C. Begin going through the proposed LDR's from the Citizen's Advisory The City Council and Committee covered pages forty-nine to fifty-six involving sections
Committee (left off at the end of page 49). on parking, landscape and signs. Please note the following areas of discussion and
proposed amendments:
Page 49 452 Modification of Parkinq and Loading Space Requirements, No. 5. Delete
"where" and "ors. The sentence now reads "Number of parking spaces shall not be
reduced below these requirements where there is insufficient parking."

C. Review the proposed changes to the City's Land Development Page 50, 453 Reduction of Parking Space Requirements in Commercial Districts, No. 4.
t Regulations by the Citizen Advisory Committee. Following discussion it was determined that the eighty percent (80%) was a typo and
should read "In other Commercial districts the number of parking spaces shall not be
reduced by more than twenty percent (20%)."
Page 50 Insert a paragraph giving the Council power to reduce the number of paved
parking spaces under certain conditions, but never more than seventy-five percent
(75%).
Paving needs to be defined, an example, crushed rock or grass may be appropriate in
some areas. Paving does not necessarily always mean asphalt.
Page 51, there was some discussion on single family dwellings and places of public
worship but no amendments were made.
Page 53, 501 Residential Tree Planting Landscape Regulations. The first sentence
states "Following are the number of trees required to be planted:" but on page fifty-four
it states that existing native vegetation shall be preserved where feasible, and may be
used in calculations to meet these landscaping requirements. Delete "to be planted" in
the first sentence on page fifty-three so that it is not misunderstood that existing trees,
that are not listed in the prohibited plants can be used to calculate the number of trees
one must have.
There was some discussion on the eighteen square feet of landscaped area for each
required parking space, no amendments were made.
Page 54, following discussion, it was understood that landscaping regulations do not
apply to residential single family, they only apply to multi -family, residential mobile home,
all commercial districts and industrial districts.
Page 56. There was a lengthy discussion on signs, especially temporary signs and
whether or not flags such as the national, state or any of the small flags car dealerships
use to put on there cars, should be considered a sign.

C. Review the proposed changes to the City's Land Development There was a proposed amendment on Section 558 Temporary Signs on Premises, No.
Regulations by the Citizen Advisory Committee. 1 and 2. Number one change National and state flags to American and State of Florida
flags. Number two, amend to read "Institution, entrepreneurial and other national and
state flags, provided that not more than three flags may be displayed simultaneously."

City Council with respect to any matter considered at this meeting, he/she may need to insure that a
verbatim record of the proceeding is made, which record includes the testimony and evidence upon which
the appeal is to be based. A tape recording of this meeting is on file in the City Clerlfs Office.

Mayor Kirk suggested that everyone think over this and discuss it again at the next
workshop.
This concludes the discussion for this workshop. The Council and Committee discussed
when the next workshop should be held, it was decided that it would be Monday, May 6,
1996 at 6:00 p.m.
Mayor Kirk adjourned the workshop at 9:00 p.m.
