The City Council of the City of Okeechobee, Florida met in recessed session at the City
Hall on the above date at 6:30 P. M. with the following present: President Donald L. Burk, Council-
men: Charles L. Breland~ Russell V. Domer, Edward W. Douglas and E. H. Hunt with Clerk Lorena Spivey
and Director of Public Wo~-ks L. C. Fortner, Jr.
The purpose of ~eetinE was for additional work on 1973 Water and Sewer Budget.
Director Fortner discussed Water Department Operators getting their certificates and what
additional benef.~ ts would they receive. The Council agreed to reimburse employee for course after

Councilmau Domer reported that. Mr. Al. ford Baker had requested reconsideration by the City

Ok~chobee, stating that ~. B~er had ad~.sed that he would like to build a building and later

was asked in regards to G~.f Thoma~ Retirement benefits Mr. Landriscina ad~sed that Chief ~omas

~rector Fortn~er discussed a ser~ce contract on maintaining new equipment (2 inst~ments)
at water plant. Councilman Domer reco~ended to try for one year on a call basis and see what
problems arise. The Council suggested that Director Fortner check with En~neer Osha on this mat%er.
Also discussed possible requirements for safety de~ce on new water ta~. The Council requested
~rector Fortner to %et ~urt~er toleration on this matter.
Dir~ctor Forth,? repor!ed that En~neer Osha had +b~ report from Dr. Smith re~arding
Okeechobee Beach Water Association~ Inc. and ~1l be available for workshop when the Council sees Fit

~.rector Fortn~r reported receiving a letter from Department of Tran~ortatiom regarding
the modernization of traffic lights at intersection of State Road ]g and 70 and State Road 70 and
~th Avepue (Osceola St) ~n the 1972-73 budget, also reco~ended that the city postpone a~ i~rove-
ments on traffic light a~ corner of W. ~th Avenue and South Park Street so that the lights when
removed from int~rsectdon of ~1 and 70 can be ~nsta!led at this location.

K~timate No 6 in the amount of $1,2.37.50 and Estimate No. ? and final in the amount of
$10,5hO.OO for work accomplished and completed on contract No. 70-1006 Division "B" was presented
for payment by Brockway, Owen and Anderson Engineers, Inc. Councilman Hun~, moved to approve payment
of ~,he above estimates in the total amount of $11,777.50 upon approval by Farmers Home Administration
~econded by Councilman Breland and unanimously carried.
The Clerk reported receipt of 1972 Franchise check in the amount of $29,189.51 from Florida
Power and Light Company in accordance with Ordinance No. 223.
The Clerk also reported a check had been received from Blue Cross and Blue Shield Insurance
Company in the amount of $3,000.00 for life insurance death claim for Alford Watterson. President
Burk designated 'Councilman Hunt to present the check to Mrs. Watterson.
B~ilding Official Spray reported that the Board of Adjustments and Appeals had approved
a r~quest from Bill. Tomlin~on to build houses in Block 7, Southwest Addition and a request from
Fred T. ~ilson to build on Lots 5 and 6, Block 182, Original Town of Okeechobee, both properties
being a few feet short of required lot area.
Chief Thomas reported that it was about time of year to advertize for bids on the purchase
of new po]ice car. The Council advised that it was decided to buy two cars later on in the year.
Co,mci]man Domer reported that A. A. Scott wanted to meet with the Council newt week to
discuss purchase of water line in Bet-Her Acres Subdivision. President Burk requested Councilman
Hunt and Co~nci]man Domer to meet with Mr. Scott and arrange a meeting with Mr. Ernest Evans before
a Council workshop ~eetino~.
President Burk reported ±,hat the Clerk and employees in Clerk's office had been working
a good many hours overtime. After discussion Councilman Douglas moved to allow pay for necessary
overtime, seconded by Councilman Domer and unanimously carried.
Christmas bonus for employees discussed. Council.man Hunt moved to give same amount this
Christmas a~ given last year, ~econded by Councilman Domer and unanimously carried.
The Council authorized the Clerk to pay $6,399.72 balance due Brockway, Owen and Anderson
Engineers, Inc. for engineering services in connection with Waterworks Improvements Program Water
Treatment Plant Expansion (invoice No. 0?672).
President. Burk suggested reo~ular inspection of dog pound by Veterinarian.
Minutes of the meetings held October 10 and 17, 1972 were read and approved as read.
The Council set January 9, 1973 as date for regular Council meeting in January. The Clerk
was requested to publish notice in the Okeechobee News.
