1996-05-20 Workshop150 CITY OF OKEECHOBEE CITY COUNCIL/CITIZEN ADVISORY COMMITTEE WORKSHOP SUMMARY OF COUNCIL ACTION A. Call Workshop to order on May 20, 1996 at 6:00 p.m. B. Mayor and Council Attendance: Mayor James E. Kirk Council Member Noel A_ Chandler Council Member Michael G. O'Connor Council Member Robert Oliver Council Member Dowling R. Begin going through the proposed LDR's from the Citizen's Advisory Committee (left off on page 66). Citizen Advisory Committee Chairperson Hazellief called the Workshop to order on May 20, 1996 at 6:05 p.m. Present (left chambers at 6:40 p.m.) Present Present Present Present (left chambers at 7:13 p.m.) Absent Present (left chambers at 7:35 p.m.) Present Present Absent Present Absent Absent Mrs. Faye Haverlock was present for the workshop and requested the Council and Committee review parking spaces on page fifty-one concerning Nursing Homes. She stated that she read an article in the Okeechobee News concerning these workshops and applied what is proposed to Okeechobee Health Care, with the proposed parking spaces required. She would need one hundred sixty-eight spaces. She has seventy-two and that has given her ample parking spaces. PAGE 1 OF 3 X X X X X ►4 X X X X X X 151 MAY 20, 1996 - LDR WORKSHOP - PAGE 2 OF 3 ;. Review the proposed changes to the City's Land Development Mrs. Haverlock further explained she contacted her architect, Mr. Wendell Hall of Bhide Regulations by the Citizen Advisory Committee. and Hall. Mr. hall advised that in his experience they find parking requirements on nursing homes to be one parking space for every 4 beds and one parking space for each staff member for the largest shift. Following further discussion between the Council, Committee and Consultant Jack Ware, all agreed to amend parking for nursing homes to one space per every four beds and one space per staff member, for the largest shift. Committee Chairperson Hazellief thanked Mrs. Havelock for her time and input on this matter. The Council and Committee covered pages sixty-six to seventy-three suggesting the following changes or notes: Page 66 Temporary Uses Temporary Uses In Connection With A Development Permit. This paragraph states: "a temporary construction office, real estate office, watchmen's office and model home on the property under development." This is not to mean a mobile home can set up on a single family lot and someone live in it until there house is built. History has proven that the majority of the time, ten years later the mobile home is still there in a residential zoned area and the house is still not built. Then on number five, temporary off -premises sales tent sales outdoor auctions, there was a lengthy discussion. Council and Committee decided to incorporate the current City Peddler's Ordinance in here which is more stringent. And make sure Attorney Cook pays special attention to this area. Page 68 Special Exception Uses. Add "Bar" where "Private Club, Night Club Re- quirements" are and modify the definition of a bar. Page 72 Nonconforming Uses Delete Number Two "Removal of Nonconforming Sign in a Residential District." 152 MAY 20, 1996 - LDR WORKSHOP - PAGE 3 OF 3 C. Review the proposed changes to the City's Land Development Page 73, Nuisances. Number One deals with nuisance vegetation. Following discussion Regulations by the Citizen Advisory Committee. Council and Committee decided to incorporate the current beautification ordinance in this section. And again, have Attorney Cook pay special attention to this section for any conflicts to any other City Ordinance. Adjournment - Mayor Kirk. The Council and Committee discussed when the next workshop should be held, it was decided that it would be Monday, June 3, 1996 at 6:00 P.M.
