Before opening the public hearing, Mayor Kirk called for a moment of silence for the victims and families who were
involved in the September 11, 2001 terrorist attacks on the World Trade Center Towers, the Pentagon and rural
Pennsylvania. After the moment of silence Mayor Kirk presented a Resolution for adoption condemning the practice
and acts of violence by terrorists. Council Member Williams moved to adopt proposed Resolution No. 01-12;
seconded by Council Member Oliver.
Attorney Cook read proposed Resolution No. 01-12 by title only as follows: "A RESOLUTION OF THE CITY OF

There was a lengthy discussion by the Council regarding the additional salary increase for fire personnel. Council
Member Watford distributed copies of the Florida League of Cities salary information on firefighters and police officers.
Council Member Watford moved to amend proposed Ordinance No. 779 to deduct the battalion chief from the Fire
Department budget. Motion died for lack of second.
Council Member Watford moved to amend proposed Ordinance No. 779 to return the firefighters, Lieutenants and Chief
salary to the previous amount, keeping the 3 percent raise. Motion died for lack of second.
There was a brief discussion regarding the capital outlay of five hundred thousand dollars to remodel the fire
department.

CONDEMNING THE PRACTICE AND USE OF VIOLENCE AND
TERRORISTS ACTS AS A MEANS OF POLITICAL EXPRESSION BY
INDIVIDUALS OR BY NATIONS; OFFERING THE CONDOLENCES AND
PRAYERS OF THE CITY OF OKEECHOBEE FOR THE VICTIMS AND
FAMILIES OF THE SEPTEMBER 11, 2001 ATTACK ON THE UNITED
STATES; OFFERING THE SUPPORT OF THE CITY AND CITIZENS FOR
WHATEVER APPROPRIATE ACTION IN RESPONSE THERETO THE
PRESIDENT AND CONGRESS OF THE UNITED STATES SHOULD DEEM
APPROPRIATE; PROVIDING FOR DISTRIBUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, it appears that certain individuals and/or nations around the world have
determined that the use of threats, violence, and acts of terrorism against other
nations and innocent civilians is an acceptable means of political expression to
advance their causes or beliefs, under the misguided belief that such acts are
effective methods to support their position or to convey a message; and
WHEREAS, that the loss and suffering resulting from such acts of terrorism know no
boundaries of race, religion or national origin; and
WHEREAS, certain elements unknown at this time initiated horrendous acts of terrorism
against the citizens and government of the United States on September 11, 2001,
resulting in an untold number of casualties and deaths to innocent civilians, and
military personnel, as well asfirefighters and law enforcement in the ensuing rescue
operations, with resulting grief and suffering by their families and survivors, and by
the nation as a whole; and
WHEREAS, although distant in miles from these acts of violence, the City of
Okeechobee, Florida is near and grieving along with those families and survivors
of the attack; and
WHEREAS, it is appropriate and necessary in such times to join together in support of our
country and leadership to present a unified voice and will, to indicate to the world
our resolve in denouncing the use of terrorism and violence by any person or
government to promote political goals or agendas, or for any purpose;
THEREFORE, be it resolved by the city council of the City of Okeechobee, Florida
that:
Section 1: THAT the City of Okeechobee, Florida formally condemns the use of acts of
violence and terrorism by any individual or nation as a means of advancing
political goals or agenda, or for any purpose, whether directed against other
governments, or its citizens.
Section 2: THAT the City of Okeechobee, Florida offers its sympathy, prayers and
condolences to the victims and families of those victims of the September
11, 2001 terrorist attacks in New York, Pennsylvania and Washington D.C.;
including the heroic firefighters and law enforcement personnel attempting
rescue operations; the airline flight crews; and all affected families across
our country.
Section 3: THAT the City of Okeechobee, Florida declares its solidarity with all of
America in the support of U.S. Congress and President George W. Bush in

their investigation of these terrorist acts; the identification and apprehension
of , and the administration of justice to, those perpetrators and co-
conspirators of these cowardly and despicable acts of violence and death
against fellow Americans.
Section 4: THAT the City of Okeechobee, Florida states that it will continue to stand
with every local government, and all of America, in resistance to such acts
of terrorism, and not permit such terrorist acts to affect our resolve in the
support of freedom and democracy, and our ability to continue to effectively
function as an agency of government, regardless of such acts.
Section 5: THAT the city clerk for the City of Okeechobee, Florida, is directed to
distribute this resolution to the Governor of the State of Florida; the
Governor of the State of New York; the Mayor of the City of New York; the
U.S. congressional delegation representing Okeechobee County; and to
U.S. Senator Graham and Senator Nelson.
Section 6: THAT this resolution shall become effective immediately upon its adoption

6.6899 per thousand dollar valuation on all real and personal property within
the corporate limits of said City, provided however, that 6.6899 shall not be
levied upon property in the City of Okeechobee claimed and allowed as
homestead on the general laws of the State of Florida.
Section 2: That as designated in Section 1, hereof, 6.6899 perthousand dollar valuation
shall be used for general City purposes in carrying on and conducting the
government of said City.
Section 3: The millage rate adopted is 11.12% over the roll -back rate as computed in
accordance with Florida Statutes Section 200.065 (1).
Section 4: That this ordinance was proposed, considered and adopted under the
provisions of Florida Statues Chapter 166 and Section 200.065.
Section 5: This ordinance shall take effect October 1, 2001.
