The Council and Committee began by going back over Section 273 Responsibility for
Concurrency Management System on Page 23. A new number one is to be added stating
"The Public Works Director shall coordinate with the Okeechobee Utility Authority to
maintain an inventory and records concerning current available capacity for water supply
and wastewater disposal." Number two should be reworded to delete any reference to
water or wastewater. Restructure number order.

C. Review the proposed changes to the City's Land DevelopmentIII Page 23, Section 274 Determination of Public Facilities Capacity available. Delete
Regulations by the Citizen Advisory Committee. paragraph number two.
Page 24, 275 Public Facility Level of Service Standards (LOS), Number three, the last
sentence replace °will' with "shall".
Page 27, 305 Maximum Residential Dwelling Unit Densities, Number three, Multi -Family
should be Single Family. 306 Maximum Affordable Housing Dwelling Unit Densities,
renumber one and two to two and three and add a new number one: Residential Single
Family, Code of RSF 1, Density of five, Comprehensive Plan Category is single family
residential.
Everywhere it reads "special permit" under each Zoning District Regulation for Special
Exceptions, should be changed to "special exception permit." (Pages 28, 30, 32, 34, 36,
38, 40, 42 and 44).
Add in each listing of Special Exception Uses under R.F. 1 and R.F. 2 an additional
number "Permitted uses in excess of thirty feet in height." (This amendment effects
pages 28 and 30).
Add in each listing of Special Exception Uses under RMF, CPO, CLT, CHV, CBD, IND
PUB and PUD, an additional number "Permitted use in excess of forty-five feet in height."
(This amendment effects pages 34, 36, 38, 40, 42, 44, 46 and 47).
Replace Primary use to principal uses on minimum Lot Area, Minimum Yard Re-
quirements, maximum lot Coverage by All Buildings and Maximum Height s of Structures
on R.F. 1, R.F. 2, RMH, and RMF(This amendment effects pages 29, 31, 33, and 35).
On Maximum Height of Structures for R.F. 1, R.F. 2, and CLTZoning Districts add on a
and b after the amount of footage "unless a Special Exception is granted." (This
amendment affects pages 29, 31, and 39).

In CPO and CLT and CHV Zoning Regulations, on Front minimum yard requirements
should be 20 feet "to" buildings; 10 feet "to" parking and driveway. (This amendment
affects pages 37, 39 and 41).
Page 38, Special Exception Uses, number six should be commercial indoor recreation
not outdoor.
Page 44, Industrial Zoning District Regulations, Permitted Uses, number five delete food
"products" and "or odor". Add Bulk storage of non -hazardous material. 402 Special
Exception Uses, number one is to be replaced with Manufacturing chemical or leather
products. Number Bulk storage of hazardous material and flammable liquid, number
three stays the same salvage yard, number four other industrial uses not listed, number
cafe, number six cremator number seven adult entertainment, fortune teller.
Page 47, 430 Planned Unit Development District Regulations under permitted uses add
Marina.
Page 48, in the minimum Lot Area and Yard Requirement delete "None" and leave "as
appropriate to the use."
This concludes the discussion for this workshop. The Council and Committee discussed
when the next workshop should be held, it was decided that it would be Monday, April
29, 1996 at 7: 00 p.m.
Chairperson Hazellief adjourned the workshop at 9:20 p.m.
