Citizen Advisory Committee Chairperson Hazellief called the Workshop to order on June
10, 1996 at 6:03 p.m.

C. Begin going through the proposed LDR's from the Citizen's Advisory The Council and Committee began by reviewing areas that they were to think about.
Committee (left off on page 74). Pages 73 and 74, Nuisance Regulations. Everyone agreed to Dr. Jack Ware's
recommendation that this section be deleted since it is in conflict with a current
ordinance that works very well for the City . The Council also instructed Dr. Ware to
11 submit to Attorney Cook areas where the ordinance should be updated.

C. Review the proposed changes to the City's Land Development Page 66, there was a lengthy discussion at the last workshop concerning temporary
Regulations by the Citizen Advisory Committee. structures section. Dr. Ware reviewed the City's peddler's ordinance per Council -
Committee's suggestion and rather than incorporate the ordinance into the document Dr.
Ware removed the work "Uses" from this section. This keeps it from conflicting with the
current ordinance and still addresses temporary structures for land development
regulations.
The Council and Committee then reviewed the document starting at page 75 to the end.
The following were suggested changes:
Page 80, Section 852 Standards for Residential Infill Development. Dr. Ware is to clarify
this item better in the definitions.
Page 81, Section 872 Vacation of Rights -of -Way. Reword first sentence to read:
"Applications to vacate a right-of-way may be approved upon findings by the City Council
that the following minimum requirements are met:" And, add a number five to the list "All
requirements of the City Application Process is completed."
Page 82, Section 856 Alternative Street Design, Access and Sidewalk standards. ,
"...approved by the City..." add "Council".
Committee Chairperson Hazellief asked Deputy Clerk Gamiotea for the areas the Council
had marked to go back to. Pages 9 and 10 concerning Boards, should the City have five
or seven members. Council requested five.
There was a note on Page 60 concerning signs, Council Member O'Connor asked if the
election sign laws should be incorporated. Deputy Clerk Gamiotea advised that the State
Election Laws regulate the election signs.
On the request of Okeechobee News staff writer Tv►yla Valentine the Council and
Committee discussed page 65 concerning barbed wire and similar fences. This proposed
document provides for them except on an improved residential lot. Everyone agreed to
delete the word improved so that it states prohibited on residential lots.

C. Review the proposed changes to the City's Land Development The Council and Committee discussed what the next step was to get these regulations
Regulations by the Citizen Advisory Committee. adopted. Everyone agreed for Dr. Ware to provide Attorney Cook with an updated copy
incorporating tonights amendments. Attorney Cook is to review it for conflicts with the
City's comprehensive plan and current ordinances and bring back his
findings/recommendations to a workshop in four weeks (July 8th).
Citizen Advisory Committee Chairperson Hazellief adjourned the workshop at 7:34 p.m.
