1972-12-19 Recessed December 18, 1972 The City Council of the City of Okeechobee, Florida met in ~ special meeting at City Hall on the above date at 6:30 ?. M. with the followi~ present: Mayor Audley Dunham, President Donald L. Bunk, Councilmen: Charles L. Breland, Russell V. Domer, Edward W. Douglas and E. H. Hunt with Clerk Lorena Spivey. President Burk ~tated the meeting had been called for purpose of interviewing applicants for the office of Chief of Police. President Burk also stated the purpose as being an opportunity for each CouncilmaD, individually to nee+ each applicant and consider his qualifications. The Chairman further indicated ~ha~ each Councilman, without di,~cus~i~ with any other Councilman, would reach his own seperate and ~depende~t decision as t~ the applicant ~hat he would accept, at a reom~lar future meeting at which official action could be taken. The fol.] owing persons presented written applications and each applicant was given the opportunity to make a briee siatement in support, of his application: Roy C. Baker, Ronald W. Ooker, Gary Eubanks, Dew~tf, H. Staats, Alan H. Thomas and Carlisle A. Thomas. Also written applications were received from Leo L. Raulerson and Robert Keney. No personal interview on thes~ two applicants due to applications being received late. J~.Pres~dent Bunk e,rplained to the audience that the purp,~se of meeting held December 18th was f~r persona.] in~erview~ with Police Chief applicants, that no off.ic~] business was +.ransacted amd a!~ the c~o~e of the meeting he told the C~uncil member~ +.bat they had personally heard the applicants and their qual] eications and had requested them to go home and reach their own seperate decision as to th~ applicant most q~a]dfied for the position of Chief of Po]ice. Because of public interest the President of ~ouncil polled the members to determine the preference of each or if each had selected a candidate as his preference. ~nereupon the Chair postponed any official action until the first re~m~lar meeting in January. W3ner~]pon Cha5rman Bunk asked City A!.forn~y Curren if any action or motion would be in order at th5 $ time and Attorney said ne. ,Purs~gn+, to notice publ] ~ed in The Okeechobee News regarding a public hearing to consider rezoning Lo+, 9, Block 29, Firs*, Addition to South Okeeehobee, according to plat thereof recorded in Plat Book !, page 17, public records of Okeechobee County, Florida, from Residential (R-l) to Commercial, President Burk asked if there were any objections to the requested rezoning. No objection was heard or filed. Councilman Hun+, moved to rezone the above described property from Residential (R-I) to Commercial, presenting the follow~ng Ordinance and moved its adoption and upon being seconded by Couneilma~ Douglas was put to a vote and unanimously adopted. ORDINANCE NO. 271 (79) ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING ZONING RESULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING FOR THE ADMINISTRATION, ENFORCEMENT AND AMENDMENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER 176, FLORIDA STATUTES, 195.3. WHEREAS, application has been made by H. G. Culbreth, Sr., Leona Cu]breth, H. G. Culbreth, H. G. Culbreth, Jr. and Marie Oulbreth requestin~ this Council to rezone from Residential (R-l) to Commercial Lot 9, Block 29, Firs+ Addition to South Okeechobee, according to plat thereof recorded in Plat Book !, pao~e 1.7, public record~ of Okeechobee County, Florida, and WHEREAS, notice of intention to amend City Zoning Ordinance No. 271, regarding said application was duly publ.~ shed according to law, and WHEREAS, on the !gth dav~ of December, 1972, a public hearing was held in bhe City Council room pursuant to said notice, and ~HEREAS, it, is deemed to the best interest of the City of Okeechobee to ~ant said appli, cation; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: SECTION 1 That Lot 9, Block 29, First.
