Mayor announces that the purpose of this public hearing is to consider the first reading of ordinances for the proposed millage rate levy and proposed budget for fiscal year 1998-99. Present Present Chairman Watford opened the public hearing at 6:03 p.m. 585 PAGE 1 OF 5 Chairman Watford announced that the purpose of this public hearing is to consider the first reading of ordinances for the proposed millage rate levy and proposed budget for fiscal year 1998-99. B. KIRK - ABSENT CHANDLER - YES MARKHAM - YES OLIVER - YES WATFORD - YES MOTION CARRIED. c) City Attorney to read proposed Ordinance No. 718 by title only Attorney Cook read proposed Ordinance No. 718 by title only as follows: "AN ORDINANCE LEVYING A MILLAGE RATE WHICH RATE IS SET ON ALL REAL AND PERSONAL PROPERTY; PROVIDING THAT 4.9399 PER THOUSAND DOLLAR VALUATION SHALL NOT BE LEVIED ON HOMESTEAD PROPERTY; THAT 4.9399 PER THOUSAND DOLLAR VALUATION SHALL BE USED FOR GENERAL CITY PURPOSES; THAT SAID MILLAGE RATE IS 3.94% MORE THAN THE ROLL -BACK RATE COMPUTED IN ACCORDANCE WITH F.S. 200.065 (1); PROVIDING AN EFFECTIVE DATE." KIRK -ABSENT CHANDLER - YES MARKHAM - YES OLIVER - YES WATFORD - YES MOTION CARRIED. c) City Attorney to read proposed Ordinance No. 719 by title only Attorney Cook read proposed Ordinance No. 719 by title only as follows: "AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE CITY OF OKEECHOBEE, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1,1998 AND ENDING SEPTEMBER 30,1999; WHICH BUDGET SETS FORTH GENERAL FUND REVENUES OF $5,787,559. AND EXPENDITURES OF $3,062,960. LEAVING A FUND BALANCE OF $2,724,599; PUBLIC FACILITIES IMPROVEMENT FUND REVENUES OF $1,347,319. AND EXPENDITURES OF $702,100. LEAVING A FUND BALANCE OF $649,219; DEBT SERVICE REVENUES OF $249,006. AND EXPENDITURES OF $199,365. LEAVING A FUND BALANCE OF $49,641; LAw ENFORCEMENT SPECIAL FUND REVENUES OF $2,904. AND EXPENDrrURES OF $-0- LEAVING A FUND BALANCE OF $2,904; EMERGENCY AND DISASTER RELIEF REVENUES OF $482,500. AND EXPENDITURES OF $148,500. D. 2. a) Motion to approve the first reading of proposed Ordinance No. 719 Council Member Chandler moved to approve the first reading of proposed Ordinance No. 719 establishing the revenues establishing the revenues and expenditures for the General Fund and expenditures for the General Fund Budget; seconded by Council Member Markham. Budget. b) Public discussion and comment on the General Fund Budget The Council received a revised copy of the budget and memorandum from Finance Coordinator Parker outlining the following revisions: a salary increase of $7,000. and a $350. Membership fee for the Administrator. Also, $2000. for a Council Retreat. The retirement in the fire department budget was increased to equal the budgeted revenue from the insurance premium and the City share for the pension. The changes in the budget increased the expenditures over the revenues by $29,046. thereby reducing the fund balance. Also note that the fund balance was already decreased due to the budget amendment for the 1997/98 fiscal year. Attached with the memorandum is a letter from auditors, J.D. Gilbert and Company. When the City received the final monies from the State for the Community Development Block Grant, and all expenses were paid, there was a balance of $5,111. According to the Grant Administrator of Fred Fox Enterprises, this money can be retained to reimburse audit cost for the grant The auditors are requesting an addition to their current contract in the amount of $2,000. to conduct a single audit on the grant. The Council will need to approve the additional contract if this is the direction they wish to take. SEPTEMBER 10,1998 - SPECIAL MEETING - PAGE 4 OF 5 III. PUBLIC HEARING FOR THE FIRST READING OF BUDGET ORDINANCES. D. 2. b) Public discussion and comment on the General Fund Budget continued. There is also an increase of $5,000. in the Public Facility Improvement Fund for Christmas Banners. Council discussed in the budget amendment for the 1996/97 fiscal year to put this amount in and Council would consider it each budget year. In regards to the streetscape project, $5,000. is needed for additional concrete to complete the downtown project Staff recommends not setting the money outfor this because there is a possibility that the City may receive $7,000. in return on the negotiable contract agreement if the work is completed early. The City received a letter from County Administrator George Long requesting the City include in this budget the cost of paving that portion of Southwest 2"d Avenue between Southwest 15" and 16`h Streets. This is the street next to the proposed new county library. Council Member Markham suggested the Council delete four streets set out for overlaying and use that money to cover the cost of paving the portion of 2"d Avenue. Council instructed Public Works Director Elders to add this segment of 2nd Avenue to his street improvements list and bring the list before the Council for consideration prior to the bids being let. Council received a revised request from the Chamber of Commerce for $5,000. to help cover the cost of printing the City and County maps that are given to tourist, citizens and public safety officials. Kathy Scot, President of the Chamber, Kay Mullins, and Renny Berry all spoke on behalf of the Chamber for supporting the request. No action was taken on this item by the Council. County Commissioner, John Abney, addressed the Council concerning a memorandum the City Administrator had sent to the County requesting direction on several topics. He thanked the Council for their consideration to pave the street next to the new library. Concerning the Christmas Decorations, the County has set aside money and is waiting for a plan from the City on how to purchase the banners, flags, etc. The old county pool is scheduled for demolition on September 21. it will become another City park, the County does not have any plans for it The County is receptive to discussions on what to do with the old county library once they have vacated it. --4 SEPTEMBER 10,1998 - SPECIAL MEETING - PAGE 5 OF 5 Im III.
