of Taylor Creek north of the State Road 70 bridge, where the Corps' participation ends. Mr. Masters= told Mr. Lane the problems are the same in the canals in Treasure Island and Taylor Creek Isles. The concerns of the county are the same as those of the city, so he didn't see a neces- sity of touring those areas.
