PAGE 1 OF 5 Vice Mayor Watford called the October 17, 2000 Regular City Council Meeting to order at 6:00 p.m. He asked everyone to keep in their thoughts and prayers the situation in the Middle East, the families of the USS Cole, the City Administrator's wife as she continues to recover from surgery and the Mayor as he was having health tests today. Pastor Kelvin Simms offered the invocation in Pastor Hudson's absence; Vice Mayor Watford led the pledge of allegiance. Motion to appoint Isabel Weisser to serve as an Alternate Code Enforcement Board Member, term beginning October 18, 2000 and ending March 31, 2003 - City Administrator (Exhibit 1). Council Member Oliver moved to appoint Isabel Weisser to serve as an Alternate Code Enforcement Board Member, term beginning October 18, 2000 and ending March 31, 2003; seconded by Council Member Markham . The Council extended Enforcement Board. Mrs to be of help to the City. Motion to approve the ranking and authorization to begin negotiations with Engineering Firms, in compliance with the Consultants' Competitive Negotiations Act, Interested in providing services for a Community Development Block Grant in the Economic Development Category and Federal Economic Development Administrafion, Public Works and Development Facilities Program Category for the construction of an Industrial Park - City Administrator/Grant Consultant (Exhibit 2). C. Motion to award a Cleaning Contract for custodial services at City Hall and the Public Safety Building - City Administrator (Exhibit 3). Council Member Oliver moved to approve the ranking as listed in Exhibit Two and authorization to begin negotiations with Engineering Firms, in compliance with the Consultants' Competitive Negotiations Act, Interested in providing services for a Community Development Block Grant in the Economic Development Category and Federal Economic Development Administration, Public Works and Development Facilities Program Category for the construction of an Industrial Park; seconded by Council Member Markham. The following is the ranking of engineering firms as recommended by the Review Committee. The Review Committee consisted of Administrator Veach, Grant Consultant Phillips and Deputy Clerk Gamiotea: 1. Craig A. Smith and Associates of Pompano, Beach, Florida 2. LBFH, Inc. of Palm City, Florida 3. Captec Engineering, Inc. of Port St. Lucie, Florida 4. CPH Engineers, Inc. of Palm City, Florida 5. Keith and Schnaps, P.A. of Lakeland, Florida 6. Lawson, Noble and Webb, Inc. of West Palm Beach, Florida There was a brief discussion regarding this item between the Council and Staff. VOTE KIRK - ABSENT CHANDLER - YEA MARKHAM - YEA OLIVER - YEA WATFORD - YEA MOTION CARRIED. Vice Mayor Watford noted that Staff is recommending the Council continue with Scott's Quality Cleaning for one thousand, two hundred eight dollars ($1208.00) per month. Council Member Chandler moved to award a Cleaning Contract to Scott's Quality Cleaning for custodial services at City Hall and the Public Safety Building; seconded by Council Member Oliver. Cook - ad indicates we can reject any and all bids. Watford - dept head's pleased with work, gov't buildings. Oliver - month to month, not contract length. Watford - salary than former custodian, this is still cheaper. Veach - everyone seems to be very happy with quality and situation. Tommy - the trial regarding wrongful arrest and unnecessary force by Officer Charlie Merry, the juryjust came back with a verdict and they found that the city nor Officer Merrry were at fault. Watford - adjourned meeting at 6:19 p.m. REQUEST FOR PROPOSAL CUSTODIAL SERVICES Sealed proposals for Custodial Services will be received by the City of Okeechobee, 55 SE 3rd Ave, Rm 102, Okeechobee, Florida 34974, until 2:00 p.m. October 11, 2000 at which time and place they will be publicly opened and read aloud. Any proposals received after the time and date specified will not be considered. The duties to be performed are routine custodial work in and around public buildings (City Hall and Public Safety Building). Provide proof of workers compensation and liability insurance, occupational licenses (both City and County) along with job references with proposal. For specific details concerning the duties to be performed contact Lydia Williams at City Hall or by calling 863-763-3372 x 222. The owner reserves the right to reject any or all proposal(s) with or without cause, to waive technical errors and informalities or to accept the proposal(s) which in its judgement best serves the owner. After receiving the proposals, verifying references, insurances, occupational licenses it is my recommendation to continue with the custodial services of Scott's Quality Cleaning at the price of $1208./mth. Lindsey's Professional Cleaning Service came in with the lowest price of $900./mth. However, in checking references they do not have as many large government accounts such as the County of Okeechobee and the School Board. They mostly deal with smaller accounts such as offices and homes. We have currently been using Scott's Quality Cleaning on a temporary basis. Staff seems to be satisfied with the quality of service we have been receiving from this company. I do not feel the price difference between Scott's Quality Cleaning and AA Honest Cleaning is enough for me to justify recommending the change of service at this time. Veach, City Administrator SUBJECT: Status Report Below is a brief summary of past and upcoming events. ADMINISTRATION 1. City Hall Park -- Construction progresses. A completion date in early November is anticipated. 2. Industrial Park/Sheffield Environmental - Wetland submittals are being prepared by consultants. Additionally, CDBG Economic Development Grant and Federal EDA grants are being prepared. The City Administrator has entered discussions with the County for possible financial help with regard to bridge and/or road construction. Sheffield Environmental Services has begun the application process for Industrial Revenue Bonds and DEP permitting. 3. Change in trash collection billing - We are exploring the possibility of putting City residents and business trash collection billing on the tax bills. Talks may be initiated with the County following this fall's elections. 1 ADMINISTRATION 4. FYCC & Eckerd Youth Foundation - Both are working CONTINUED with the city to help uptown & weed medians. 5. Police Station - Discussions and plan finalizations are underway with the contractor. Site preparations have begun as have preparation of a sewer line engineering RFP. 6. Hard Bodies Gym - City employees and spouses are getting a discounted membership rate of $15/month. 7. Cleaning Service -- The City has a cleaning service working in City Hall and the Police/Fire Department on a temporary basis. An RFP has been prepared to solicit bids for a full- time arrangement. 8. Open Position - Administrative Secretary Julie Smith's position is being advertised and will be filled in a timely manner. CITY CLERK 1. Code Enforcement Board- An application has been received for the alternate Code Enforcement Board member and background checks have been completed. This will be on the October 17th meeting for consideration. 2. Eckerd Drugs alley closing - All utility easements have been received by the clerk's office as the ordinance required. The alleys are now closed in that block. 3. City Council Election- Four citizens have qualified to run for City Council: Marvin Brantley, Jim Kirk, Lowry Markham and Clayton Williams. Don't forget - Election Day is November 7th! 2 0 • BOARD OF There will not be a Board of Adjustment meeting this month. ADJUSTMENT CODE 1. Since the last Code Enforcement meeting on August 29, ENFORCEMENT 2000, seven additional notices for sign violations along Highway 70 have been mailed to property owners. They will have until November 15th to make corrections. 2. Code Enforcement Officer Tomey is following up on the three properties cited along Highway 70 East on various violations. Two have contacted him by phone and are in the process of coming into compliance. The other one will be mailed a certified notice of violation next week. 3. The properties that were cited along Highway 441 South for sign violations will have until October 30th to comply. 4. Ordinance 759 regarding the enforcement procedures to abate public nuisances was passed on October 3, 2000. Hopefully, this will increase the expediency in dealing with a public nuisance. 3 POLICE 1. The Police Department is requesting the DOT paint lines distinguishing the second turn lane at Wal-Mart. PUBLIC WORKS Street Improvements - Paving, resurfacing and drainage projects are underway. OUTSTANDING 1. Updating and modernization of City Ordinances (Code Book ISSUES -CITY and LDR's • Telecommunications • Departments and Offices ATTORNEY . Planning and Development • Streets and Sidewalks *Subdivision Regulations • Water and Sewer Regulations) The City Clerk has explored possibilities in this area as well. 2. Adelphia Cable TV Franchise Agreement Renewal - A proposed franchise agreement is under review by the City Attorney. 3. Waste Management regarding proposed changes in the Solk Waste Franchise Agreement - A meeting with the City Administrator, Attorney Cook and Jeff Sabin is planned. 4. Fire Hydrant Issue with the OUA - A meeting was held on September 12tb at 7 p.m. at the OUA office. OUA indicated they would provide us with future planning maps so the City could determine future impact. These maps have been requested but have not yet been received. 5. Grit Bankruptcy case - Legal action regarding GRIT and Bankruptcy Court is being pursued. We have obtained the services of a bankruptcy attorney. 4 OUTSTANDING ISSUES 1. Updating required insurance programs, ie: safety, blood born pathogens, drug -free workplace (Chief Tomey & Safety Committee) - Implementation of drug free workplace & safety policies is currently underway.
