8, 1996 at 6:08 p.m.

Dr. Jack Ware distributed Memorandum's numbered one, two and three with new
amended pages to the proposed LDR's. Dr. Ware explained that memorandum number
pertained to a fax he received from the City concerning a request from citizens on
Amateur Radio Antennas. He reviewed various other cities regulations on antennas and
found that what is proposed are minimum regulations and are generally in line with those
found in other small urban communities.

C. Discuss Land Development Regulations.
Memorandum Number Two was in response to Attorney Cook's letter to Administrator
Drago concerning his review of the proposed LDR's.
Council and Committee discussed the various boards that are to be set up to enforce and
carry out the LDR's. Following a lengthy discussion, all agreed that the same people
appointed to the Planning Board could serve also as the Board of Adjustment and
Appeals, just as the County does theirs. The Council will have to come up with guidelines
on who can serve on this board. The current City Code Enforcement Board can continue
in the current function that it does now since the LDR"s are enacted by ordinance and
the Code Enforcement Board enforces all City ordinances.
Dr. Ware advised that he reviewed the proposed definitions for compatibility to Florida
Statutes. The Council and Committee received two updated pages of definitions.
The Council and Committee then discussed whether a color scheme should be in-
corporated into the Central Business District regulations. After a lengthy discussion, it
was agreed to put the mechanism in the LDR's to have a Design Committee that the
Council "may' choose to appoint and they could follow the guidelines of the color scheme
established by the Downtown Revitalization Grant.
The Council and Committee then discussed allowing some Residential uses in
Commercial Districts. Following discussion everyone agreed to allow by Special
Exception one residential unit per business in all Commercial Districts except
Professional, Office (CPO) and that it would be considered an accessory use. This is not
to be misused and allow someone to create multi -family housing on the second floor of
their building.
Attorney Cook advised in his letter of review that these proposed LDR's meet the State's
recommendations. The next step is for the Council to meet as the Land Planning Agency
to review the LDR's. Then the City Council will hold two public hearings to adopt them.
