Councilmember Watford discussed with Council and Administrator Drago the benefit of reducing the millage rate by one mill and financing half of the amount to purchase a new pumper truck for the Fire Department. Councilmember Watford moved to amend proposed Ordinance No 683 amending the millage rate to 3.94 and delete section three, seconded by Councilmember Oliver. Discussion ensued, Councilmember O'Connor called the question. Councilmember Watford moved to amend proposed Ordinance No. 684 to adiust the General Fund Revenues to 3.94 millage rate and amend the Fire Department's Budget by deleting one hundred fifty thousand dollars ($150 000.) and transfer one hundred thousand dollars ($100 000) to rental and leases; seconded by Councilmember Oliver. Motion to adopt proposed Ordinance No. 684 continued SEPTEMBER 19, 1995 - REGULAR MEETING - PAGE 6 OF 15 Councilmember Watford then began discussing the proposed salary increase for the Administrator position and Executive Secretary, commenting that that position's duties will decrease due to the Okeechobee Utility Authority taking over the Public Utilities Department and that no other secretarial position is receiving a raise. Councilmember Watford moved to amend the General Fund Budget 512 (Administration) that executive salaries be forty-two thousand dollars ($42 000) and regular salaries at twenty thousand dollars ($20 000 )' seconded by Councilmember Oliver. KIRK CHANDLER O'CONNOR OLIVER WATFORD MOTION DENIED. Council then discussed the memorandum from Attorney Cook requesting a one thousand, five hundred dollar ($1,500.) increase in his salary line item. Mayor Kirk commented that he felt the raise was justified. Councilmember O'Connor and Watford pointed out that this request should have been received during the budget workshop. _Councilmember Oliver moved to readjust the General Fund Budget to increase the Legal Fees Budget by one thousand five hundred dollars ($1,500.) as requested; seconded by Councilmember Watford. Mayor Kirk asked if there questions or comments from the public, there were none. Council discussed briefly the "pros and cons" of closing streets and the proposal for this particular project. 1. d. I Mayor Kirk read the following proclamtion in its entirety and presented it to Carol Ann II Powell, President of the American Business Womens Assoication; and Patti Wilson, President, Woolen of Tomorrow: "WHEREAS, the National American Busienss Women's Association was founded on September 22, 1949; and WHEREAS, the mission of the American Busienss Women's Association is to bring together businesswomen of diverse backgrounds and to provide opportunitys for them to help themselves and others grow personally an dprofessionally through leadership, education, networking support and national recognition; and WHEREAS, the local American Business Women's Association chapters of Okeechobee County, Florida, the OKEECHOBEE CHARTER CHAPTER was founded on March 7,1982, and the WOMEN OF TOMORROW Chaper was founded on March 8, 1990; NOW THEREFORE, I, JAMES E. Mayor Kirk gave the floor to Councilmember Watford, who commented that he wanted to take this time to thank all the City's employees for their hard work; and especially those that worked during the hurricane; the Public Utilities Department Maintenance crew that worked last Sunday during a bad storm to change out a line, the conditions they had to work in was extremely difficult. He also welcomed back Deputy Clerk Gamiotea who has been out on maternity leave. 3. Discussion of the role and scope of the City of Okeechobee Mayor Kirk gave the floor to Mr. Bill Osterman who came to the podium to speak to the Government in the future - Citizen Bill Osterman (Exhibit 5). Council on the role and scope of the City of Okeechobee Government in the Future. Mr. Osterman thanked the Council for the time to speak, congratulated Deputy Clerk Gamiotea on her new baby and welcomed her back and thanked the Council for all their hard work on the Utility Authority especially Mayor Kirk for his four years of hard work on it. Mr. Osterman addressed the Council on several items including consolidation, stating this should be an issue that the people want, not a special interest lobby group. He stated further that there is nothing wrong with municipal government and suggested the City get a "Mission Statement", especially for making decisions for the future. He encouraged a better intergovernmental program between the City and County and suggested a person be appointed by each entity to update one another especially on items that may adversely effect each other. Regarding status reports, he commented that the Council could use Administrator Drago more to their advantage and have him give his recommendations on items and research items more and give that information in the status reports for each Council meeting. Councilmember Watford commented that he agreed with Mr. Osterman, that the City should somehow establish what services we are going to provide and what we expect to provide to the citizens. He suggested a workshop be scheduled further into the new budget year to discuss this item. Mayor Kirk also agreed that at some point in time we need to do this. Attorney Cook commented that he felt relations between the City and County are the best they have been in the eight years he has been the City Attorney and also agreed with Mr. Osterman that we need to keep each other notified in order to keep things running smoother. 4. Motion to approve a final pay request to Speegle Construc- Councilmember Oliver moved to approve a final pay request (number three) to Speegle tion in the amount of $24,848.68 - Director of Public Utilities Construction in the amount of twenty-four thousand, eight hundred eight dollars, sixty - (Exhibit 6). eight cents ($24,848.68) for water main extensions as recommended by Engineer Jensen of Reese, Macon and Associates; seconded by Councilmember Watford. Motion to approve a final pay request to CenState in the Councilmember O'Connor moved to approve a final pay request (number fourteen) to amount of $41,346.00 - Director of Public Utilities (Exhibit 7). CenState Contractors, Inc. in the amount of forty-one thousand, three hundred forty-six dollars ($41,346.00) as recommended by Engineer Jensen of Reese, Macon and Associates for Water Distribution System Improvements; seconded by Councilmem ber Oliver. Motion to approve a final pay request to CenState in the Councilmember O'Connor moved to approve a final pay request (number six) to amount of $97,184.66 - Director of Public Utilities (Exhibit 8). CenState Contractors, Inc. in the amount of ninety-seven thousand, one hundred eighty- four dollars, sixty-six cents ($97,184.66) as recommended by Engineer Willard of Knepper and Willard, Inc. for lift stations; seconded by Councilmember Oliver. Motion to approve a partial pay request to Better Roads in Councilmember Oliver moved to approve partial pay request number one to Better the amount of $10,907.28 - Director of Public Works (Exhibit Roads in the amount of ten thousand, nine hundred seven dollars, twenty-eight cents 9). Report regarding drainage problem at 1500 S.E. Eighth Mayor Kirk gave the floor to Attorney Cook to begin discussion concerning a drainage Avenue - City Attorney (Exhibit 10). problem at 1500 Southeast 8th Avenue. Attorney Cook referenced the letter from him to Public Works Director Elders in Exhibit Ten stating that the City has done all it can do, filling in the City ditch on the West side of 8th Avenue would only serve to make drainage in the area worse and if the easements are still valid, there is no need to improve them due to other work in the area. He suggested that the County be contacted to determine if the swale on the West side of 8th Avenue in the County could be 11 deepened, to permit drainage to the South, which should improve the situation. i3 X X X X X X X a FN 036 G. NEW BUSINESS 8. Drainage problem at 1500 S.E. 8th Avenue continued 9. Discuss the Planning and Zoning Department - Mayor (Exhibit 11). 10. Motion to appoint Steve Nelson and Steve Padgett to the Police Pension Fund to serve as Trustees from October 1, 1995 to September 30, 1997 - Administrator (Exhibit 12). SEPTEMBER 19, 1995 - REGULAR MEETING - PAGE 14 OF 15 Public Works Director Elders stated he had contacted the County Engineer and they looked over the area with him and agreed to deepen the swale and put a new culvert to help solve the drainage problem. Mr. Larry Melland, property owner of 1500 Southeast 8th Avenue commented that that would not help the situation and asked for the ditch to be filled. Mayor Kirk then stated that the City cannot fill the ditch and all the solutions that have been offered to Mr. Melland he does not want done, therefore, there was nothing else the Council could do for him. Mayor Kirk informed Council that at the previous meeting he requested additional information concerning the cost of the City hiring a person to work at the City/County Planning and Development Department to handle the City's items. Listed in Exhibit Eleven is the requested information. And after a brief discussion Mayor Kirk suggested that a decision not be made on this matter without a full Council but have this brought back on the next agenda. It was decided by Council that the City Attorney will meet with the County and request that they extend the current interlocal agreement, and have the City and County Attorney's draft a new interlocal for review at the next City and County meetings for your review that will spell out who is doing what. Councilmember Watford moved to appoint Steve Nelson and Steve Padgett to serve on the Police Pension Fund to serve as Trustees, beginning October 1, 1995 and ending September 30, 1997; seconded by Councilmember O'Connor. The luncil questioned the difference between a custom and conventional chassis, and skied that the bids be designed to price both chassis. In order to be fair and giv all manufacturers an opportunity to bid, I would recommend the following: 1. For the conventional chassis, the make and model of the chassis needs to be specified so all vendors are bidding on the same chassis. Further, not every vendor uses the samq material to construct the body. As not to exclude any vendor, the specifications must 'allo them to bid on the pumper using the materials that they use for their dies. 2. For the custom chassis, the same applies to the be chassis. However, with the custom chassis, there a there are vendors that make their own chassis a vendors who purchase custom chassis from other si specs have to be developed to specify the me purchased custom chassis and allow vendors who equally. ► as the conventional two variations. At the workshop, the Chief Indicated that It takes approximately 2 months to build a new fire truck after award of the bid. The time It would take to deve lop specs, advertise the bids, receive the bids and analyze the bids, could take 3 to 4 Months. In the refurbished units, it normally takes 4 to 5 months to complete the wo after delivery of the purchased fire truck. In order to explore the above option, I would recommend additional $50,000 into the Fire Department budget for this a if It is budgeted, it doesn't mean it gets spent.
