December 18, 2001, Special City Council Meeting,12:00 noon. Mayor Kirk called the December 18, 2001 Special City Council Meeting to order at 12 o'clock noon.

III. NEW BUSINESS.
A. Discuss Code Enforcement Procedures - Councilman Watford. Council Member Watford thanked the Mayor and Council for calling this special meeting. He knewthis was a busy time
of year, but everyone could see how important an issue this is by the amount of people present at the meeting. He
clarified that this is in no way a reflection on the Code Enforcement Board or their performance. They have always
been a fair board. However, he had received several code enforcement procedures complaints lately and felt it was
the duty of the City Council to give clear directions on how citations are being administered.
The Council and Staff discussed at length the interpretation of Code Book Chapter 8 Section 11. The different
interpretations camefrom determining whatis improved and unimproved property, whatproperties are in a subdivision
and when a public nuisance existed.
Others presentthat addressed the Council were Ann Watford Reiss, Mack Whorley, Jr., Rick Chartier, Dale Reiss, Rick
Lightsey, Joey Varnadore, Bunny Lightsey and Lee Watford.

The Council was notified that the Code Enforcement Board had invited them to a joint workshop prior to their next
regular board meeting, January 8, 2002 at 6:00 p.m. to discuss code enforcement procedures. The definition of
improved/unimproved and what constitutes a subdivision could also be discussed at that workshop.
The Council put a moratorium on all code citations regarding overgrown lots until the issues can be resolved, including
those that had recently been sent. This does not include citations for trash and/or abandoned property.
There being no further items on the agenda, Mayor Kirk adjourned the meeting at 1:20 p.m.
