Proclaim the week of may 19 - 25, 2002 as "National Public Works Week" Mayor Kirk called the March 5, 2002 Regular City Council Meeting to order at 6:00 p.m. Invocation was offered by Pastor Jaquith; Mayor Kirk led the pledge of allegiance. Deputy Clerk Gamiotea called the roll: Present Present Present Present Present Absent Present Absent Present Mayor Kirk read the following proclamation in its entirety and presented it to Public Works Director Donnie Robertson: "WHEREAS, public works services provided in our community are an integral part of our citizens' everyday lives; and WHEREAS, the support of an understanding and informed citizenry is vital to the efficient operation of public works systems and programs such as water, sewers, streets and highways, public buildings, solid waste collection, parks and canal maintenance; and WHEREAS, the health, safety, and comfort of this community greatly depends on these facilities and services; and WHEREAS, the quality and effectiveness of these facilities, as well as their planning, design, and construction, is vitally dependent upon the efforts and skill of public works officials; and WHEREAS, the efficiency of the qualified and dedicated personnel who staff public works departments is materially influenced by the people's attitude and understanding of the importance of the work they perform; and WHEREAS, this year's theme, "Working in the Public Interest", is a tribute to the positive improvements public works employees have made to our communities. NOW THEREFORE, I, James E. MINUTES -City Clerk. A. Motion to dispense with the reading and approve the Summary of Council Action for the February 19, 2002 Regular Meeting. VI. AGENDA - Mayor. COUNCIL ACTION - DISCUSSION - Council Member Chandler moved to dispense with the reading and approve the Summary of Council Action for the February 19, 2002 Regular Meeting; seconded by Council Member Williams. There was no discussion on this item. VOTE KIRK - YEA CHANDLER -YEA OLIVER - YEA WATFORD - YEA WILLIAMS - YEA MOTION CARRIED. A. Requests for the addition, deferral or withdrawal of items on today's Mayor Kirk asked whether there were any additions, deferral's or withdrawal of items on today's agenda. New agenda. I Business Item "F" Exhibit 6 was added. Item "C" should read February 2002 through to March 2003. VII. NEW BUSINESS. A. Consider transfer of service related to long term disability insurance Administrator Veach explained to the Council that staff has had some problems getting in touch with the City's agent - Scott Harris (Exhibit 1). for long-term disability insurance (Canada Life). Mr. Scott Harris is the City's agent for health insurance and in conversations with him, his company is also an agent for Canada Life. Attorney Cook advised that this procedure is legal and that we can switch agents of record making Mr. Hams our agent for the long-term disability insurance. Mr. Harris briefly addressed the Council stating that all is needed is a letter from the City to Canada Life explaining the change. Council Member Oliver moved to change the agent of record to Scott Harris of Group Insurance Solutions. Inc. for the Canada Life Insurance; seconded by Council Member Williams. Consider transfer of service related to long term disability insurance continued. B. Approval of financing for the refurbishing of Engine 4 - City Administrator (Exhibit 2); VOTE KIRK - YEA CHANDLER -YEA OLIVER - YEA WATFORD - YEA WILLIAMS - YEA MOTION CARRIED. Administrator Veach supplied the Council with financing information from Big Lake National Bank, Bank America, Riverside National Bank and a Leasing Company the City uses. Council Member Oliver moved to award the financing to Big Lake National Bank for four years at 4.75 percent Interest for the refurbishing of Fire Engine 4; seconded by Council Member Chandler. Administrator Veach also reported that this is the best deal for the City, as Council requested at the February 19 meeting, he called various other companies and no one could offer the refurbishing or chassis for less. Council Member Watford questioned whether the chassis had been titled and requested Chief Tomey be certain that it had not. Council Member Williams noted for the record that he is a small stock holder in Big Lake National Bank. Mayor Kirk advised that was not a conflict of interest and that we would be able to vote on this matter. NEW BUSINESS CONTINUED. C. Motion to grant approval of request for a one-year blanket permit and a request for waiver of temporary use permit fee for Relay for Life and March of Dimes yard sales for the period beginning March, 2002 and ending 1=ebmary March, 2003 - City Administrator (Exhibit 3). Council Member Oliver moved to grant approval of request for a one-year blanket permit and a request for waiver of temporary use permit fee for any Relay for Life Team and any March of Dimes Team for yard sales for the period beginning March, 2002 and ending March, 2003; seconded by Council Member Williams, Administrator Veach advised that Attorney Cook was working on an amendment that would allow for these types of temporary use permits to be handled administratively for the fee waiver's. Council also discussed whether someone had to show proof of insurance if they were holding the event on their own property. Administrator Veach will discuss this with the Attorney. E. Update on Gulfstream Natural Gas System - Pat Crocker (Exhibit Ms. Pat Crocker addressed the Council stating she has basically come to provide an update about the Gulfstream 5). Natural Gas system. We will start construction in Okeechobee in June on some of our threatened and endangered sites where we have a window of opportunity for that construction. The main line construction will start this fall. In addition, we will be locating our pipe yard facility in Okeechobee for our staging areas for this part of the construction. I wanted to make you aware that the estimated economic benefit to the County this first year during our construction is in excess of thirty-eight million dollars. Update on Gulfstream Natural Gas System continued. Item added to the agenda: F. Motion to approve a temporary sidewalk closing request submitted by Steve Nelson on March 8 and 9, 2003 for popcorn and cotton candy sales - City Administrator (Exhibit 6). fairly substantial commitment to the community. As a part of that also I want to briefly talk about the Gulfstream Environmental Recreational Trust and make you aware that we do have discretionary funds that are available for application for our communities along our pipeline route. This year we earmarked fifty thousand dollars for various recreational environmental activities and that could be anything from putting lights on a softbaN field to cregr handicap access for a fishing pier or whatever project might be most appropriate for the community. It is a werf Sim application, three pages and judged by an independent board. I wanted to make sure you were aware of those monies - and take full advantage of that as well. We did give more than one hundred thousand dollars this past year to various; community projects. We are very committed to being a good corporate citizen. We do have some separate money available for projects that benefit police and fire departments directly. The Council thanked Ms. Crocker for her update. Mayor Kirk asked whether there was anyone from the public that had any questions for Ms. Crocker. Mr. Michael Farrellgates asked a few questions, he was under the impression that they would be servicing in the residential areas. Ms. Crocker clarified that they were transition/wholesale only and would not be providing residential natural gas. Mr. Steve Nelson, owner of Okeechobee Discount Drugs located at 203 Southwest Park Street submitted a temporary sidewalk closing request to use the portion in front of his store to have popcorn and cotton candy sales on March 8 and 9, 2003. Council Member Watford moved to grant to request by Okeechobee Discount Drugs to hold the sales on the sidewalk as requested on March 8 and 9, 2002: seconded by Council Member Chandler. I have identified several areas where I can significantly improve your benefits and service with little or no increase in your rates. First, I suggest that you transfer the servicing of your policy to my agency. This action will also transfer your policy from Canada Life's Tampa office to their Ft. Lauderdale office and allow it to be added to my block of business with Canada Life. This is an advantage to The City because my agency is the largest producer with Canada Life in their Southern Region and my clients are afforded special service attention and very favorable renewals. Canada Life will amend the policy to provide benefits to a claimants "Social Security Normal Retirement Age" (SSNRA). The SSNRA is beyond age 65 for most employees. 4) The present policy does not provide coverage until an employee has been working for The City for 6 months. This "Waiting Period" can be reduced to 30 days to match The City's health insurance waiting period. I can assist you in evaluating each of these important benefit improvements after your policy has been transferred to my agency by an Agent of Record letter executed by The City. Even if you choose to leave your policy unchanged, my status as your health and life insurance agent will allow me to service your Long Term Disability policy along with your other benefits and on a priority basis.
