Council Member Watford moved to approve the October 2000 Warrant Register in the amounts: General Fund three hundred fifteen thousand, nine hundred fifty-nine dollars, and eighty-seven cents ($315,959.87), Public Facility Improvement Fund thirty thousand, seventy dollars, and forty-eight cents ($30,070.48), Emergency and Disaster Relief Fund seven hundred forty dollars ($740.00); seconded by Council Member Markham. New Business Item "B" was deleted; and New Business Item "I" Consider Christmas Bonuses was added. VII. NEW BUSINESS. A. Presentation regarding a proposed halfway house located along Mr. Jeff Clemons of Grace Miinistries, Mr. John Glenn of Alpha Miinistries and Mr. Miike Lewandowski of the Lamb of South Parrott Avenue - Jeff Clemons (Exhibit 1). God Ministry addressed the Council regarding a proposed half -way house which will be located at 1012 South Parrot' Avenue. This is the site of the Tropic Motel. The group is purchasing the site and will remodel the existing structure to accommodate twenty-five to thirty men who are recovering from alcohol and/or drug addiction. It will be a controlled environment, the men in the program are not a threat to society, but are on the road to recovery. They will be working at their jobs in the day time, and attend on -site classes in the evening. And will be learning to give back to their community. There will be a compound in the back for recreation and a fence will be erected along the backside. Lamb of God Miinistries has been operating a half -way house similar to the one being proposed, in Pompano for the last ten 11 years and they have had a 90 percent success rate. Mayor Kirk thanked the group for their information and allowing the Council the opportunity to ask questions regarding the project. Discuss Alley Closing Application No. 60 submitted by CBC Alley Closing Application No. 60 was submitted by CBC Management, Inc. The request is to close the North to South Management, Inc. - City Clerk (Exhibit 4). alley in Block 17, City of Okeechobee Subdivision. An easement is being required by Florida Power and Light, Sprint and the Okeechobee Utility Authority. The proposed use of the property is for a medical building. Following a discussion between the Council and Robert Wilson, representing CBC Management, Inc. Council Member Watford moved to accept Alley Closing Application No. 60 and instructed Clerk Thomas to prepare the necessary documents forfirst reading atthe January 2, 2001 meeting, seconded by Council Member Markham. Continue discussion on homeless/ordinance related to City Parks - Attorney Cook held a lengthy discussion with the Council and Staff regarding the on -going situation of homeless people City Attorney. living in the city parks and within the downtown business district. The Council instructed Attorney Cook to prepare an ordinance addressing the problem for their review. G. Motion to adopt proposed Resolution No. 00-9 regarding III Council Member Watford moved to adopt proposed Resolution No. 00-9 regarding engineering fees; seconded by engineering fees - City Attorney (Exhibit 5). KIRK - YEA CHANDLER -YEA MARKHAM - YEA OLIVER - YEA WATFORD - YEA MOTION CARRIED. City Council Chambers - City Clerk. Clerk Thomas addressed the Council stating that for many years she has wanted to gather some of the City's history along with some of our National history into the Council Chambers such as the display's you see here today. She explained the displays on each wall and asked that everyone take the time to look at them after the meeting. On the East wall is a print of the signing of our nation's Declaration of Independence. On the South wall are framed prints of our nafion's Constitution and the Declaration of Independence. She felt this was the appropriate place for the plaque commemorating the Scriveners of our City's history, the ten elected City Clerks whose names are H.L. Chandler, J.G. Phillips, W.W. Dunnicliff, R.P. Fletcher, Alto Watford, Alma Sherman Gross, Lorena Pearce Spivey, Sandra Bennett, Sylvia Christian and Bonnie Thomas. The dates of their terms in office beginning with the first recorded meeting on July 13, 1915 through this current year are inscribed with their names on the plaque. Also, on the South wall is the collage of some of our City's historical landmarks. On the West wall are pictures with identifying names and terms of office served of the ten of the thirteen Mayors that have served the City since its beginning and whose names are: Peter Raulerson, T.W. Conely, Jr., H.H. Hancock, William Hendry, Hiram Raulerson, Audley Dunham, Donald Mack, Dr. Edward Douglas, Oakland Chapman and James Kirk. The dates of their terms in office beginning with the first recorded meeting on July 13, 1915 through this current year are inscribed in their pictures as well as on the plaque. She was unable to get three of the Mayor's who served in the early years and their names are W.E. Holmes, D.E. Austin and J.D. Bird. The plaque in the center contains the names and dates of terms of office served for every City Council Member that has served from the first recorded meeting through the twentieth century and this current year. Mayor Kirk and each Council Member thanked Clerk Thomas for her hard work and expressed how much they appreciated the pictures and plaques. Consider Christmas Bonus - Council Member Oliver. Council Member Oliver moved to give all the City employee's, excluding the City Council, a twenty-five dollar Christmas Bonus as they have the last three years; seconded by Council Member Chandler. There are theoretically three models, or ways that people recover. There are those of us who can get involved in twelve steps groups, overcomers groups and/or churches, and find the support we need there to facilitate our recovery as we continue to live and work in the community. Then there are those of us who need a structured environment. We cannot recover while living own our own in the community. It takes moving to a halfway house environment and being directed to go to meetings, attend groups, comply with curfews, and follow the other polices and procedures required by the facility while we continue to work in the community. Then there are those of us who need to be placed in a residential program. We cannot recover while working and living within the community where we have access to our particular mode of medication/addiction. The Lamb of God Ministries Inc. "Journey to Freedom" program is offered in a very well structured halfway house environment. The curriculum for the Journey to Freedom program is a combination of the Alpha series, the Twelve Steps of Alcohol Anonymous, and the Relational Ministry series. All residents are required to find employment that will not interfere with the schedule of classes, groups, and meetings. It takes approximately six months for a person to work through the three phases of the program. The first phase of the program is Orientation. During this time residents work through the first three steps of the Twelve Steps. The second phase of the program is Regeneration. This phase entails going through the Alpha series and the fourth through seventh steps of the Twelve Steps. The last phase of the initial program is Relational Ministry. During the time that a resident is going through the Relational Ministry series, they will also be completing the eighth through twelfth steps of the Twelve Steps. The sad fact of today's society is that there are many men who need a program like the one that the Lord has developed here. But we are not interested in working with men who need this program, We only have time to work with those who WANT it. For a person to be considered for entrance into this program they must, as stated, WANT to learn a new way of living. They also must be willing to make a six month commitment to the program. The other areas of commitment are financial, program participation, and to a positive personal attitude. Failure to meet these basic commitments will be viewed as indicator that the person is not ready for recovery and/or of the need for residential treatment. If someone you know is interested in becoming involved in the Journey to Freedom program, they need to contact us, come in and fill out an application, and be interviewed. oe""a{GU. C40,in.aa GOD MINISTRIES INC. HALFWAY HOUSE PROPOSAL June, 2000 STATEMENT OF THE PROBLEM The problem addressed by this proposal may be summarized by one work, addiction. Alcoholism and drug addiction has become one of our nation's leading causes of mental and physical abuse, breakdown of the family system, increase of crime, and the overall destruction of our society. Okeechobee County is certainly not immune to this problem as evidenced by the current statistics from the department of health. Those who struggle with addictions frequently need not only the right information on recovery, but also a safe place to process that information. Since recovery from addictions is a process rather than an event, both the addict and his family members need ongoing help and support on three levels. There are some who may attend various groups and meetings in the community (i.e. AA meetings, Overcomers groups, D.U.I. classes, etc) and find the path to recovery. Others require a highly structured residential program for at least nine months to a year (i.e. Dunklin Memorial Camp, Faith Farm, etc.) But a large percentage of those in recovery need a safe place in between, the halfway house. Here they can continue to work a job in the community as well as a program of recovery. This allows them the opportunity to be responsible for their past failures (child support, restitution payments for bad debt, etc.) and support their own recovery while they plan for a healthy future. OKEECHOBEE JOURNEY TO FREEDOM PROGRAM The Lamb of God Ministries has developed a successful halfway house program called Journey to Freedom for the past 10 years. The Pompano Beach facility currently houses 40 men who are trying to make the transition from addiction to a life of freedom in all respects. This ministry is supported entirely by the men who are benefiting from the program .All residents are required to find employment that will not interfere with the schedule of classes, groups, and meetings. The cost of the program is $120.00/per week for each man, payable each Friday evening. In return the man receives room and board, addictions classes and groups each evening, and individual counseling. The minimum time necessary to complete the program is six months, however, many choose to stay on after the initial program to make their transition back into the community in a healthy manner. Recognizing the need for such a program in Okeechobee County, The Lamb of God Ministries is seeking to purchase a 16-unit motel on South Hwy 441 in the heart of Okeechobee. Such a location is essential for the residents of the program to have access to jobs with minimal transportation. We estimate housing a minimum of 24 men at a time to insure that the program will become self-supporting after the first year. Assuming the property can be purchased for $250,000.00., we need to raise a minimum of $86,000.00 the first year to start the program. Any assistance you may be able to offer would be greatly appreciated. WHEREAS, Resolution No. 98-11 in the City of Okeechobee, Florida provides for the assessment of fees and charges for certain plan approvals, land use applications and amendments, and similar categories; and WHEREAS, the City of Okeechobee is often required, in addition to review by the building officials, to submit certain applications for review by the engineering firm retained by the City for such matters; and WHEREAS, these engineering fees and costs are not included in the schedule of fees and charges presently set out in Resolution No. 98-11, and as subsequently amended, which requires such fees and charges to be paid from the general fund of the City; and WHEREAS, it is determined that such additional fees and charges are not always contemplated upon submission of the applications, and it is not appropriate for such fees and charges to be paid on behalf of an applicant from funds obtained from ad valorem taxation from the citizens of Okeechobee; NOW, THEREFORE, BE IT RESOLVED AN APPROVED THAT THE FOLLOW FEES AND CHARGES ARE HEREBY ADOPTED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA; THAT: UNIFIED LAND DEVELOPMENT CODE VOLUME 1 - APPENDIX C SCHEDULE OF FEES AND CHARGES FOR ENGINEERING SERVICES Section 1. It is understood that the City cannot determine in advance on applications filed by applicants under this section whether the application will have to be reviewed/approved by the engineering firm retained by the City, in addition to any review provided by the City building official, department head or other City personnel. If required, the approval or review must be made by the engineering firm on retainer with the City at the time of submission of the application. Section 2. Therefore, in the event such additional engineering fees and charges are incurred in the processing and approval process of the application, such Page 1 of 2 fees and charges, as set by the existing contract between the City and the engineering firm, will be assessed to, and paid by the applicant, which shall be considered in addition to any application fees, charges or assessments for the services provided by Resolution No. 98-11, and as amended. Section 3. The City shall notify afford the applcant prior to incurring such icant I cantengineering the opportunity to determinewhetherr and charges, to pp it is feasible to proceed with such application in light of such additional costs. Section 4. No application that has incurred fees and charges for engineering services, or other professional consultants as provided in Resolution No. 98-11, shall proceed to final approval without advance payment in full for such additional fees and charges. Section 5. That to the extent this resolution conflicts with Resolution No. 98-11 and as amended, the terms of this resolution shall take precedence. Section 6. If any part of this resolution shall be legally determined to be unenforceable, the balance remaining after deletion of such section shall remain fully enforceable. So, I will explain to you the displays on each wall and ask that you please take the time to look at them after the meeting. On the East wall is a print of the signing of our nations Declaration of Independence. On the South wall are framed prints of our nations Constitution and the Declaration of Independence. (The Bill of Rights that goes with this display hasn't arrived yet but will be added soon). Also, I felt this was the appropriate area to place the plaque commemorating the Scriveners of our City's history, the ten elected City Clerks whose names are: H. L. Chandler, J. G. Phillips, W. W. Dunnicliff, R. P. Fletcher, Alto Watford, Alma Sherman Gross; Lorena Pearce Spivey, Sandra Bennett, ( Appointed Interim, Sylvia Christian) and Bonnie S. Thomas. The dates of their terms in office beginning with the first recorded meeting on July 13, 1915 through this current year are inscribed with their names on the plaque. Also on the South wall is the collogue of some of our city's historical landmarks. On the West wall are pictures with identifying names and terms of office served of ten of the thirteen Mayors that have served the City since its beginning and whose names are: from the top row left to right of the plaque is- Peter Raulerson, and T. W. Conely, Jr., bottom left to right is - H. H. Hancock and William J. Hendry; Top row and to the right of the plaque is Hiram H. Raulerson, Audley Dunham and Donald R. Mack; bottom row right to the left of the plaque is Dr. Edward W. Douglas, Oakland Chapman and our current Mayor James E. Kirk. The dates of their terms in office beginning with the first recorded meeting on July 13, 1915 through this current year are inscribed in their pictures as well as on the plaque. I have been unable to get three of the mayors who served in the early years but their names are: W. E. Holmes, D. E. Austin and J. D. Bird. The plaque in the center contains the names and dates of terms of office served for every Okeechobee City Council Member that has served this city from that first recorded meeting through the twentieth century and this current year 2000. There are spaces provided on the name plates of the current members so the ending dates can be engraved when appropriate. There is also room for additions for future elected officials in later years on both plaques.
