Mayor Pro-Tempore Watford called the May 18, 1999 Regular City Council Meeting to order at 6:00 p.m.

IV. PRESENTATION OF PROCLAMATION - Mayor.
A. Proclaim the month of May, 1999 as Teen Pregnancy Prevention III Mayor Pro Tem Watford read the following proclamation in it's entirety and presented it to Patty Mullins and Vicki
Month. Lamberti, representatives from the Healthy Start Coalition:
"WHEREAS, we, the citizens of the City of Okeechobee, believe that the children of this State should be bom healthy,
grow up in a safe and nurturing environment, have the full support of their mother and father, experience educational
success, achieve economic independence, and reach their fullest potential in life; and WHEREAS, teen pregnancy and
parenting increases the likelihood of low birth weight, developmental delays and disabilities, and child abuse and neglect
for the infant, and disruption of education, decreased income potential, economic dependence on welfare, and
subsequent pregnancies in the teenage years for the mother; and WHEREAS, the burden associated with teen
pregnancy and parenting is also bome by the taxpayers of Florida through increased costs in the areas of health care,
education, welfare, and juvenile crime; and WHEREAS, each year for the last ten years in the City of Okeechobee, an
average of 80 young women, ages 18 and under, gave birth; and

A. Proclaim the month of May, 1999 as Teen Pregnancy Prevention WHEREAS, the prevention of teen pregnancy should be a priority to the City of Okeechobee and should further focus

problem, building linkages between local, state and national resources, and calling its citizens to action in our
community to address this critical issue; NOW THEREFORE, I, Dowling R. Watford, Jr., by the virtue of the authority
vested in me as Mayor Pro-Tem of the City of Okeechobee, Florida, do hereby proclaim May, 1999, as TEEN
PREGNANCY PREVENTION MONTH in Okeechobee."
Mrs. Lamberti thanked the Council for the proclamation and announced the preliminary statistics for 1998 indicate that
there is a reduction for teen pregnancy and especially repeat teen pregnancies.

Council Member Markham moved to accept the General Purpose Financial Statement, period covering from October

Discussion: Council Member Watford asked what this was and Clerk Thomas explained that in the past the Council
would officially note in the record when the City had received its audit report for the previous fiscal year. It was dropped
a few years ago and the Clerk wishes to implement it again. Administrator Bradshaw agreed it was a good practice to
officially note receiving of the City's Audit Report in this manner.

VIII. NEW BUSINESS.
A. Orientation and overview of the Florida Main Street Program and Okeechobee Main Street Interim Program Manager, Mr. Fleming addressed the Council thanking them for the
Okeechobee Main Street - Tom Fleming Okeechobee Main Street opportunity to speak and for their continued support of the Main Street Program. He also thanked Administrator
Interim Program Coordinator (Exhibit 1). Bradshaw and Clerk Thomas for their continued support and assistance of their office staff.

A. Orientation and overview of the Florida Main Street Program and Mr. Fleming explained to the Council and those present that most everyone has heard about the Main Street Four Point
Okeechobee Main Street continued. Approach being: Design, Organization, Promotions and Economic Restructuring. It is a grass roots driven process, it
is an organizational home for the people in the community to deal with issues and to move forward the revitalization
of the downtown. It partners activity with local governments and other local organizations who are interested in the
downtown. He then presented a slide show of a case study, using his hometown, Delray Beach.
In his presentation he explained what revitalization of the downtown means to the community as a whole. The three
key elements to the success of the revitalization are Economic Vitality, which implements the increase of property
values rather than tax rates thereby increasing the revenue stream and the net worth of the property. Quality of Life
which covers to add and make better security or police protection, emergency services, public schools and
infrastructure. Adding lastly, Community Pride. One of the goals of Main Street is to make Okeechobee a place that
feels good, and bring tourist back again and again. Council thanked Mr. Fleming for his presentation.
Also present with Mr. Fleming was OMS President Rennae Sweda, who added that she was excited with the progress
of Main Street, she had recently visited Delray Beach and she could not get over how many people were in their
downtown. She is planning a group fora "Fun Day in Delray" and anyone wishing to go should let her know.

Council Member Oliver moved to approve the first reading of proposed Ordinance No. 729; seconded by Council
Member Markham.
Council discussed briefly that this is the same block that they recently rezoned to Industrial and that all the property,
including the alleyways are needed to develop the area.

OKEECHOBEE, FLORIDA; SUPPORTING A GRANTS-IN-AID APPLICATION SUBMITTED BY FLORIDA'S
HEARTLAND RURAL ECONOMIC DEVELOPMENT INITIATIVE (FHREDI) FOR IMPROVEMENTS TO THE PEARCE
HOMESTEAD/LOCKETT ESTATE, A HISTORICAL SITE LOCATED IN HIGHLANDS COUNTY TO PRESERVE THE
EDUCATIONAL, RECREATIONAL, CULTURAL AND CONSERVATION ACTIVITIES AND PRESERVE THE
INHERENT BEAUTY AND UNIQUE HISTORY OF THE HOMESTEAD FOR THE PUBLIC."
Discussion: Council Member Markham commented he sits on the FHREDI Board and they had requested everyone
take this resolution to their prospective board for adoption. They have obtained grants in the past which have helped
and will continue to obtain more until the homestead is completed. This master plan is for it to become a working
museum.

AN ORDINANCE CLOSING, VACATING AND ABANDONING THE
ALLEY' S OR ALLEYWAY'S LOCATED IN BLOCK 71, CITY OF
OKEECHOBEE, AS RECORDED IN PLAT BOOK 5, PAGE 5, PUBLIC
RECORDS, OKEECHOBEE COUNTY, FLORIDA; AND DIRECTING THE
CITY CLERK TO RECORD THE ORDINANCE IN THE PUBLIC RECORDS

COUNTY, FLORIDA; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City has received an application for the closing of certain streets or alleys as
described in this ordinance; and
WHEREAS, a review of such application reveals that it is in the best interest of the citizens of the
City of Okeechobee as a whole to grant said application; and
WHEREAS, the granting of the application will serve a legitimate public interest and is a proper
exercise of the municipal authority of the City of Okeechobee as a discretionary function;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
OKEECHOBEE, FLORIDA, AS FOLLOWS:
SECTION ONE. The alleys or alleyways described hereafter is hereby closed, vacated and
abandoned by the City of Okeechobee, Florida to -wit:
A 15 foot wide alley in Block 71, City of Okeechobee, as recorded in Plat Book
5, Page 5, Public Records, Okeechobee County, Florida, more particularly
described as that alley running North to South between Lots 3 to 10; and
A 20 foot wide alley in Block 71, City of Okeechobee, as recorded in Plat Book
5, Page 5, Public Records, Okeechobee County, Florida, more particularly
described as that alley running East to West between Lots 1, 2, 3, 10, 11 and 12
inclusive.
SECTION TWO. The City Clerk shall cause a certified copy of the ordinance to be recorded in the
public records of Okeechobee County, Florida.
SECTION THREE. This ordinance shall be set for final public hearing the 15`h of June, 1999, and
shall take effect immediately upon its adoption.

SUPPORTING A GRANTS-IN-AID APPLICATION SUBMITTED BY
FLORIDA'S HEARTLAND RURAL ECONOMIC DEVELOPMENT
INITIATIVE (FHREDI) FOR IMPROVEMENTS TO THE PEARCE
HOMESTEAD/LOCKETT ESTATE, A HISTORICAL SITE LOCATED IN
HIGHLANDS COUNTY TO PRESERVE THE EDUCATIONAL,
RECREATIONAL, CULTURAL AND CONSERVATION ACTIVITIES AND
PRESERVE THE INHERENT BEAUTY AND UNIQUE HISTORY OF THE
HOMESTEAD FOR THE PUBLIC.
WHEREAS, FHREDI has the responsibility of project development and management
of the Pearce Homestead/Lockett Estate, a historical site located in Highlands
County; and
WHEREAS, a Historic Preservation Plan has been produced by Janus Research
which includes the Historic Resources and Evaluation -Structural Analysis; and
WHEREAS, it has been determined that the Pearce Homestead, the main house and
auxiliary building, the family cemetery, and the Ft. Basinger school, are all
eligible for listing in the National Register of Historic Places; and
WHEREAS, the evaluation of present conditions reveals major current and
foreseeable threats requiring major rehabilitation to provide for the overall
preservation of the property's cultural resources; and
WHEREAS, FHREDI desires to maintain the integrity of the historic and
archaeological resources; to conserve the site's natural resources; to sustain
the legacy of the Pearce family and Edna Pearce Lockett; to preserve the
educational, recreational, cultural and conservation activities and preserve the
inherent beauty and unique history of the Pearce Homestead for the public;
NOW THEREFORE BE IT RESOLVED that the City Council of the City of
Okeechobee does support and urges favorable consideration for approval of the
FHREDI Grants -In -Aid Application funding request which will provide for major
structural improvements to the historic buildings at the Pearce Homestead in
compliance with the Secretary of the Interior's Standards for Rehabilitation and
the opening of this historical site to the public for educational, recreational,
cultural and conservation activities.

Previous grant applications have been supported by the Okeechobee City Council. )Isaholie s
and Letter of Support are an important prat of our applications and are credited with our fLnding
from the Historical Preservation.
The first Historical Resources Grants -In -Aid award provided for the required AreldtectumV
Archaeological surveys and produced a Preservation Plan for the property. The second Historical
Resources Grants -In -Aid award provides for rehabilitation/stabilization work on the exterior of
the home and structures on the grounds which when completed, will permit public access for
outdoor activities.
The Preservation Plan produced by Janus Research identifies structures of historical significance
with a prioritized listing for the major restoration/preservation work and the documentation to
support our next application for Rending under a Historical Preservation Special Category grant.
Funding is being requested for the major work needed for the historical structures including the
main house, foremen's house, barn, boathouse, well house, outhouses and livestock pens, and the
Fort Basinger schoolhouse. The maximum amount, $250,000., will be requested. A Okeechobee
