M. on the above date at the City Hall with the following present: Mayor Mack, President Mc Crocklin, Councilmen Gardner, Hunt, Wa~er and Watford with Attorney Hendry and Clerk Spivey. Councilman Watford moved to rezone the above described property from Residential (R-l') to Residential (R-2) presenting amendment to Ordinance No. 271 and moved its adoption and upon being seconded by Councilman Gardner was put to a vote and unanimously adopted: ORDINANCE NO. 271 - (3?) ORDINANCE A~DING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING FOR THE ADMINSTRATION, ENFORCEMENT ANU AMENDMENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER 176, FLORIDA STATUTES, 1953. WHEREAS, application has been made by John B. Longwor%h, requesting this Council to rezone from Residential (R-l) to Residential (R-2) Begin 158.7 ft. North of SE Corner of the NE-~ of the SW¼ of the SW¼ Section 21, Township 37S, Range 35E for POB: Run West 140 ft. thence rmn N~rth at right angle 50 ft., thence run East at right angle 140 ft. thence run South at right angle 50 ft. to BOB, and WHEREAS, no%ice~ of intention to amend. Mack MAYOR Pursuan~ to notice published in the Okeechobee News regarding a public hearing on rezoning from ~ Residential (R-l) to Commercial the following described property: Beginning 921.9 feet South of NE Corner .~-~ of SE¼ of Section 21, Township 37 South, Range 35 East, and run South 293.3 feet along Section line to a point 1~26 feet N~th from the SE Corner of said SE¼ of said Section 21; run thence West at right angles 361 feet, more or ~ess, to the East boundary of Parrott Avenue in the City of Okeechobee, run thence North along Parro~ Avenue 293.3 feet, run thence East at right angles 361 feet more or less to the point of beginning. Lying in an comprising a part of Government Lot ~, in Section 21, Township 37 South, Range 35 East; Premident Mc Crocklin asked if there were any objections to the rezoning. Frank Altobello adjoining property owner was present objecting to the rezoning for speculation purposes. Mrs. Ethel Bevel owner of the pro~ty stated that she wanted to build a motel and would be the ~wner of same, requesting a perio(.~ six months/to beg~ construction. Mr. Altobello withdrew objection providing the stipulations were the same as recorded in minutes of April 28, 196~ Council meeting (page 889), and plans to be presented to the Building Inspector. Councilman Gardner moved, seconded by Councilman Hunt and unanimously carried to rezone the above ~escribed property from Residential (R-l) to Commercial for motel purposes only and pre- viding plans and specifications are presented within three (3) months, that construction of said motel begin within (6) six months and completed within (18) eighteen months. Attorney Hendry instructed to prepare Ordinance governing same. Bob Moo~ representing Travelers Insurance Company and Albert Gamot of Gamot Insurance Agency were present disc~ssin~ with the Council a pension or retirement plan for the City employees. After ~'~ discussion Councilman Watford moved seconded by Councilman Gardner and carried, to request the Clerk to ~ furnish the necessary information as needed by the above representatives in order for them to present a definite and deta~ed plan with the understanding that the City would be under no obligation to the above Insurance companies. B. W. Thomas, Sr. and Louis C. Reece appeared before the Council requesting permission on a hardship basis fo~ Mr. Reece to place a trailer on property in Block 239 at the corner of Miami and First Street. Mayor Ma~ recommended that the above request be granted also the request from R6bert Nelson as stated in minutes of May 29 and June 8 in Block 58 at Southern Oil Station West on North Parrott Avenue. Councilman Gardne~ moved tO amend Ordinance #319 to included commercial property on hardship cases, sec- onded by CounciLman Watford and carried. Attorney Hendry instructed to prepare Ordinance Amendment. Councilman Watford moved t6 grant permission to Louis C. Reece and Robert Nelson to place, one trailer each due to hardship remsons fo~ a six month period at the above locations, seconded by Councilman Gardner 'and carried. Counci~n Gardr~r reported a request for a sewer line extension to the new Seven Day Adventist Church on ~Jest 12t~ Street: Councilman Walker recommended that this matter be investigated and report at next regular meeting. Water Smpt. Fortner reported that the renovation of the sewer plant was almost complete, stating '-' that Joe Woolf wo~d ~e here on Saturday, July l0 and invited the Council to vist plant on that day. Councilman Walker reported a water line extension request from Willa~ Thomas on west 12th Street outside city limits and requiring approximately ?00 feet of pipe. Due to distance and lack of pressure in this area the C~uncil denied request. The Cle~ read to~ the Council a letter from the State Board of Health regarding the sewage Treatment facilit~s. The ~ouncil ordered letter filed. A lette~ was also. read frOm the American Legion Okeechobee Memorial Post #6h requesting a 968 donation of $100.O0 to help defray the cost of July 4th park ceremony. Councilman Gardner moved to grant request and donate $100.00 to American Legion Okeechobee Memorial Post #64 seconded by Councilman Watford and carried. Councilman Hunt ~$ved to accept the 1964 City of Okeechobee audit of city records as prepared by Mc Alpin and Hearn, Certified Public Accountants and to re-employ firm for the year 1965, seconded by Councilman Gardner and ~nanimously carried. Mayor Mack discussed with the Council parking of vehicles in street islands or parkways. The Council requested Attorney Hendry to write a letter to the County Commissioners requesting that the islands be curbed excluding the one in front of First Baptist Church. The Council agreed to place NO PARKING SIGNS at the enSrance of islands adjoining Parrott Avenue also authorized the Police to issue citations and to assess a $3.00 fine for violation. Upon motion the ~ouncil adjourned.
